What is the State of Disability Inclusion Report ?
The State of Disability Inclusion Report (SDIR) is a Nigeria’s first comprehensive nationwide assessment that evaluates how well states in Nigeria are implementing disability rights and inclusion policies since the 2019 Nigeria Disability Act, (Discrimination Against Persons with Disabilities Prohibition Act)
Why Was It Created?
To measure progress, identify gaps, and provide evidence-based recommendations that will strengthen disability inclusion governance.
What Does It Cover?
- Evaluation of domestication and implementation of the Disability Act in all 36 states and the FCT.
- Assessment of the implementation of the National Disability Act across five thematic sectors: (Accessibility, Education, Inclusive Health, Employment and Social Protection)
- Analysis of major issues, trends, challenges, and prospects shaping disability inclusion in Nigeria.
- Recommendations to strengthen disability rights and inclusion nationwide.
Key Findings (as of December 2024)
- Out of the 36 States in Nigeria, only 23 states have disability laws.
- Only 15 states out of the 23 states have implementing agencies for these disability laws
- Using the five thematic sectors (Accessibility, Education, Inclusive Health, Employment and Social Protection), Surprisingly
Bauchi outperforms more economically advantaged states.
- The education system is described as not fully inclusive, with many schools lacking the necessary infrastructure and trained staff to support students with disabilities.
