Advanced Manufacturing Technology Development Institute (AMTDI) Jalingo is one of the centres of the National Agency for Science and Engineering Infrastructure (NASENI), a parastal of the Ministry of Science and Technology. It was established with the aim of proliferation of Advanced Manufacturing Technologies (AMT) in the manufacturing sector of the Nigerian economy through development of capacities in Advanced Manufacturing Technologies and its application in innovation, invention and reverse engineering. AMTDI Jalingo Delegation Meets with Honourable Minister of State for Regional Development

In his continued drive to support the Renewed Hope agenda of the Federal Government, embodying the spirit of the 3Cs and revenue generation priorities of the parent agency, the National Agency for Science and Engineering Infrastructure (NASENI), the Overseeing Officer of the Advanced Manufacturing Technology Development Institute (AMTDI) Jalingo, Mr. Abdulrahman Barkindo, has been actively marketing the institute to industries, ministries, departments, and agencies of government.

Today, September 19, 2025, the Honourable Minister of State for Regional Development, His Excellency Uba Maigari Ahmadu, hosted the institute's delegation in his office. The delegation was ably led by the Overseeing Officer, Mr. Barkindo.

Mr. Barkindo briefed the Minister on the purpose of the visit and highlighted the importance and benefits that collaboration between the two entities would bring to the Nigerian people.

In his welcoming remarks, the Honourable Minister outlined the responsibilities of the Ministry and the commissions responsible for implementing its policies. He emphasized that agricultural development, economic diversification, skills acquisition, and employment initiatives are key focuses of the Ministry to reduce the number of idle youths in the northern states under his supervision. He expressed gladness that these align with the strengths of AMTDI and NASENI as a whole.

The Minister further acknowledged the institute's activities and assured the delegation of his commitment to maximizing the benefits of this collaborative effort to reduce unemployment rates in our communities, drive economic growth and diversification, and stem the tide of insecurity.

The Honourable Minister concluded by expressing optimism for a lasting collaboration, noting that it is essential for the effective implementation of the Ministry's policies and initiatives.

AMTDI Jalingo Holds Transparent Technical Bids Opening for 2025 Capital Projects.

The Advanced Manufacturing Technology Development Institute (AMTDI), Jalingo, on Thursday 17th of July, 2025 conducted the Technical Bids Opening for its 2025 Capital Projects, in a process that was widely praised by the independent observers and representatives of bidders in attendance for its transparency and strict adherence to the Public Procurement Act 2007.

The bid opening ceremony, held at the institute’s premises, was chaired by Tech. Engr. Danga Samaila represented the Overseeing Officer, Mr. Abdulrahman Barkindo. In his opening remarks, Mr. Bajeh emphasized the institute's commitment to due process and transparency.

Among the dignitaries present were the Executive Vice Chairman of the National Agency for Science and Engineering Infrastructure (NASENI), ably represented by Mr. Gbadan A. Kenneth from NASENI Headquarters; management staff of AMTDI; members of the AMTDI 2025 Procurement Planning Committee; representatives of bidding companies; and independent observers from two non-governmental organization.

The event was conducted in full compliance with the provisions of the Public Procurement Act 2007. All proceedings were electronically documented to ensure accountability and ease of reference.

At the conclusion of the exercise, a representative of the bidders, speaking on behalf of all participants, commended the AMTDI management for the professionalism and transparency that characterized the event. The independent observers also echoed similar sentiments, noting that the process was a model for public procurement and praised the Institute’s unwavering commitment to fair and open procedures.

The successful hosting of the technical bids opening further reinforces AMTDI Jalingo’s reputation for integrity and diligence in project ex*****on and public financial management.

Abdulrahman Barkindo Visits Taraba State Ministry of Waste Management and Resources Innovation: Strengthening Collaborative Efforts for a Cleaner Environment.

In a renewed effort to enhance environmental sanitation and waste management across the state, the Overseeing Officer of AMTDI, Mr Barkindo Abdulrahman and his entourage paid a follow-up visit to the Ministry of Waste Management and Resources Innovation. This visit follows the initial meeting between both parties, aimed at deepening collaboration and addressing challenges affecting effective service delivery.

During the meeting, the Ministry highlighted several obstacles inhibiting the success of the joint efforts and the efforts of the ministry in tackling these challenges.

Elder Filibus Adamu, the Permanent Secretary of the ministry noted that despite the challenges they are facing, they have taken it as a duty to recommend AMTDI to sister MDAs for collaborations and product developments. He suggested exploring possibilities for partnership, especially in adopting AMTDI's waste management solutions.

The head of Technology Business Development department of AMTDI, Mr. Fatai Jayeola, proposed the introduction of mini and modular waste bins to be produced by AMTDI for the Ministry. He emphasized the importance of placing these bins at strategic locations to promote a cleaner environment and encourage proper waste disposal habits among residents.

To strengthen these efforts, a committee will soon be established to develop an acceptable design and concept for waste management products that meet the needs of both the government and end-users commented by the permanent secretary.

Other notable items under consideration include a palm oil extractor and a multi-grain processing machine, both of which would support environmental sustainability and economic empowerment.

The session was concluded with appreciation message from the AMTDI boss and the agreement of both parties to continue following up on previous discussions while reaffirming their commitment to achieving set goals through collaborative efforts.

In the ongoing departmental engagement with the Overseeing Officer (OO), the Administration and Human Resources (A&HR) department reaffirmed its central role in institutional operations, emphasizing its responsibility in ensuring that institution function efficiently, effectively, and impartially in the delivery of public service.

The meeting, aimed at enhancing clarity on departmental roles and responsibilities, sought to identify areas needing improvement and to initiate reforms for achieving technical and administrative excellence. Participants explored key issues such as personnel management, staff welfare, and the alignment of administrative processes to institutional goals. Emphasis was placed on setting the stage for improved accountability, collaboration, and staff performance across the institution.

The Head of Admin, Mr Sadiq Mohammed Tukur led the session with a review of the department’s structure and history, highlighting the core functions of administration and HR. He stressed the importance of monitoring and evaluating workforce efficiency and administrative performance.

Further into the meeting, Mr Tukur shed light on the challenges currently faced by the department. He expressed a clear understanding of the prevailing conditions and voiced optimism that institutional performance would improve as more resources become available.

As part of ongoing efforts to enhance work ethics and service delivery, the National Agency for Science and Engineering Infrastructure (NASENI) is adopting the ERGP system—a popular human resource management system already being advocated by the Head of Service.

In his closing remarks, Mr Abdulrahman Barkindo appreciated the department’s staff for their steadfastness and dedication. He encouraged all personnel to remain committed to professionalism, fairness, and continuous improvement in service delivery.

Abdulrahman Barkindo's engagement with TBD department makes it the 5th departmental engagement session and in his opening remarks, acknowledged the pivotal role of the department in advancing the vision of the institute. He emphasized that the department is not only a supporter of innovation but also a vital bridge in transforming technologies into practical, market-ready solutions that benefit the public.

Mr. Barkindo further noted the need for a strong foundation in collaboration, strategic alignment, and proactive engagement with the innovation ecosystem. He stressed the importance of translating technological developments into impactful outcomes for society.

The purpose of the meeting, according to Mr. Barkindo, was to review and clarify the strategic mandate of the TBD department; discussions centered on exploring how the institute’s technologies and innovations could be effectively packaged, marketed, and commercialized. The session also aimed to identify early-stage opportunities for industrial partnerships, intellectual property protection, and the establishment of priorities for technology transfer and enterprise development.

He outlined key responsibilities, which include managing the conversion of inventions into viable products, handling product costing for the institute, identifying and organizing business potential, obtaining customer feedback, and refining initiatives to generate revenue for the organization.

He noted also that the effectiveness of the TBD department heavily relies on readiness and outputs from R & D and Manufacturing Services as well as interdepartmental cooperation.

The session served as a call to action for stronger institutional support, better resourcing, and renewed focus on innovation-driven development, in alignment with AMTDI's broader goals, noted the Overseeing Officer in his closing remarks.

Finance Department Briefed on Strategic Role During Engagement With Abdulrahman Barkindo

The newly appointed Overseeing Officer (OO) has expressed his appreciation to the Department of Finance and Accounts for their participation in his departmental engagements. The OO acknowledged the department's vital strategic role in maintaining financial discipline, employee support, and resource optimization within the organization.

The meeting, aimed at fostering familiarity with departmental structures and operations, also provided an opportunity to understand the department’s challenges and achievements. The Overseeing Officer emphasized the importance of building a strong, collaborative relationship that aligns with the AMTDI goals.

Mr. Muhammed Garba, the head of department, presented an overview of the department, scope, responsibilities, activities and challenges. He stated that the Finance and Accounts unit serves as the financial backbone of the institute, tasked with advising, guiding, and ensuring that all expenditures align with regulatory frameworks. In addition, the department manages the institution’s income and disbursement of funds.

However, Mr. Muhammed noted that the department has challenges that are hindering the smooth running of their activities and implored the new management to look into those challenges with a view to resolving them.

He also called on management to support the department by encouraging relevant departments to improve productivity and contribute to revenue generation. He clarified that while the department does not directly generate revenue, it is crucial to create an enabling environment for departments saddled with such tasks to do so.

In his closing remarks, Mr. Abdulrahman Barkindo commended the department for their transparency, insight, and unwavering commitment to the financial health of the institute. He urged all staff to maintain a proactive attitude and communicate effectively when necessary.

Departmental Engagement Highlights Achievements, Challenges, and Future Collaboration

The second day of the ongoing departmental engagement series marked another significant milestone with the involvement of the Technical Services (TS) department. The session showcased a blend of commendation, introspection, and strategic alignment, as stakeholders gathered to review progress and chart a course for improved efficiency.

Mr. Abdulrahman Barkindo in the session, was applauded for this promising initiative and committing to his words, which was described as “a rare and valuable quality,” by the Head of Administration and Human Resources, Mr. S M Tukur during his opening remarks.

A brief overview of the department was delivered, which included a chronological summary of changes in the department's nomenclature resulting from recent agency-wide structural reviews.

In his welcoming note, he expressed gratitude to attendees for their presence and praised the TS department for its vital role in sustaining the core functions of AMTDI. He particularly highlighted the team’s responsibility in maintaining equipment and ensuring operational readiness.

“Without their effective actions,” he stated, “other departments or activities might not have been possible.”

He went on to emphasize the purpose of the engagement — to foster synergy, address capacity gaps, identify immediate needs, and initiate collaborative efforts for greater efficiency going forward.

The Head of Technical Services, Engr. (Tech) Danga Samaila provided a comprehensive update.

Tech Danga Samaila further elaborated on the structure of his department, pointing out its unique blend of technical disciplines, likening it to the “Department of Works” in conventional establishments. Their primary responsibilities include fixing and maintaining equipment to ensure seamless operations across the organization.

However, the department also used the opportunity to spotlight some of the challenges they face. They called on management to address these issues to empower the team and enhance their productivity.

In conclusion, the TS team received another round of appreciation from the Chief Executive, who pledged a follow-up plan will be developed to ensure that all identified action points are implemented in due course.
