African Institute of One Health Research and Diagnostics The laboratory diagnostic unit will serve as National Reference Centres for molecular diagnosis of infectious and non-infectious diseases.

The African Institute of One Health Research and Diagnostics is a non-profit organisation devoted to advancing knowledge on medical and veterinary research by unravelling mechanisms of pathogenesis, cross-species and intra-species transmission. The Institute was established as an Institute of excellence to be recognised internally and to be considered as a reference centre for the entire African continent. The Research programmes of the Institute are aligned with the health research priority areas and health needs of the country and beyond.

The Institute undertakes research to advance scientific knowledge and understanding as well as to provide evidence for informed decision making and formulation of effective preventive and control programs and activities. Research is also carried out with the purpose of developing enabling technologies or products and identifying new biomarkers for use in the early detection and diagnosis of disease, monitoring of disease progression and targeted therapy.

The Institute supports laboratory service of the country through continuous improvement of test methods and development of new approaches through research & development. The Institute offers several regular scientific and technical training programmes as well as ad hoc training programmes and attachments for a wide variety of disciplines in sciences, medical and veterinary research to local and foreign participants. The American University of Nigeria (AUN) and Maigoje Foundation jointly organised a UNFPA-funded workshop on community-based capacity building on gender-based violence in emergencies to equip women survivors and critical stakeholders in Gujba Local Government Area, Yobe State, with the necessary skills, knowledge, and tools to effectively prevent and respond to GBV incidents.

The workshop brought together key stakeholders, including the Chairman of Gujba LGA, Hon. Dala Alhaji Mala, the Local Government’s Community Development Officer, Representatives of the Nigerian Police Force and other sister security agencies. Also in attendance were the Chief Imam of Buni Yadi, CAN Chairman, Women and Youth Leaders, and 35 women survivors of GBV, that were previously trained by Maigoje Foundation on leadership, peace, and skill acquisition through the United Nations Entity for Gender Equality and the Empowerment of Women (UN Women), via its Women’s Peace and Humanitarian Fund (WPHF) in 2021.

PUBLIC HEALTH ADVISORY TO NIGERIANS ON NOVEL CORONAVIRUS

This is a public health advisory on a new virus; the novel coronavirus (nCoV), by the Nigeria Centre for Disease Control. As this is a new virus, and new information is emerging every day, this advisory will be updated as new information and research on the virus and its impact on populations become available.

The first case of a novel (new) coronavirus (2019nCoV) strain was confirmed in China on the 7th of January 2020. According to preliminary investigations, most patients either visited or worked in the Huanan Seafood wholesale market, Wuhan city. As at the 20th of January 2020, 278 laboratory-confirmed cases of 2019-nCoV infection including six deaths have been reported to WHO globally since the first case was reported on the 31st of December 2019.

Many of the initial cases were thought to have contacted the virus through animal-to-human transmission from the market, but human-to-human transmission has also been established. Global surveillance is being established and it is expected that more cases will be reported over the next weeks.

Wuhan city is a major transport hub in China. Beyond Wuhan, cases have been confirmed in other cities in China; Guangdong, Beijing and Shanghai. As at the 21st of January, five cases have been confirmed in four other countries; Thailand, Japan, Republic of Korea and the United States of America, all with a travel history to China.

Coronaviruses are zoonotic, meaning they are normally transmitted between animals and people. A novel coronavirus (nCoV) is a new strain of the virus that has not been previously identified in humans. Some coronaviruses can be transmitted from person to person, usually after close contact with an infected patient, for example, in a householdor health care setting. Several known coronaviruses are circulating in animals that have not yet infected humans.

The World Health Organization (WHO) has convened its Emergency Committee today (22/01/20) to determine whether this outbreak should be declared a “Public Health Event of International Concern” (PHEIC).

SYMPTOMS

This new coronavirus 2019nCoV appears to cause mild to severe respiratory symptoms like cough and breathing difficulties. From current evidence, it appears that death is a rare outcome, mostly in patients with underlying illness.

TREATMENT

There is no specific treatment for disease caused by the novel coronavirus yet. However, many of the symptoms can be treated. Therefore, treatment is based on the patient’s clinical condition. In addition, supportive care for infected persons can be highly effective.

NIGERIA’S PREPAREDNESS AND RESPONSE

The Nigeria Centre for Disease Control (NCDC) is currently coordinating a multisectoral technical group that is assessing and managing the risk of importation to Nigeria. NCDC is in close communication with the World Health Organization (WHO) who is closely monitoring the situation globally. WHO is in direct communication with the Government of China and other affected countries, and has released technical and travel guidance.

The Port Health Services unit of the Federal Ministry of Health in Nigeria has been placed on alert and has heightened screening measures at the points of entry. In China, exit screening measures have been enhanced for travellers from Wuhan city at the Points of Entry (PoE) (airports and ground transport stations) since the 14th of January 2020. This includes temperature checks, combined with provision of information and masks to passengers with fever, as well as directing symptomatic passengers to health facilities for follow up.

Nigerians are advised to remain calm. Travelers from Nigeria to Wuhan, China, are advised to avoid contact with sick people, animals (alive or dead), and animal markets.

Travelers from Wuhan to Nigeria, may be asked questions upon arrival by the Port Health Services unit at points of entry about symptoms of illness and travel history, and are advised to report immediately to NCDC, if they feel ill after a trip to Wuhan.

The Federal Ministry of Health through NCDC and its partners are fully committed to strengthening our preparedness and response to infectious disease outbreaks.

Information will be shared with the public as it becomes available.

HOW TO PROTECT YOURSELF

To reduce the risk of spread of coronavirus, members of the public are advised to adhere to the following measures:

• Wash your hands regularly with soap under running water

• Cover your mouth and nose properly with handkerchief or tissue paper when sneezing and/or coughing. You may also cough into your elbow if a handkerchief is not available.

• Avoid close contact with anyone showing symptoms of respiratory illness such as coughing and sneezing

• Avoid self-medication, report to the nearest health facility when you experience any of the above-mentioned symptoms

• Healthcare workers are always advised to observe standard infection prevention and control measures when attending to patients and take a travel history.

As the situation is evolving, this advisory will be updated as more information becomes available.

Yesterday 11 December, 2019 | NIGERIA LAUNCHES ONE HEALTH STRATEGIC PLAN

Nigeria has launched a national One Health strategic plan that integrates human, animal and environmental health management for improved health security. The plan which was jointly developed by the Federal Ministries of Health, Agriculture and Rural Development (FMARD), and Environment as well as their agencies, reinforces Nigeria’s commitment to strengthen a multi-sectoral collaboration for health security. This plan will be implemented over a five-year period (2018 - 2023).

The health of humans and animals are interlinked with the environment. Majority of infectious diseases that affect human health are zoonotic i.e. originate from animals, and occur at the human-animal-environment interface. Nigeria continues to experience annual outbreaks of zoonotic diseases including Lassa fever, monkeypox and yellow fever.

The new One Health strategic plan launched in Abuja by the Honourable Minister of State for Health, outlines the country’s plan to strengthen the prevention, detection and response to infectious diseases that affect humans, animals and the environment. The plan recognises the interconnectedness of the health of people to the health of animals and the environment, and offers a collaborative, multi-sectoral and transdisciplinary approach for zoonotic diseases.

To improve the country’s implementation of the One Health Strategy, the World Health Organization (WHO) and the World Organization for Animal Health (OIE) pledged their continuous support to Nigeria. Both WHO and OIE supported the organisation of the International Health Regulations and Performance of Veterinary Services (IHR-PVS) bridging workshop in Abuja from 9th to 11th of December 2019. The workshop allowed for the review of capacities across the human and animal health sectors.

Nigeria is the first country in Africa to launch a One Health plan signed by the Ministers of Health Agriculture and Environment. The Honourable Minister of State for Health, Dr. Olorunnimbe Adeleke Mamora who led the launch of the plan stated, ‘Nigeria has developed a One Health strategic plan to meet its human, animal and environmental health challenges. This approach drives innovations that are important to manage the outbreaks we experience and offers synergy across our various Ministries. We hope that the implementation of this plan in Nigeria can serve as a model for other African countries’.

Speaking at the launch, Dr. Dooshima Kwange who represented the Honourable Minister of Agriculture and Rural Development, Alhaji Sabo Nanono, commended the various activities that are driven through the One Health approach such as the Nigeria Field Epidemiology and Laboratory Training Programme (NFELTP), multi-sectoral disease technical working groups and joint investigations of zoonotic diseases and other public health events. She stated that the FMARD and its agencies remain fully committed to ensuring the success of the One Health platform by achieving accelerated growth in livestock products for self-sufficiency.

In the same vein, Chika Okpala representing the Honourable Minister of Environment, Dr. Mohammad Mahmoud, committed to continue the strong collaboration with the Ministries of Health and Agriculture for the successful implementation of the One Health strategic plan.

In closing, the Director General of the Nigeria Centre for Disease Control (NCDC) expressed the agency’s commitment to continue serving as a strong secretariat for One Health functions in Nigeria.
