A RESPONSE TO El-RUFAI'S CLAIMS
It's acknowledged that Dr Mukhtar Ramalan Yero initiated the Urban Renewal project in Kaduna state and awarded the contract for the Kawo to Lugard Hall roads to Mother Cat in 2014 for N3.6 billion. However, the claim that El-Rufai intentionally omitted components from the initial contract to deceive the public and later brought them back separately in a questionable manner requires scrutiny.
We are writing to bring to your attention a serious discrepancies in the ex*****on of the Kaduna State Urban Renewal project, specifically the Kawo to Lugard Hall road reconstruction project. Former Governor Nasir El-Rufai's administration has been accused of manipulating the project's scope and budget, resulting in significant financial implications.
Contract Details
The original contract, awarded by Governor Mukhtar Ramalan Yero in 2014, included several key components, such as:
1. Super generators to power streetlights during blackouts
2. Fences
3. VRT lane
4. Overhead passage
5. Bus stops buildings
6. Walkway
However, El-Rufai's administration allegedly removed these components and later re-added them in a new proposal, with questionable justification.
Allegations of Impropriety
Specifically, we highlight the following issues:
1. Streetlights: El-Rufai's administration awarded a new contract worth N1.5 billion for streetlights, but the contractor allegedly used 35W bulbs instead of the contracted 85W bulbs.
2. Fence and Overhead Passage: The cost breakdown for these components is unclear, and we demand transparency on their ex*****on.
3. Quality of Work: Ramalan Yero claims that the quality of work implemented by El-Rufai's administration is subpar compared to the original contract.
Demands
We demand that Nasir El-Rufai:
1. Provide a detailed explanation for the changes to the original contract.
2. Clarify the cost breakdown for the fence and overhead passage.
3. Justify the use of 35W bulbs instead of 85W bulbs in the streetlight
