We thank God for bringing us safely to the end of an eventful year and congratulate the residents of Kwara State for witnessing the dawn of a new year filled with prospects of unrivaled development and greater accomplishments.

The end of the year and the beginning of a new one provides us all with an opportunity for reflection and introspection, as well as the avenue to brainstorm and map out plans to consolidate on the gains of the previous years and design a compelling framework for Improved service delivery.

At the KWSPHCDA, we thank the good people of Kwara for their unwavering support that has greatly contributed to the appreciable feats that have so far been recorded in our enduring efforts to engender a resilient, virile and sustainable Primary Health Care System that provides highest quality, compassionate and effective care which curtails the burden of morbidity and mortality through partnerships and persistent community collaboration.

In demonstration of his vision to improve equity in access and utilization of basic health services, the Kwara State Governor, Mallam AbdulRahman AbdulRasaq has made huge investments in repositioning the Primary Healthcare System. With his consistent support, we have been able to carry out seamless implementation of groundbreaking initiatives that have positively impacted the lives of thousands of Kwarans

We remain committed to the revitalization agenda of the Governor to revamp and strengthen the primary health care services. Through strategic partnerships and investments, we have overseen the comprehensive renovation and construction of tens of healthcare facilities, ensuring that quality health care is accessible to all residents, regardless of their location.

While thanking the traditional institution, community leaders and other stakeholders for their collective efforts to put paid to the misinformation peddled by mischievous elements to incite public resistance to vaccines, we urge the general public to remain undaunted and sustain their confidence in the safety and efficacy of the immunization programs and other health interventions.

We wish everyone a rewarding and fulfilling new year and reaffirm our commitment to building a strong, equitable and resilient healthcare system to guarantee every Kwara residents access to quality and affordable health services.

Yesterday, I was the Guest Speaker at the 40th Media Parliament of the Kwara State Council of the Nigeria Union of Journalists (NUJ) where I spoke on the theme " Transforming Primary Health Care Beyond Lip Service " to acquaint the general public with the groundbreaking initiatives that have so far been put to implementation in our efforts to revitalize primary health care system in the state.

In my remarks, I acknowledged the unceasing support of the Kwara State Governor, Mallam AbdulRahman AbdulRasaq CON, which I said has been instrumental in building a sustainable and resilient primary health care system that deepens access to quality health services, upgrades infrastructure and promotes the wellbeing of our people, particularly at the grassroots.

I noted the appreciable improvement in our primary health care services as evident in our vaccination coverage which stood at 66.5%, one of the top 3 in North Central zone and a glorious departure from the low coverage recorded in 2016 when only the 33.9% of under 1 year olds were vaccinated. It is equally instructive to note that there has been no report of the outbreak of circulating variant polio virus (cVPV) in almost 24 months, the highest report of which Kwara had in 2019.

We understand that the delivery of effective healthcare services that meet the health needs of the people requires adequate, skilled and competent health workforce, as such, we carried out recruitment of all cadres of health workers under the Agency with an improved salary package to motivate and reinforce their commitment for better service delivery. This is as we remain unrelenting in upgrading our health facilities to meet the highest standards of infrastructure and quality of care.

I thank the leadership of Kwara State Council of the Nigeria Union of Journalists (NUJ) for holding such an important event which featured an interactive session to engage the audience on various health initiatives and deepen enlightenment on the significance of health interventions being implemented to improve collective wellbeing.

Yesterday, I spoke at the opening ceremony of the training themed " In-Patient Childhood Pneumonia Treatment Algorithm, Hypoxemia, and the overall Improvement of Interpersonal Skills" convened at the behest of our agency, Kwara State Primary Health Care Development Agency (KWSPHCDA), in collaboration with the Kwara State Health Insurance Agency to further strengthen the workforce capacity building to improve their performance and productivity.

In my goodwill message at the event, I advocated the need to entrench the adoption of patient-centred approach in the delivery of health care services, urging the healthcare providers to prioritize empathetic communication to create a pleasant atmosphere and affable relationships with the patients for improved health outcomes.

The training is part of our efforts to strengthen a responsive system, where the competencies and skills of the workers are continuously enhanced to promote general wellness and bring quality and affordable healthcare services much closer to the grassroots.

28th Anniversary: Elelu Congratulates Emir of Ilorin

The Executive Secretary of Kwara State Primary Health Care Development Agency (KWSPHCDA), Dr Nusirat Elelu has congratulated the Emir of Ilorin, His Royal Highness (HRH), Dr. Ibrahim Sulu-Gambari on the 28th anniversary of his ascension to the exalted throne, describing him as a personification of sterling attributes who dedicates his life to the welfare of his people

The Executive Secretary, in a goodwill message issued on Saturday, extolled the leadership qualities of the retired eminent justice, saying that his reign has ushered in sustainable growth, stability and economic transformation in the state.

" On behalf of my family and the management of the Kwara State Primary Health Care Development Agency (KWSPHCDA), I convey our warm felicitations to His Eminence, Emir of Ilorin and the Chairman of the Kwara State Traditional Council, Alhaji Ibrahim Sulu-Gambari on the momentous occasion of the 28th anniversary of his ascension to the throne. The Emir is a model of peace, unity and stability whose leadership has strengthened the bridges of love, tolerance and harmony across the state."

Yesterday, we flagged off the National Immunization Plus Days (NIPDs) campaign in furtherance of our abiding efforts to enhance the immunity of our children and sustain the preventive mechanism against the incidence of polio disease in the state.

The flag off ceremony which was convened at the Palace of our highly revered Emir, His Royal Highness (HRH), Dr. Ibrahim Sulu-Gambari, had several traditional leaders in attendance in demonstration of the collaborative efforts aimed at ensuring the massive uptake of the vaccines among the eligible children.

We remain committed to delivering safe and effective immunization services to forestall the transmission of vaccine-preventable diseases and reduce the infant and child mortality.

I appreciate our traditional leaders for their consistent support and urge them to double down on their commitment by intensifying the efforts of the Kwara State Government to stem the tide of misinformation being peddled by mischievous elements to discourage participation in the immunization activities. The vaccines have gone through rigorous and multi-stage testing and have been adjudged safe and efficacious for national use.

The vaccination exercise is scheduled to commence from 11th to 14th November, 2023 for children aged between 0 to 59 months, regardless of their previous immunization status.

Yesterday, we flagged off the Measles Vaccination Campaign and Routine Immunization Outreach in fulfilment of our enduring resolve to reduce the burden of child mortality and morbidity and other vaccine-preventable health related issues.

We remain committed to providing health interventions that offer proactive measures against the spread of avoidable diseases. This commitment is further reinforced by the unwavering support of the Governor, Mallam AbdulRahman AbdulRasaq CON who made prompt payment of measles counterpart funds for us to conduct a successful campaign.

In my remarks, I said that a single dose of measles vaccine is not enough to attain the minimum 95% immunity required to get the target group protected, as only 85% of the children who received first dose measles vaccine will seroconvert. This has necessitated the need to revaccinate with a second dose measles vaccine to protect the rest of the 15% who failed to seroconvert. This would also provide an opportunity to vaccinate children who missed the first dose in the first year of life.

I urge parents, caregivers and community leaders to disregard misleading information and embark on social mobilization to ensure the eligible children get vaccinated to shield them from deadly diseases.

Yesterday, I attended the second quarter quality review meeting on the implementation of Basic Health Care Provision Fund (BHCPF) convened by the Kwara State Health Insurance Agency at the Fresh Hotel, Ilorin.

The engaging meeting afforded an avenue to cross-pollinate ideas and devise creative measures that would help identify gaps and develop the blueprint that would ensure a more successful BHCPF and further bring quality health care services much closer to the people

In my goodwill message, I enunciated the transformative trajectory of our health system, narrating the critical efforts of the Kwara State Government that culminated in laying foundation for the sustainable access to the Basic Health Care Provision Fund (BHCPF) in demonstration of its commitment to improving quality care and reducing health inequities.

While giving a succinct account of the judicious utilization of the fund that has so far been accessed, I identified the priority areas for further improvement and for which a comprehensive roadmap has been developed for sustained success.

I reaffirmed our commitment to the revitalization agenda in line with the Governor AbdulRahman AbdulRasaq's recommendations to refurbish and equip the health facilities that have been designated for renovation to minimize exclusion and social disparities in health.

In continuation of the bid to strengthen public trust in the health system, the Kwara State Primary Health Care Development Agency (KWSPHCDA), yesterday, held engagement with stakeholders to brainstorm and deliberate on the arrangements to deliver an inclusive measles immunization campaign at the G-Pinnacle Hotel, Pipeline Road, Ilorin.

The meeting was part of the measures conceived to deepen the community involvement in our continued efforts to stem the tide of misinformation being peddled to undermine the immunization campaign and prevent the children from getting vaccinated.

Speaking at the event, I highlighted the various interventions that have been taken to reposition our health facilities and strengthen the capacity of the workers. I stated, among other interventions, that each of our health centres has been equipped with Solar Direct Drive Vaccine Refrigerator which has considerable storage capacity and keep vaccines at their appropriate temperature, without the need for electricity.

It's believed that these collaborative efforts will help in deepening understanding of the benefits of immunization which reduces the burden of disease morbidity and forms a protective shield against vaccine -preventable infections.

We urge the schools, parents and other concerned individuals to disregard the misleading information concocted to besmirch this important health initiative and allow their children access to the forthcoming measles immunization not only to prevent sickness but also to accord them gains in cognitive development.

I thank the stakeholders for lending their support to this advocacy, and implore them not to relent in increasing confidence and trust in the safety and protective efficacy of the vaccines.

Yesterday, I delivered the keynote address at the opening session of a 2-day Financial Management Training designed to sensitize primary healthcare providers on the judicious utilization of Basic Healthcare Provision Funds (BHCPF) to engender a sustainable culture of accountability and improved service delivery.

The highly important exercise which I said was an unprecedented initiative, was convened by the Kwara State Government in realization of the efforts of the Governor, Mallam AbdulRahman AbdulRasaq to ensure a seamless and successful implementation of BHCPF in a manner that staves off reckless and inappropriate financial practices

In my presentation, I stressed the significance of the capacity building training, describing it as a critical initiative necessary to equip health workers with requisite knowledge on the effective operationalization of the BHCPF for the timely attainment of its intended objectives.

The training, as I stated, is imperative to aid effective management of finances to justify the investment and minimize the high level of out-of-pocket expenditure. The BHCPF is derived from an annual grant from the Federal Government of Nigeria (FGoN) of not less than one percent (1%) of the Consolidated Revenue Fund (CRF) to increase fiscal space and expand the financing landscape for health.

To draw insights into the crux of the training, I explained the concept of Direct Health Facility Financing (DHFF) where funding is sent directly from the Federal Government to the sub-national level governments which in turn channel it to the health facilities that have been accredited in the state.

I reiterated the laudable interventions of the Kwara State Government in the affairs of Primary Health Care which have culminated in the appreciable improvement in the quality of the services that we provide and brought about a lot of quality health indices in the state. This is underscored by the reality of no case of diphtheria in the state, the disease which has so far been recorded in 19 states. I attributed this continuously strengthened health system to our improvement in routine immunization coverage and other supplemental immunization activities.

On a final note, I urged the participants to attach maximum priority to the training and highlighted three principles -- synergy, transparency and accountability all of which I advised should be made to define the discharge of their duties.

I appreciate the state government for putting such an important training in place in demonstration of its commitment to providing equitable access to effective healthcare services irrespective of financial status.

The well attended event had in attendance, the Director of Personnel Finance and Supply, Mr. Ajide Olayioye, Director of Planning, Research and Statistics who is also the Co-ordinator of Basic Health Care Provision Fund , Dr. Lar from Kwara State Health Insurance Agency, Heads of Departments, Basic Health Care Provision Fund Accountants, Officers in Charge of BHCPF among other attendees.
