⚠ “He has been doing this job for 15 years… nothing ever happened.”

That was what the supervisor said.

Until one day, a small mistake happened.

A worker decided to skip one safety step because the job looked simple.
Another worker walked into the work area without noticing the hazard.

Within seconds, a near miss turned into a serious accident.

⚠ 很多工厂被 DOE 检查时才发现：
原来自己早就产生 Scheduled Waste。

有些工厂老板会说：

“我们只是普通生产，没有什么危险废料。”

但其实在很多工厂里，这些废料每天都在产生：

🛢 废机油 (SW305 – SW307)
🧴 空化学品容器 (SW409)
🧤 受污染的抹布 / 手套 (SW410)
🧪 化学污泥 / 处理废料 (SW204)

这些在工厂看起来很普通，
但根据 Environmental Quality Act (EQA) 1974 和
Scheduled Wastes Regulations 2005，
这些都属于 Scheduled Waste（受管制废料）。

如果没有正确管理，例如：

❌ 没有 Scheduled Waste Storage Area
❌ 没有 Label 和 Proper Packaging
❌ 没有通过 eSWIS system 申报
❌ 没有交由 DOE licensed contractor 处理

就可能面对：

⚠ DOE 执法调查
⚠ 环境污染问题
⚠ Environmental Quality Act 下的罚款

很多公司都是 DOE inspection 来了才发现问题。

⚠ DOE Inspection Only Then Realise… Too Late

Recently when we visited some factories, we found something very common.

Many companies are already producing Scheduled Waste, but they don’t realise it.

For example:

🛢 Used Oil (SW305 – SW307)
🧴 Empty Chemical Containers (SW409)
🧤 Contaminated Rags / Gloves (SW410)
🧪 Chemical Sludge (SW204)

These wastes may look normal in daily operations.

But under the Environmental Quality Act (EQA) 1974, they are classified as Scheduled Waste.

This means companies must:

✔ Store them in a proper Scheduled Waste Storage Area
✔ Label and package according to DOE guidelines
✔ Report through eSWIS system
✔ Send waste to licensed recovery / disposal contractor

If not managed properly, it may lead to:

⚠ DOE enforcement action
⚠ Environmental pollution
⚠ Heavy penalties under Environmental Quality Act

Many factories only realise the issue during DOE inspection.

最近很多人在讨论 古来发生的塑料厂火灾事故。

一场火灾，在短短时间内就可能让一间工厂严重损毁。
在目前经济环境充满挑战的情况下，如果再发生事故而无法及时应对，不仅会造成公司损失，也可能引来政府单位的调查。

当紧急事故发生时，最关键的其实是 最初的几分钟。

员工是否知道：
• 谁负责启动紧急应变程序？
• 谁负责使用灭火器控制火势？
• 谁负责疏散员工？
• 谁负责联络 BOMBA？

如果员工没有接受过相关训练，现场很容易陷入 混乱和恐慌。

每一家公司都必须建立 Emergency Response Team (ERT) 紧急应变小组。

在这场培训中，我们特别邀请 具有丰富经验的 BOMBA Officer 来分享实际的应变经验，让参与者更了解在真实紧急情况下应该如何处理。
