P.O.
AFEW International is a Dutch non-governmental humanitarian public health organisation dedicated to giving support and a strong international voice on rights and on health access to underserved populations in Eastern Europe and Central Asia. Since 2001 AFEW International has been working for all people in Eastern Europe and Central Asia region who face barriers in accessing health, justice, and social participation. At risk and underserved communities face significant barriers to accessing essential health and social services while experiencing high burden of disease and ill health, and are especially affected by HIV, TB and HCV, diseases of poverty, stigma, exclusion and ignorance. What we do?
- Advocating for human rights for key populations and upholding their rights to health.
- Engaging communities in developing participatory approaches.
- Countering stigma associated with HIV/AIDS, hepatitis and TB by providing information to community leaders and creating a supportive environment.
- Developing and support health services for key populations.
- Utilizing innovative strategies to promote healthy behaviours.
- Presenting the EECA HIV health/rights context at the global level – with international fora, networks and experts.
- Linking West and East, and facilitate dialogues at regional and country level. AFEW has evolved over 20 years to form a partnership of independent local organisations working in the countries of Eastern Europe and Central Asia. Currently, the AFEW Partnership consists of five members operating in Kazakhstan, Kyrgyzstan, the Netherlands, Russia and Ukraine. Box 75752

“Over the next 9 months, we aim to shift public understanding, attitudes, and the systems surrounding women and girls living with HIV, helping ensure that policies, services, and communities respond to their real needs and experiences.” — Mavjuda Ibragimova, Director of the Tashkent regional office of RSIC “ISTIQBOLLI AVLOD”, one of the partners of AFEW International within the project “Empowering Voices for Inclusive Development: Strengthening Civil Society Organizations (CSOs) in Uzbekistan, focusing on women and youth”, financially supported by European Union.
In September ISTIQBOLLI AVLOD launched a new project to reduce stigma and discrimination. The goal is not only to protect women and girls living with HIV but also to create a safer and more supportive environment for them. This will be done by building strong dialogue with government agencies, offering training, and creating long-term solutions.

To stop the HIV epidemic, general solutions are not enough. What’s needed is an approach that reflects the realities and needs of the people it is meant to serve.
ECOM has developed a Comprehensive HIV Prevention Service Package for MSM, which helps organizations to:
🔹 Build effective engagement with the community
🔹 Use both offline and online tools
🔹 Implement PrEP, conduct testing, and support client well-being
This service package provides a foundation for everyone working to improve the situation in the EECA region — from NGOs to healthcare institutions.

AFEW’s work in public health contributes to a healthy society with healthy individuals and specifically healthy key populations at risk for HIV, tuberculosis, viral hepatitis and other public health concerns in Eastern Europe and Central Asia (EECA.) A healthy society contributes to a strong and stable EECA and results in the region with economic growth, political stability, a higher quality of life and the right to health for everyone. By providing support and empowering the societies in EECA, we contribute to better chances for all, and we support the future of the region.
AFEW has the knowledge, expertise, network and experience because of working from within the region for more than 15 years. We increase access to prevention, treatment and care for the most vulnerable groups of the society. We are relevant, innovative, reliable, trustworthy and hardworking. We show this through our work, in the collaboration with international, national and local partners, and via our communication channels. We are the organization that makes a difference and delivers a good quality of work. We mobilize communities, assist them to become stronger and more active. We bring the best international practices and innovations to EECA in a practical applicable way.
AFEW International is having a unique position as a regional organisation in public health. We recognize diversity, strengthen regional solidarity, share our knowledge and mobilize communities to fulfil their rights.
