As many commercial buildings where there is 10 or more people located collectively within the building need approved fire evacuation schemes, Fire Wardens appointed and trained, regular six monthly trial evacuations (fire drills) so that the building occupants are familiar with the emergency procedures and evacuation protocols for the buildings, so should apartment buildings.
You can remedy buildings defects and you can rebuild a building. You can't rebuild or replace a life once it is lost.
Apartment buildings are as much prone to having fires within them as are commercial buildings.
A strategic method of accountability of personnel is paramount in any emergency and a structured evacuation scheme with regular maintainence of the evacuation scheme at six monthly intervals is paramount.
