CEP had the privilege of participating in the Turkish Probation System 20th Year International Congress, celebrating 20 years of the Probation Service in Türkiye, held from 1–3 December 2025 at ATGV in Antalya.

On this occasion, CEP Secretary General Jana Spero Kamenjarin delivered the keynote speech “Building Safe Communities: Strengthening Probation Through International Cooperation.”

The congress brought together 500+ participants from around the world, offering a valuable platform to exchange knowledge, share best practices, and reflect on the future of probation services. The diversity of perspectives once again highlighted the importance of international cooperation in strengthening community-based sanctions.

CEP thanks the Turkish colleagues for their warm hospitality and excellent organisation, and congratulates them on this important milestone and the impressive progress achieved over the past two decades.

Workshop on Transition from Prison to Probation
📍 Barcelona | 2 to 3 December 2025

CEP and EuroPris brought together 70 professionals from 22 European jurisdictions in Barcelona to explore continuity of care and control in the transition from prison to probation.

Day 1 focused on research and policy perspectives, with contributions from the United Kingdom, Belgium, France, and Spain, examining desistance, restorative justice, ageing in custody, and community based alternatives to prison.

Day 2 highlighted practice and cooperation on the ground, with national models presented by Estonia, Croatia, and Germany, alongside interactive sessions on trauma informed homes, prison and probation cooperation, and community participation in reintegration.

At the closing of the workshop, participants underlined a common conclusion
continuity of care and control requires shared responsibility across prisons, probation services, communities, and partners in order to support safer and more inclusive societies across Europe.

CEP has released the first cross-European study examining stress, burnout, and morale among probation staff. The report was produced by Professor Charlie Brooker, Professor Karen Tocque, Professor Ioan Durnescu and Liliana Lupsica, whose combined expertise in public health, criminology, and organisational analysis provides an important contribution to our understanding of well-being in probation work.

The authors undertook this research to address a clear gap in European knowledge. While burnout in probation has been widely discussed, there has been little comparative evidence on how different systems organise prevention, support their staff, and monitor well-being. The study responds directly to this need and aligns with the growing attention across Europe to the mental health of criminal justice professionals.

Today, 25 November, marks the International Day for the Elimination of Violence Against Women and Girls. Recognised globally, including by UNESCO, this day reminds us of the urgent need to prevent violence, support survivors, and strengthen collective action. It also launches the 16 Days of Activism, calling for continued engagement to end all forms of violence against women and girls.

This message strongly reflects the discussions at the recent CEP Conference on Gender-Based Violence in Probation (https://www.cep-probation.org/cep-15th-general-assembly-an-international-conference-on-gender-based-violence-in-probation/) held on 15 and 16 October. Professionals from across Europe highlighted the same priorities recognised today: coordinated responses, evidence-informed and trauma-informed practice, and the vital role of justice and community services in prevention, intervention, and protection.

This commitment continues throughout the year through the CEP Expert Group on Gender-Based Violence (https://www.cep-probation.org/expert-groups/gender-based-violence/), where representatives from European probation organisations work together to share knowledge, develop guidance, and strengthen approaches to addressing gender-based violence.

As we observe this important day, CEP reaffirms its commitment to building safer communities and supporting efforts to ensure all women and girls can live free from violence.

The CEP Expert Group on Mental Health met this week to advance the European mental health training curriculum for probation officers. A first draft was recently reviewed by 13 probation services and around 30 professionals. The group discussed all feedback and will continue refining the curriculum in the coming months.

An in-person meeting is planned for early 2026, when work will also begin on practical materials and a guide to support probation officers working with probationers experiencing mental health difficulties. These resources will be translated into multiple EU languages.

Last week (12–13 November 2025), CEP Secretary General Jana Špero Kamenjarin took part in the Multilateral Meeting on Women in Prison at the Council of Europe in Strasbourg.

She spoke about gender-sensitive alternatives to pre-trial detention and sentencing, stressing the importance of community-based measures and the role of probation in supporting women’s rehabilitation.

CEP together with Europris have hosted the Foreign Nationals in Prison and Probation (FNPP) Expert Group Meeting in Madrid, Spain. Welcomed by the Director General and the Secretary General of the General Secretariat of Penitentiary Institutions at their headquarters, this two-day meeting brought together experts from across Europe to exchange knowledge, share best practices, and discuss recent developments in the management and treatment of foreign nationals in prison and probation.

On Day 1, discussions focused on the revision of CM/Rec(2012)12, best practices concerning FNPPs, nationals imprisoned abroad, and the implementation of FD 909 and FD 947.

Day 2 included an e-learning module, discussions on the revision of the CoE Europe (European Programme for Human Rights Education for Legal Professionals) course, followed by one-on-one sessions on facilitating multi-agency cooperation and promoting change through small steps that stick. The motto for the day was: “Collaboration does not always need permission, just purpose.”

A big thank you to all experts for making this two-day meeting insightful and inspiring! We look forward to continued collaboration and further exchanges with our expert group members.

We’ve just concluded the final CoPPer conference in The Hague. Nearly 70 participants joined us from across Europe and beyond, making it a truly inspiring event. It was a wonderful opportunity to showcase our results, reflect on our journey, and celebrate what we’ve achieved together.
