Parachinar Dharna: 32 Days of Struggle – Demand Justice Now!
For the past 32 days, the people of Parachinar have endured extreme weather, state oppression, and threats while peacefully protesting for their rights. Yet, their voices remain unheard.
The Parachinar Dharna, which began on February 19th, is not just a protest—it is a fight for survival, justice, and fundamental human rights.
Who Started This Movement?
This movement was initiated by Zuhaib Bangash Shalaozan (Tree of Humanity for All - TOHFA) and led by Sartaj Hussain Malikhail (Ehsas Welfare Organization). While Sartaj Hussain, a disabled activist, was initially arrested by the authorities, he was later released due to the force of community solidarity and support. Upon his release, he and other key leaders continued their fight for justice.
As Sartaj Hussain was unjustly imprisoned, leadership was taken over by:

Musarath Hussain Shalaozan
Enayat Hussain Mingak
Paker Hussain Kasab
Despite peaceful protests, the government has responded with brutality and silence instead of addressing the legitimate demands of the people.
State Oppression & Human Rights Violations
Instead of listening to the demands of innocent civilians, the authorities have resorted to repression and violence, including:
❌ Arbitrary arrests of peaceful activists like Sartaj Hussain (a disabled activist), Agha E. Shafeq Muthahiri Lukmankhail, and others.
❌ Unlawful detainment of Muzamil Hussain, the Mayor of Parachinar, and other political leaders, who were peacefully advocating for Parachinar’s safety and rights.
❌ Excessive use of force, including police brutality, open firing, and death threats to silence the movement.
Key Demands of the Parachinar Dharna
Restore the Kurram Militia – A Force for the People
The Kurram Militia was originally formed to protect the people of Parachinar, ensuring peace and security in the region. It was not a mercenary force, but a community defense unit dedicated to safeguarding families, children, and livelihoods.
Why was the Kurram Militia removed?
Why has the government refused to reinstate it despite ongoing threats?
Who benefits from keeping Parachinar vulnerable and unsafe?
We demand the immediate restoration of the Kurram Militia to ensure lasting peace in the Kurram District.
Open the Thall-Parachinar Road & Afghan Borders for Essential Needs
The Thall-Parachinar Road is Parachinar’s only connection to the rest of Pakistan. Every time it is blocked:
⚠ Medical emergencies become fatal—patients die due to the lack of access to hospitals.
⚠ Business and daily life come to a halt—livelihoods are destroyed.
⚠ Children are deprived of education—200,000 children are deprived of schooling and 80,000 students have lost access to online education.
The road remains deliberately unsafe and closed, not due to incompetence, but as a tool of oppression. We demand its immediate and permanent reopening.
End the Humanitarian Crisis in Parachinar
Over the past two years, the people of Parachinar have suffered immense human losses and displacement due to ongoing conflict and blockades:
☠ 1,200+ people killed, out of those, 140+ children died due to the war and lack of medical care and food supplies.
🩸 650+ injured, many permanently displaced from their homes.
We demand full humanitarian aid, including:
✅ Air ambulances and ground ambulances
✅ Food supplies
✅ Fuel
✅ Oxygen
✅ Medical supplies
✅ Any other emergency supplies that are necessary to save lives and address the ongoing crisis.
We demand the US and UNICEF to step in immediately and provide this aid.
Immediate Release of Innocent Protesters
🚨 Muzamil Hussain, the Mayor of Parachinar, along with Sartaj Hussain and others, was arrested for peacefully protesting against state oppression. Their arrests are illegal and an attack on freedom of speech.
🚨 Other political leaders and activists who have been arrested or detained include:

Sartaj Hussain Malikhail
Their unlawful detainment must be stopped, and they should be released immediately!
Government Accountability for Crimes Against Civilians
We demand an independent investigation into the human rights violations committed against the people of Parachinar. A Joint Investigation Team (JIT) must be formed to hold accountable:
🔹 Minister of Interior
🔹 Deputy Commissioner
🔹 Chief Minister of Khyber Pakhtunkhwa
🔹 Corps Commander
🔹 General Officer Commanding (GOC)
🔹 Brigadier, Colonel, District Police Officer (DPO), and SHOs
Additionally, we urge all citizens to file FIRs against these officials for their crimes against humanity. Every person affected by this injustice has the legal right to file an FIR at their nearest police station against those responsible for:
✅ The killing of innocent people
✅ The enforced disappearances and unlawful arrests
✅ The failure to ensure the security and rights of Parachinar’s people

International Action for Justice & Human Rights
We urge international organizations to take immediate action against Pakistan’s state-sponsored oppression in Parachinar. We call upon the World Court, Amnesty International, US, and the International Court of Justice (ICJ) to intervene in this humanitarian crisis and provide the necessary support to the victims of these crimes.

🚨 Parachinar’s leadership should be chosen by its people—not imposed by corrupt political elites.

✅ Leadership must be in the hands of educated, competent individuals who serve the people.
✅ Corrupt officials who have failed to protect Parachinar must be removed permanently.
Immediate Reopening of Parachinar Airport & Approval of PIA Flights
The Parachinar Airport has been closed for over 20 years, forcing residents to rely on treacherous road travel. This is deliberate negligence by the government, ignoring the needs of the people.
The airport was built for passenger planes, yet no flights are allowed.
Why does the government refuse to open an airport that already exists?
We demand the immediate reopening of the Parachinar Airport and the approval of PIA flights to serve the people of this region. Safe, reliable air travel is not a luxury—it is our right!
File FIRs Against Those Responsible!
We call upon every affected citizen to file FIRs against the officials responsible for negligence, oppression, and human rights violations. The silence and inaction of the authorities make them direct accomplices in this injustice.

گزشتہ 32 دنوں سے، پاراچنار کے لوگ انتہائی موسم، ریاستی جبر، اور دھمکیوں کے باوجود اپنے حقوق کے لیے پرامن احتجاج کر رہے ہیں۔ پھر بھی، ان کی آوازیں سنوائی نہیں دے رہی ہیں۔
پاراچنار کا دھرنا، جو 19 فروری کو شروع ہوا تھا، صرف ایک احتجاج نہیں ہے — یہ بقا، انصاف اور بنیادی انسانی حقوق کی لڑائی ہے۔
اس تحریک کا آغاز کس نے کیا؟
یہ تحریک زوہیب بنگش شلاوزان (ٹری آف ہیومنٹی فار آل - TOHFA) نے شروع کی تھی اور اس کی قیادت سردار حسین ملکائل (احساس ویلفیئر آرگنائزیشن) نے کی۔ جبکہ سردار حسین، ایک معذور کارکن، کو ابتدائی طور پر حکام نے گرفتار کر لیا تھا، لیکن بعد میں کمیونٹی کے اتحاد اور حمایت کی طاقت سے انہیں رہا کر دیا گیا۔ ان کی رہائی کے بعد، انہوں نے اور دوسرے اہم رہنماؤں نے انصاف کے لیے اپنی لڑائی جاری رکھی۔

بے گناہ شہریوں کے مطالبات سننے کے بجائے، حکام نے جبر اور تشدد کا سہارا لیا ہے، جس میں شامل ہیں:

پاراچنار دھرنے کے اہم مطالبات
کرم ملیشیا کی بحالی – عوام کے لیے ایک فورس
کرم ملیشیا کو اصل میں پاراچنار کے لوگوں کی حفاظت کے لیے تشکیل دیا گیا تھا، تاکہ علاقے میں امن اور سلامتی کو یقینی بنایا جا سکے۔ یہ ایک مرسری فورس نہیں تھی، بلکہ ایک کمیونٹی ڈیفنس یونٹ تھی جو خاندانوں، بچوں اور روزگار کو محفوظ رکھنے کے لیے وقف تھی۔
کرم ملیشیا کو کیوں ہٹایا گیا؟
حکومت نے اس کو دوبارہ بحال کرنے سے انکار کیوں کیا؟
پاراچنار کو غیر محفوظ اور غیر محفوظ رکھنے سے کس کو فائدہ ہو رہا ہے؟
ہم مطالبہ کرتے ہیں کہ کرم ملیشیا کو فوری طور پر بحال کیا جائے تاکہ کرم ڈسٹرکٹ میں پائیدار امن کو یقینی بنایا جا سکے۔
تھل-پاراچنار روڈ اور افغان سرحدوں کو کھولیں تاکہ ضروریات پوری کی جا سکیں
تھل-پاراچنار روڈ پاراچنار کا پاکستان سے واحد رابطہ ہے۔ جب بھی یہ روڈ بند ہوتی ہے:
⚠ طبی ایمرجنسیز مہلک بن جاتی ہیں — مریضوں کو ہسپتال تک رسائی نہ ہونے کی وجہ سے موت کا سامنا ہوتا ہے۔
⚠ کاروبار اور روزمرہ کی زندگی رک جاتی ہے — روزگار تباہ ہو جاتا ہے۔
⚠ بچوں کو تعلیم سے محروم کر دیا جاتا ہے — 2 لاکھ بچے تعلیم سے محروم ہو گئے ہیں اور 80 ہزار طلبا آن لائن تعلیم سے محروم ہو چکے ہیں۔
یہ روڈ دانستہ طور پر غیر محفوظ اور بند رکھی گئی ہے، جو کہ بدانتظامی نہیں، بلکہ جبر کا ایک آلہ ہے۔ ہم اس کی فوری اور مستقل بحالی کا مطالبہ کرتے ہیں۔
پاراچنار میں انسانی بحران کا خاتمہ
گزشتہ دو سالوں میں، پاراچنار کے لوگوں نے مسلسل لڑائی اور ناکہ بندیوں کی وجہ سے شدید انسانی نقصانات اور نقل مکانی کا سامنا کیا ہے:
☠ 1200+ لوگ مارے گئے، جن میں سے 140+ بچے جنگ اور طبی سہولتوں اور خوراک کی کمی کی وجہ سے ہلاک ہو گئے۔
🩸 650+ افراد زخمی ہوئے، جن میں سے کئی ہمیشہ کے لیے اپنے گھروں سے بے گھر ہو گئے۔
ہم مکمل انسانی امداد کا مطالبہ کرتے ہیں، بشمول:

✅ خوراک کی سپلائیز
✅ ایندھن
✅ آکسیجن
✅ طبی امداد
✅ کوئی اور ایمرجنسی سپلائیز جو جانوں کو بچانے اور جاری بحران کو حل کرنے کے لیے ضروری ہیں۔
ہم مطالبہ کرتے ہیں کہ امریکہ اور یونیسیف فوراً مداخلت کر کے یہ امداد فراہم کریں۔

🚨 عزیزم حسین، پاراچنار کے میئر، سردار حسین اور دیگر کو ریاستی جبر کے خلاف پرامن احتجاج کرنے پر گرفتار کر لیا گیا۔ ان کی گرفتاری غیر قانونی ہے اور آزادی اظہار پر حملہ ہے۔
🚨 دیگر سیاسی رہنماؤں اور کارکنوں کو بھی گرفتار یا حراست میں لیا گیا ہے، جن میں شامل ہیں:

شہریوں کے خلاف جرائم کے لیے حکومت کی جوابدہی
ہم مطالبہ کرتے ہیں کہ پاراچنار کے لوگوں کے خلاف انسانی حقوق کی خلاف ورزیوں کی آزادانہ تحقیقات کی جائیں۔ ایک مشترکہ تحقیقاتی ٹیم (JIT) تشکیل دی جائے تاکہ ان افراد کو جوابدہ ٹھہرایا جائے:

✅ ہم آزاد اور شفاف انتخابات کا مطالبہ کرتے ہیں جو بین الاقوامی نگرانی میں ہوں۔
✅ قیادت تعلیم یافتہ، قابل افراد کے ہاتھوں میں ہونی چاہیے جو عوام کی خدمت کریں۔
✅ جو کرپٹ افسران پاراچنار کی حفاظت کرنے میں ناکام ہوئے ہیں، انہیں ہمیشہ کے لیے ہٹایا جائے۔
پاراچنار ایئرپورٹ کی فوری بحالی اور پی آئی اے کی پروازوں کی منظوری
پاراچنار ایئرپورٹ 20 سال سے زیادہ عرصے سے بند ہے، جس کی وجہ سے رہائشی خطرناک سڑکوں پر سفر کرنے پر مجبور ہیں۔ یہ حکومت کی دانستہ غفلت ہے، جو عوام کی ضروریات کو نظر انداز کر رہی ہے۔
ایئرپورٹ مسافروں کے طیاروں کے لیے بنایا گیا تھا، پھر بھی کوئی پرواز نہیں کی جاتی۔
حکومت اس ایئرپورٹ کو کھولنے سے کیوں انکار کر رہی ہے، جو پہلے ہی موجود ہے؟
ہم پاراچنار ایئرپورٹ کی فوری بحالی اور پی آئی اے کی پروازوں کی منظوری کا مطالبہ کرتے ہیں تاکہ اس علاقے کے لوگوں کی خدمت کی جا سکے۔ محفوظ، قابل اعتماد فضائی سفر کوئی عیش و عشرت نہیں ہے — یہ ہمارا حق ہے!
ان لوگوں کے خلاف ایف آئی آر درج کریں جو ذمہ دار ہیں!
ہم ہر متاثرہ شہری سے اپیل کرتے ہیں کہ وہ غفلت، جبر، اور انسانی حقوق کی خلاف ورزیوں کے ذمہ دار افسران کے خلاف ایف آئی آر درج کریں۔ حکام کی خاموشی اور غفلت انہیں اس ناانصافی میں براہ راست شریک بناتی ہے۔

حکومت کی خاموشی = جرم
پاکستانی حکومت کی خاموشی اس بات کا ثبوت ہے کہ وہ پاراچنار کے لوگوں کے دکھوں میں شریک ہے۔
❌ کیوں پرامن کارکنوں کو گرفتار کیا جا رہا ہے، جبکہ دہشت گرد آزاد گھوم رہے ہیں؟
❌ کیوں پاراچنار کی سیکیورٹی کو نظر انداز کیا جا رہا ہے، حالانکہ سالوں سے مصیبتوں کا سامنا کیا جا رہا ہے؟
❌ کیوں حکومت اپنے شہریوں کا تحفظ کرنے سے انکار کر رہی ہے؟
پاراچنار کا دھرنا انصاف، وقار اور بقا کی لڑائی ہے۔ ہم پاراچنار کے مظلوم لوگوں کے ساتھ یکجہتی میں کھڑے ہیں اور فوری طور پر قومی اور بین الاقوامی مداخلت کا مطالبہ کرتے ہیں۔
