The World Health Organisation (WHO) has warned that 42 per cent of nurses in African countries, including Nigeria, intend to migrate abroad, threatening the region’s healthcare systems.

In a statement on International Nurses Day, held on Saturday, Acting WHO Regional Director for Africa, Dr. Chikwe Ihekweazu, noted the global nursing workforce’s growth to 29.8 million from 28 million in 2018. However, he noted disparities, with 80 per cent of nurses serving just 49 per cent of the world’s population.

“Today, on International Nurses Day, we honour the commitment, compassion, and courage of nurses across Africa and the world,” Ihekweazu said. “Nurses represent nearly 70 per cent of the health workforce and are the foundation of our health systems, essential every day and indispensable in times of crisis.”

The 2025 International Nurses Day theme, “Our Nurses. Our Future. Caring for Nurses Strengthens Health Systems and Economies,” stressed supporting nurses to ensure robust health systems.

Ihekweazu noted that Africa’s nurse count rose from 900,000 in 2018 to 1.7 million in 2023 due to investments in education and training. Still, the nurse-to-population ratio remains among the lowest globally, far below high-income countries.

“This disparity highlights the ongoing challenges in addressing healthcare workforce shortages in Africa,” he said.

“Yet, this is still one of the lowest ratios worldwide and more than tenfold lower than in high-income countries.”

Ihekweazu added that nurses make up 66 per cent of Africa’s projected 6.1 million health worker shortfall by 2030, limiting access to healthcare and progress toward universal health coverage.

Despite 43 per cent of African nurses being under 35, many lack mentorship or career pathways.

He also flagged the recruitment of nurses by high-income countries, where nearly 25 per cent of nurses are foreign-born, exacerbating shortages in low-income nations.

A 43 per cent shortfall in health workforce financing in African countries has led to underemployment, particularly among nurses and midwives. In May 2024, African leaders endorsed the Africa Health Workforce Investment Charter to address these issues. Ihekweazu cited Zimbabwe’s Investment Compact, aiming to raise $166 million annually over three years to bolster its health workforce.

The WHO’s annual report recommends expanding nursing education, focusing on digital and clinical training, strengthening regulation; introducing advanced practice roles, and improving working conditions, including mental health support and fair pay.

“In spite of women comprising 85 per cent of the nursing workforce, the gender pay gap remains at 7 per cent,” Ihekweazu said.

He further stressed nurses’ multifaceted roles, noting, “Nurses are more than caregivers. They are educators, innovators, and frontline responders, often working in the most remote, under-resourced, or crisis-affected areas.

“As we mark this day, let us move beyond words to action. Let us commit to building a future in which nurses are trained, protected, respected, and empowered to lead.”

WHO WARNS OF NURSING WORKFORCE ‘TICKING TIMEBOMB’ IN UK AND EUROPE

Pressures on the nursing and healthcare workforce across Europe and the UK are so severe that the region is facing a “ticking timebomb”, a new report from the World Health Organization (WHO) has warned.

The international organisation has stressed that countries in Europe, including the UK, are facing a disastrous shortage of nurses and other healthcare staff unless they act now to train, recruit and retain the next generation of health workers.

The report follows recent figures which revealed the number of NHS nurse shortages in England has reached a record high of almost 47,000.

The new WHO report found that, on the whole, the UK lags behind many European countries in the total number of nurses available to care for the population.

Data suggests there were just 85 nurses per 10,000 people currently in the UK in 2020, compared to between 100 and 200 per 10,000 people in other western and northern European countries.

The UK is also training fewer nurses than other countries, with 31 new nursing graduates per 100,000 people in 2018, compared to more than 40 new graduates a year per 100,000 in France, Sweden, Germany, Denmark and more than 70 in Norway, Finland and Romania.

In addition, more than 40% of doctors and nurses are over the age of 55 in 13 of the 44 European countries where data is available.

The proportion of nurses aged over 55 is higher in the UK (23%) than other European countries including France, Norway, Spain and the Netherlands, based on data from 2019.

Additional workforce must be recruited within the next 10 years to replace these staff when they retire, the report noted, while recognising the overall number of health workers needed in Europe will continue to climb as the population gets older and has more complex care needs.

The coronavirus pandemic increased pre-existing workforce pressures with long working hours, inadequate professional support, serious staff shortages, and high Covid-19 infection and death rates taking a toll on health workers across Europe, it added.

The report concluded that European governments needed to invest more money in the workforce, and to invest it better. It recommends developing policies that protect the workforce by placing its interests and wellbeing at the centre of economic and social recovery from the pandemic.

“The time to act on health and care workforce shortages is now”

WHO regional director for Europe Dr Hans Kluge warned: “All of these threats represent a ticking time bomb which, if not addressed, is likely to lead to poor health outcomes across the board, long waiting times for treatment, many preventable deaths, and potentially even health system collapse.

“The time to act on health and care workforce shortages is now.”

Chief executive of the International Council of Nurses (ICN) Howard Catton seconded the call for governments to take action to grow their nursing and healthcare workforce so that they can be self-sufficient in meeting their populations’ needs.

“This cannot wait. We need action now, not some five or ten-year plan that never comes to fruition,” he said.

Meanwhile, Royal College of Nursing general secretary and chief executive Pat Cullen, said the report highlights the crisis the UK faces, with too many nurses poised to retire and too few coming into the system.

“It finds a fifth of the UK’s nursing workforce is reaching retirement age and that the UK is churning out too few nursing graduates – less than the average for other European countries and less than half as many as Romania, Albania and Finland,” she said.

“Ministers across the UK must take note. Urgent investment in nursing must include fair pay and measures to boost the domestic workforce, such as funding tuition fees.”

She added: “This report calls for nursing staff and other healthcare workers to be put at the centre of the economic and social recovery after the pandemic – fair pay is a simple way to recruit and retain nursing staff and keep patients safe."

The WHO is recommending 10 actions to strengthen the health and care workforce.

These include more investment in workforce education, protecting the health and mental wellbeing of the workforce, and creating working conditions that promote a healthy work-life balance.

Nigeria Immigration Service has confirmed nationals can get an international passport for N26,000. It also instructs Nigerians to stop giving money to officers, and simply make payments online When a bribe is demanded by officers, Nigerians are encouraged to make a report with evidence.

The Nigeria Immigration service (NIS) has urged Nigerians to stop giving money to officers when applying for an international passport. According to NIS, it is not only criminal on the part of the applicants but also wrong for officers to demand money to facilitate the process.

In an exclusive interview with legit.ng, Amos Okpu, the public relations officer of NIS confirmed that a 32 pages international passport will cost only N26,000. Nigerians urged to stop bribing officers for international passport

NIS Source: UGC Legit.ng had earlier reported on how, in very simple steps, Nigerians can apply for an international passport sitting at home.

Okpu confirmed the steps while adding NIS remains one of the foremost agencies that embraced online applications and payment processes long ago. He said: "For instance, applications and payment for Passports are expected to be made via passport.immigration.gov.ng by the applicants themselves. "This is intended to eliminate all forms of cash transactions and also simplify the process across our offices. I must note that we don't yet have a perfect system but we constantly request our people to endeavour to follow the process we have emplaced. We also expect our people to make conscious efforts to plan their travels well ahead of time to avoid last minute rush." "At the moment, we have a Passport appointment system in place but you find mounting requests for waivers & of course, this will not allow for neat processes and procedures."

HOW TO REPORT OFFICERS DEMANDING MONEY

Okpu further urged Nigerians to stop paying money to immigration officers and immediately report officers. "The online process is there first to eliminate cases of anyone demanding any money. "Applicants who sit in the comfort of their homes/offices to apply&make payments wouldn't be talking about frustration by anyone. "However, if we receive reports about any Personnel collecting money, of course the rules will naturally be applied. Where it's proven beyond a reasonable doubt, appropriate sanctions are applied.
