A RESPONSE TO El-RUFAI'S CLAIMS

It's acknowledged that Dr Mukhtar Ramalan Yero initiated the Urban Renewal project in Kaduna state and awarded the contract for the Kawo to Lugard Hall roads to Mother Cat in 2014 for N3.6 billion. However, the claim that El-Rufai intentionally omitted components from the initial contract to deceive the public and later brought them back separately in a questionable manner requires scrutiny.

We are writing to bring to your attention a serious discrepancies in the ex*****on of the Kaduna State Urban Renewal project, specifically the Kawo to Lugard Hall road reconstruction project. Former Governor Nasir El-Rufai's administration has been accused of manipulating the project's scope and budget, resulting in significant financial implications.

Contract Details

The original contract, awarded by Governor Mukhtar Ramalan Yero in 2014, included several key components, such as:

1. Super generators to power streetlights during blackouts
2. Fences
3. VRT lane
4. Overhead passage
5. Bus stops buildings
6. Walkway

However, El-Rufai's administration allegedly removed these components and later re-added them in a new proposal, with questionable justification.

Allegations of Impropriety

Specifically, we highlight the following issues:

1. Streetlights: El-Rufai's administration awarded a new contract worth N1.5 billion for streetlights, but the contractor allegedly used 35W bulbs instead of the contracted 85W bulbs.
2. Fence and Overhead Passage: The cost breakdown for these components is unclear, and we demand transparency on their ex*****on.
3. Quality of Work: Ramalan Yero claims that the quality of work implemented by El-Rufai's administration is subpar compared to the original contract.

Demands

We demand that Nasir El-Rufai:

1. Provide a detailed explanation for the changes to the original contract.
2. Clarify the cost breakdown for the fence and overhead passage.
3. Justify the use of 35W bulbs instead of 85W bulbs in the streetlight

THE KILLERS OF KADUNA STATE CITIZENS IN MANGU LG OF PLATEAU STATE MUST BE BROUGHT TO JUSTICE

We received with shock and deep sorrow news of the killing of 12 Kaduna State citizens in the troubled Mangun District of Mangu Local Government, Plateau State. 11 others sustained various degrees of injuries. The innocent travellers met their deaths while traveling to Quan Pan Local Government of Plateau State for a wedding ceremony.

We condemn in the strongest terms these acts of savagery. The criminals must be fished out and dealt with accordingly. We call on security agencies to leave no stone unturned until these criminal elements are hunted down and brought to justice. We must put a stop to the nefarious activities of non-state actors. There is no justification for anybody to attack any citizen of Nigeria in any part of the country. This madness must stop. Enough is enough.

I also call on the Plateau State Governor, His Excellency, Barrister Caleb Mutfwang to use this unfortunate incident to make a bold statement. He must take full charge of the situation and direct the operations of the security agencies until the murderers are brought to justice. I will personally follow up on the progress made in the investigations and field operations in search of the criminals. We must send a clear signal that impunity will no longer be tolerated.

Let me use this opportunity to call on the citizens of Kaduna State to remain calm. All hands are on deck to ensure that our murdered citizens get justice. We have made remarkable progress in peace building and conflict transformation in Kaduna State. The Kaduna Peace Model is a pointer to the fact that with political will, commitment and sincerity of purpose, a toxic environment can be turned to an "oasis of peace". The situation in Plateau State is not irredeemable. The bloodshed must stop.

Our deepest condolences to the families of our citizens who lost their precious lives in Mangu Local Government. I am in touch with the families of the victims. We shall do all in our power to lessen their pains. We shall also ensure that the injured victims receive adequate medical attention. May the gentle souls of our departed citizens rest in perfect peace.

Today, Friday, I received the former Vice President of Nigeria, His Excellency Arc. Muhammad Namadi Sambo, along with his entourage. They came to offer their condolences over the passing of my father, the Late. Alh. Ramalan Yero (Turakin Dawakin Zazzau), at our home in Zaria.

I take this opportunity to express my gratitude and pray for mercy upon my late father. Thank you.

Govr Senator Uba Sani paid a condolence visit to His Excellency, Alhaji Muktar Ramalan Yero, former Governor of Kaduna State, over the passing of his dear father and elder statesman, Alhaji Ramalan Yero (Turakin Dawakin Zazzau), in Zaria Local Government Area, Kaduna State.

He extended my heartfelt condolences and prayers to His Excellency Muktar Ramalan Yero and his family.

May Allah (SWT) forgive the shortcomings of the elder statesman, accept his good deeds, grant him Aljanatul Firdaus, and give his family the strength and fortitude to bear this irreparable loss.

PROFILE OF DR MUKHTAR RAMALAN YERO (Dallatun Zazzau)
Alhaji (Dr.) Mukhtar Ramalan Yero was born on 1st of May, 1968 in Zaria.
He started his education when he enrolled into LEA Primary School, Anguwan Kaura In Zaria local Government from 1974 to 1980. Immediately he completed his primary School, he gained admission into Government Day Secondary School, Zaria thus completing his Secondary School in 1986 and obtained his West African School Certificate.
Between 1986 and 2003, Mukhtar Ramalan Yero attended Ahmadu Bello University, Zaria where he obtained a DIPLOMA IN BANKING, B.SC IN ACCOUNTING AND A MASTERS DEGREE IN BUSINESS ADMINISTRATION (MBA). Between 2003 and 2004, his quest for professionalism in his chosen career took him to the COLLEGE OF ACCOUNTANCY, JOS where he obtained a membership of ASSOCIATION OF NATIONAL ACCOUNTANTS OF NIGERIA (ANAN).
DR Mukhtar Ramalan Yero's working career started when, as a Youth Copper, 1991-1992, he served as an ASSISTANT ACCOUNTANT with the OGUN STATE BULK PURCHASING CORPORATION in Ibara, Abeokuta.
Between 1992-1993, he returned to his Alma mater, Ahmadu Bello University, Zaria where he was employed as a HIGHER EXECUTIVE OFFICER (Accounts). Between 1993-1997, he moved to NIGERIAN UNIVERSAL BANK LIMITED (NUB), Kaduna as SUPERVISOR (ACCOUNT) in the Head office Accounts Department and later SUPERVISOR, OFFICER GRADE III At the Sabon Tasha Branch.
Destiny moved His Excellency, Alhaji (Dr.) Mukhtar Ramalan Yero in 1997 to NALADO NIGERIA LIMITED where he served variously as CHIEF ACCOUNTANT, HEAD OF ADMINISTRATION, HEAD OF ADMINISTRATION AND FINANCE, and DIRECTOR FINANCE and Administration. Alhaji (Dr.) Mukhtar Ramalan Yero belongs to various professional groups such as member ASSOCIATION OF NATIONAL ACCOUNTANTS OF NIGERIA (ANAN), Fellow, INSTITUTE OF COST MANAGEMENT ACCOUNTS (ICMA), fellow, INSTITUTE OF CHARTERED ECONOMISTS NIGERIA; Fellow, INSTITUTE OF CORPORATE EXECUTIVES OF NIGERIA; Fellow, NATIONAL ASSOCIATION OFTECHNOLOGIST IN ENGINEERING and Honorary DOCTOR OF PHILOSOPHY (Public Administration), PACIFIC WESTERN UNIVERSITY (USA), etc.
In July 2007, he was appointed the HONORABLE COMMISSIONER OF FINANCE under the administration of His Excellency, Arc. Mohammed Namadi Sambo.
In May 2010, when His Excellency, the then Deputy Governor of Kaduna State, Late Sir. Patrick Ibrahim Yakowa was elevated to the position of Executive Governor of Kaduna State, Alhaji (Dr.) Mukhtar Ramalan Yero become the DEPUTY GOVERNOR.
When His Excellency Late Sir Patrick Ibrahim Yakowa won the PDP's gubernatorial ticket last year as its flag bearer In the 2011 general elections, he picked His Deputy, Alhaji (Dr.) Mukhtar Ramalan Yero as running mate and on that ticket they won the general election.
On the 16th of December, 2012, Mukhtar Ramalan Yero was sworn in as the EXECUTIVE GOVERNOR OF KADUNA STATE after the demise of Sir Patrick Ibrahim Yakowa, he was Kaduna state Governor for two years.
On 19th April 2014 he was given the title (DALLATUN ZAZZAU) by Late Emir of Zazzau Dr SHEHU IDRIS.
