ORGANISATIONAL BACKGROUND

African Foundation for Environment and Development (AFED) was established with a focal point on Democracy and Good Governance alongside Health, Environment and Agriculture. We focus on the Local Government Arm of the Government in the implementation of their policies and programs, with the hope of building effective governance and service delivery vice a vice democratic

dividends at the local government level. AFED also promotes the development of local government’s management and workforce. Our training on Citizen Oriented Community Development Initiatives (COCDI) help Community Development Associations and Councils work through local partnerships to tackle local priorities such as conflict resolution, peace initiatives, health, agriculture, women and youth’s services and economic development.

Inside AFED’s Election Observation Situation Room
As part of our commitment to ensuring transparent and credible elections, the African Foundation for Environment and Development (AFED) set up a dedicated Situation Room during the November 16, 2024, Ado-Odo/Ota Local Government elections.
The Situation Room served as the central hub for real-time coordination, communication, and reporting. Our trained observers deployed across 9 wards provided continuous updates on voter turnout, procedural transparency, security presence, and any irregularities. Using structured observation tools and incident reporting systems, the Situation Room ensured that every detail was captured and analyzed.
Highlights from the Situation Room:
Real-Time Data Monitoring: Observer reports were received and processed promptly, allowing for timely responses to critical issues.
Coordination and Support: The Situation Room provided guidance to field observers and ensured alignment with observation protocols.
Incident Tracking: Irregularities such as delays in material distribution and security lapses were flagged and documented.
We are proud of the critical role the Situation Room played in ensuring a smooth and effective observation mission. This initiative underscores AFED’s commitment to fostering trust in the electoral process and strengthening democratic values.

AFED Completes Election Observation Mission in Ado-Odo/Ota Local Government
The African Foundation for Environment and Development (AFED) successfully concluded its election observation mission for the November 16, 2024, Ado-Odo/Ota Local Government elections.
Our dedicated team of observers monitored electoral activities across 9 wards, focusing on voter turnout, the distribution of materials, procedural transparency, and compliance with electoral laws. This effort aligns with AFED’s commitment to promoting credible, inclusive, and transparent electoral processes in Ogun State and beyond.
We commend OGSIEC for its efforts in organizing the elections and ensuring a peaceful environment. However, our findings revealed areas requiring improvement, which we have detailed in our comprehensive report submitted to OGSIEC.
AFED remains committed to fostering democratic values and strengthening public trust in governance. We thank our observers, partners, and stakeholders for their invaluable contributions to this mission. Together, we will continue to advocate for a stronger and more transparent electoral system.

LEGISLATIVE HEARING ON HEALTH SERVICE PAYMENT PROCEDURE AND ALLEGATIONS OF MEDICAL MALPRACTICE AT OTA GENERAL HOSPITAL
Summary of Proceedings:
On October 24, 2024, the Ogun State House of Assembly's Committee on Health, chaired by Hon. Haruna Abiodun Wahab (Yewa North II constituency), convened a hearing in response to a formal request by the Ado-Odo/Ota Civil Society Health Advocacy Group (AOCSHAG). The group sought clarification regarding payment procedures at Ota General Hospital, following concerns raised by a patient. The hearing took place at the Ogun State House of Assembly complex, and committee members in attendance included Hon. Amosun Yusuf Olawale (Ewekoro constituency) and Hon. Lawal Samusideen (Ogun Waterside constituency).
Issue:
The concern originated when a patient paid for dental services at Ota General Hospital and found that the payment was directed to an account not affiliated with the Ogun State Government. AOCSHAG wrote to the Ministry of Health seeking an explanation of this irregularity.
Explanation from the Hospital Management Board:
In response, the Ogun State Hospital Management Board explained that the state government had outsourced revenue collection at Ota General Hospital to Avancee Pinnacle Ltd. This was part of the state's cashless policy initiative aimed at enhancing revenue collection efficiency and reducing financial leakages in public facilities.
Committee Ruling:
The House Committee on Health ruled that the hospital management should properly inform the public regarding the current payment procedures to avoid confusion and maintain transparency.
Matters Arising:
AOCSHAG also raised additional concerns regarding allegations of coerced cesarean sections (C-sections) at Ota General Hospital. The Chairman of the Committee directed that the Ministry of Health make relevant officials available for a future hearing, which will include the participation of AOCSHAG, to address these allegations. The hearing date will be communicated by the Committee Secretary.
Representation:
AOCSHAG was represented by Alhaja Bolatito Alabede (Agbara), Pastor Jide Jaiyesimi (Ota), and Dr. Adeshola Afariogun, representing the Ado-Odo/Ota Citizens Engagement Platform. The Ogun State Hospital Management Board was represented by Mr. Ogunsanya (Director of Planning, Research, and Statistics – HMB), Dr. Akin Omoyinmi (Ota Dental Hospital), and another senior official from the Board.
Citizens Advocacy Groups in Ado-Odo/Ota Local Government:
AOCSHAG is part of eleven Citizens Advocacy Groups created in Ado-Odo/Ota Local Government to monitor and engage budget allocations at Local, State, and Federal Government levels, particularly as they relate to issues within Ado-Odo/Ota. Each Citizens Group is thematically focused on critical areas such as health, education, road infrastructure, agriculture, and gender-based violence, providing a structured mechanism to track budgetary expenditures and advocate for improved service delivery.
These advocacy groups, organized by the African Foundation for Environment and Development (AFED), play a crucial role in ensuring that citizens' voices are heard and that public resources are allocated effectively to address the needs of the community. Through budget engagement and focused advocacy, they contribute to greater accountability and transparency in governance, thereby enhancing the overall quality of service delivery in Ado-Odo/Ota Local Government.

"Local Government Chairman Engr. Sheriff Musa Faces Community in Landmark Ado-Odo/Ota Townhall Meeting"

ADO-ODO/OTA LOCAL GOVERNMENT TOWNHALL MEETING REPORT

On July 24, 2024, the Ado-Odo/Ota Local Government Secretariat hosted a significant Townhall meeting. The event was attended by an esteemed group of leaders and community members, underscoring the importance of active community engagement and transparent governance.

DISTINGUISHED ATTENDEES

Among the notable attendees were the Local Government Chairman, Engr. Sheriff Adewale Musa, popularly known as Psalm 20, and Hon. (Mrs.) Omosowon Bukola Balogun, the Leader of the Ado-Odo/Ota Legislative Council. The Board Chairman of the African Foundation for Environment and Development (AFED), Otunba Bolaji Oyedeko, graced the occasion along with Omoba Deji Dosunmu, the Ogun West Senatorial Chairman of the Community Development Council, and Prince Olatunji, Chairman of the Ado-Odo/Ota Zonal Community Development Committee. The Chairman of the Nigerian Bar Association - Ota Branch, Mr. Adewale Adegoke Esq., was also in attendance.

Other key figures included Mr. Abiodun Akonthe Sejoro FCPA, the Secretary to the Local Government, Deaconess Sarah Odunneye, Supervisory Councilor for Minerals and Natural Resources, Hon. Kamal, Deputy Leader of the Ado-Odo/Ota Legislative Council, the Honorable Councilor representing Ere Ward, and Commander Toriola, the Divisional Officer of NCSDC - Agbara/Igbesa Division. The immediate past Chairman of the Local Government, Alhaji Wasiu Lawal, and Mr. Kayode Taiwo, Coordinator of the NUJ Independent Online Chapel, Ota, were also present.

The event was further enriched by the presence of Area Community Development Committee Chairmen, Community Development Association Chairmen, members of JONAPWD, artisans, women groups, youth groups, sports administrators, and numerous community members.

EVENT PROGRAM

The Townhall meeting commenced at 10:00 AM with a registration process managed by support staff. The Master of Ceremonies, Mr. Odunayo Igbaoyinbo from SERAP and Mr. Adeshola Afariogun, efficiently guided the day's proceedings.
The official program began at 10:30 AM with the introduction of the Local Government Chairman and his team by Abayomi Oke Asiwaju. This was followed by a warm welcome address from Otunba Bolaji Oyedeko, AFED's Board Chairman, setting a positive tone for the event. Engr. Sheriff Adewale Musa then delivered his opening remarks, highlighting the significance of the Townhall meeting in fostering community-government collaboration.

GOODWILL MESSAGES AND PRESENTATIONS

The session featured goodwill messages from key partners including representatives from SERAP, the Nigerian Bar Association - Ota Branch, the Zonal Community Development Committee, and the NUJ. These messages underscored the shared commitment to community development and governance.
Adeshola Afariogun presented the Citizens Charter of Demands, a pivotal moment that encapsulated the community’s aspirations and expectations from the local government.

ENGAGING WITH THE COMMUNITY

From 11:40 AM to 12:10 PM, the Local Government Chairman, Engr. Sheriff Adewale Musa, provided a comprehensive response and feedback on the Citizens Charter of Demands. His address reflected a deep understanding of the community's needs and a commitment to addressing them.
The interactive session, moderated by the Executive Director of AFED, commenced at 12:15 PM. Community members were invited to ask questions, and the Local Government Chairman, along with other speakers, provided insightful responses. This session was instrumental in fostering a direct and transparent dialogue between the community and its leaders.

CONCLUDING THE EVENT

The Townhall meeting concluded with a presentation of the next steps by the Executive Director of AFED, followed by closing remarks and a vote of thanks from Adeshola Afariogun. The event was adjourned by the Executive Director of AFED, marking the end of a productive and engaging meeting.

SUMMARY

The Ado-Odo/Ota Townhall meeting was a testament to the power of community engagement and transparent governance. Organized by the Ado-Odo/Ota Citizens Engagement Platform and AFED, in partnership with BudgIT, SERAP, the Nigerian Bar Association - Ota Bar, the Ado-Odo/Ota Zonal Community Development Committee, and the Nigerian Union of Journalists - Independent Online Chapel, Ota, the meeting successfully brought together diverse stakeholders. It provided a platform for voicing concerns, presenting demands, and fostering dialogue, ultimately contributing to the advancement of community development and good governance in Ado-Odo/Ota.
