‎Today, we join the global community to celebrate World Health Day. The theme for 2026, "Together for Health: Standing with Science," is more than a slogan; it is a call to action. It reminds us that while our unity gives us strength, it is our commitment to scientific evidence that provides us with a clear path forward.

‎In Bayelsa, we have moved past the era of guesswork. Under this administration we are anchoring healthcare policies on data-driven strategies and technological innovation, from the expansion of the Bayelsa State Health Insurance Scheme (BHIS) to the upgrade and revitalization of our healthcare infrastructure and equipment, we are proving that when science meets political will, the people win.

‎✓Standin with science means:

‎The Bayelsa Health Commissioner, Prof. Brisibe led a vibrant and impactful rally to commemorate the 2026 World Health Day in Yenagoa city, yesterday.

‎The rally drew participation from healthcare professionals, community leaders, development partners, and members of the public.

‎Prof. Brisibe reaffirmed the Ministry's unwavering dedication, stating that World Health Day is more than a symbolic observance, rather it is a call to action.

‎In his words: "Wherever we find ourselves, we must make everybody understand the reason for not smoking, the benefits of taking our children for immunization, the benefits of taking our pregnant mothers for antenatal care, as together for health stands with Science.

‎He highlighted, lauded the remarkable efforts of the Governor, whose visionary leadership continues to transform the health sector to enviable heights.

‎Also, he appreciated the State Coordinator of the World Health Organization, Dr. Oluwadare Marcus for his intelligent collaborations, and health workers and as well charged them to be strong advocates, telling them to let the people understand the reason for standing with science.

PRESS STATEMENT BY THE HONOURABLE COMMISSIONER, MINISTRY OF HEALTH, PROF. SEIYEFA BRISIBE, IN COMMEMORATION OF WORLD TB DAY 2026,
YENAGOA, BAYELSA STATE — March 24, 2026.

World TB Day is observed annually on March 24th to raise public awareness about the devastating health, social, and economic consequences of TB, and to step up efforts to end the global TB epidemic. The date marks the day in 1882 when Dr. Robert Koch announced that he had discovered the bacterium that causes TB.
Today, Bayelsa State joins the global community to observe World Tuberculosis (TB) Day. This year’s theme, “Yes! We Can End TB: Led by Countries, Powered by People,” serves as a profound call to action, reminding us that the elimination of one of the world's deadliest infectious diseases is not just an aspiration, but an achievable goal through collective leadership and community-driven efforts.
Tuberculosis remains a significant public health challenge. However, under the visionary leadership of His Excellency, Senator Douye Diri, the Governor of Bayelsa State, we have made remarkable strides in expanding access to quality healthcare. Our recent recognition as the first runner-up in the Primary Health Care Leadership Challenge for the South-South region is a testament to our commitment to strengthening the very foundation required to end TB.
Our Progress and Commitment
In line with this year's theme, the Bayelsa State Ministry of Health is intensifying its efforts through:
* Enhanced Primary Health Care: We are decentralizing TB services, ensuring that screening, diagnosis, and treatment are available at the grassroots level in all eight Local Government Areas.
* Innovation in Diagnosis: We are scaling up the use of rapid molecular diagnostic tools and digital health surveillance to find "missing" cases and ensure early intervention.
* Community Empowerment: We recognize that the fight against TB is "Powered by People." We are working closely with community leaders, TB survivors, and health advocates to reduce stigma and encourage early testing.
A Call to Action for All Bayelsans
TB is preventable and curable. The treatment is FREE at all government-designated facilities across the state. I urge any resident experiencing a persistent cough (two weeks or more), unexplained weight loss, night sweats, or fever to visit the nearest Primary Health Care Center immediately.
Investing in TB control is a strategic priority for our state. Every case we treat is a life saved and a transmission chain broken. As we commemorate this day, let us renew our resolve. We must look out for one another, support those undergoing treatment, and eliminate the stigma that often prevents people from seeking help.
Together, through strong leadership and the power of our people, we will achieve a TB-free Bayelsa.

‎Prof. Brisibe described the appointment as an exceptional, well deserved one noting that it was a clear recognition of his commitment, diligence, and steadfast service to the State overtime.

‎Bayelsa Health Commissioner Holds Statewide Meeting On Emergency Response

‎Professor Seiyefa Brisibe, the Bayelsa State Commissioner for Health, convened a one-day enlightenment training, meeting on strengthening emergency response and ambulance services across the State.

‎Prof. Brisibe laid discussions focused on upgrading ambulance infrastructure, expanding coverage to rural and hard to reach communities, and ensuring rapid response time through better dispatch systems and trained personnel.

‎He lauded the Governor, His Excellency Sen. Douye Diri for the newly constructed BEMSAS edifice as stakeholders from government agencies, health institutions, security services, and dev't partners convened to assess current challenges and propose sustainable solutions for saving lives during emergencies.

‎The Health Commissioner reaffirmed the State governments' commitment to building a responsive, well-equipped, and people-centered emergency response system, noting that strengthening ambulance services is a vital step toward reducing preventable deaths, improving healthcare outcomes, and promoting public confidence in the health system.

‎The meeting was held at the newly completed Bayelsa Emergency Medical Service and Ambulance System (BEMSAS) edifice in the attendance of public and private medical practitioners and those providing ambulance services for corporate organizations and multinational companies like Renaissance, FRSC, NSCDC, NMA, WHO, and other organisations.

‎Furthermore, he assured participants of increased government investment and efforts in public-private partnerships, community awareness on how to access emergency services promptly, as data collection and monitoring mechanisms were recommended to track performance, improve accountability, and guide policy decisions.

*BAYELSA STATE HAS A FUNCTIONAL HEALTHCARE SYSTEM*
The claim that Bayelsa State’s health sector is not functional is not only unfounded — it is clearly inconsistent with verifiable facts on ground.
The Ministry of Health has taken note of recent social media narratives suggesting that the Bayelsa health system is non-functional. This assertion does not reflect the structure, performance, or outcomes of our healthcare delivery system.
A functional health system is one that operates effectively at three levels: primary, secondary, and tertiary care. Bayelsa State meets and exceeds this benchmark.
1. PRIMARY HEALTHCARE: A MODEL FOR COMMUNITY LEVEL ACCESS
At the primary healthcare level, every ward in Bayelsa State has at least one functional Primary Health Care Centre in line with National Primary Health Care Development Agency (NPHCDA) standards. This ensures grassroots access to essential health services across all communities.
Our Primary Health Care system was recognised as 1st runner-up in the South-South zone during the Primary Health Care Leadership Challenge, earning a $400,000 award — further validation of system strength and leadership.

2. SECONDARY HEALTHCARE: MODERNIZED GENERAL HOSPITALS
At the secondary level, each state constituency has a functional cottage or general hospital. Additionally, every Local Government Area headquarters has a comprehensive general hospital or referral hospital providing broader clinical services.

3. TERTIARY HEALTHCARE: SPECIALIZED SERVICES AND ADVANCED DIAGNOSTICS
At the tertiary level, the Niger Delta University Teaching Hospital (NDUTH), Okolobiri, stands as a fully functional referral and specialist centre. NDUTH was the epicentre of Bayelsa’s COVID-19 response and recorded one of the best outcomes in the South-South zone. The hospital is strategically positioned to respond to emergencies and has demonstrated this capacity repeatedly.
Recently, during two separate mass casualty road traffic accidents in the state, NDUTH led the emergency response and successfully managed all cases with zero in-hospital mortality. Monkeypox cases in recent times were also effectively managed with excellent outcomes.
Infrastructure upgrades have continued at NDUTH, including modern 5D ultrasound machines, new X-ray equipment, ventilators, and ongoing facility renovations.
The Bayelsa Diagnostic Centre remains one of the best in the region, despite temporary technical challenges with the CT scanner.

4. HEALTH SECURITY AND PUBLIC HEALTH RESPONSE
In 2025, Bayelsa State recorded no in-facility deaths from public health emergencies such as cholera, yellow fever, or Lassa fever. During the 2025/2026 epidemic season, the state recorded no cases of cholera or Lassa fever, even while neighbouring states were significantly affected. Such outcomes are only possible within a coordinated, expanding, and resilient health system.
5. HEALTH FINANCING AND IMPROVED ACCESS
The Bayelsa State Health Insurance Scheme remains one of the strongest in the country, with over 245,000 enrollees, significantly improving financial access to care. Key highlights are:
• Expansion of the Bayelsa Health Insurance Scheme (BHIS), now covering tens of thousands of residents.
• Inclusion of subsidized premiums for vulnerable groups.

6. EMERGENCY MEDICAL SERVICES AND AMBULANCE SYSTEM
The Bayelsa Emergency Medical Services and Response System is advancing steadily. Seven pilot centres have been enrolled into the National Emergency Medical Treatment framework, providing free emergency treatment for the first 48 hours for road traffic accident victims, gunshot injuries, and under-five emergencies.

7. HEALTHCARE WORKFORCE AND MANPOWER DEVELOPMENT
Human resource development has also expanded significantly. Bayelsa is now the first state in Nigeria with two medical schools and establishment Medical Residents Trainiing Fund, alongside three nursing schools and a College of Health Technology offering context-specific programmes to address local health challenges. This reflects immediate, medium, and long-term strategic planning for health workforce sustainability.
8. MOVING FORWARD: A COMMITMENT TO CONTINUOUS IMPROVEMENT
Bayelsa’s health sector has never experienced the level of coordinated, intentional expansion and system-wide strengthening currently underway.
Looking ahead, the system is being deliberately structured to increase access, promote equity, improve life expectancy, and enhance quality of life for all Bayelsans. We are building a health system that is resilient, accountable, and outcome-driven.
The progress is visible. The difference is measurable. And this transformation will continue — with even more milestones to be unveiled in the coming days.
