Te Awakairangi Health Network and Tū Ora Compass Health to Form a Single PHO

The two largest Primary Health Organisations in the Wellington region, Tū Ora Compass Health and Te Awakairangi Health Network, have agreed to join forces and work under the Tū Ora brand from 1 October 2025 in a strategic move that will strengthen and standardise primary care delivery to almost 450,000 people living in the Hutt Valley and greater Wellington region.

In early 2025, the Boards of Tū Ora and Te Awakairangi Health Network signed a Kawenata Heads of Agreement, to improve efficiencies and unlock opportunities for more coordinated service delivery in response to growing funding and workforce pressures across the region. Given their strong history of collaboration and natural geographic alignment, the organisations entered a discovery phase shortly after to explore the potential of working more closely together. This resulted in the Boards agreeing to a consolidation guided by identified key principles, Te Whatu Ora approved the move, acknowledging a shared commitment to advancing equitable health outcomes.

In this new arrangement, Tū Ora will maintain a strong presence in the Hutt Valley and support the development of a local Community Health Network. This will bring together cross-sector partners and health providers with a shared focus on achieving more equitable health outcomes. Tū Ora will continue to work closely with local general practices on ways to improve access and grow patient enrolments, and it will ensure that key services that have been developed to meet the specific needs of the Hutt Valley community continue. These include Karanga Manaaki, which is making strong progress in reaching unenrolled populations, Comprehensive Primary Care Teams, the Nurses in Pharmacies initiative, and the regional rollout of the secure electronic health record system, HealthOne.

Te Awakairangi Health Network Board Chair, Joe Asghar says “Our decision to come together with Tū Ora reflects our strong and continuing commitment to delivering sustainable, high-quality primary care for whānau in the Hutt Valley. This move will allow us to build on the services we already provide, strengthen our partnerships with other healthcare providers, and ensure that our communities and patients benefit from a more accessible and resilient primary care system now and into the future.”

Dr Bryan Betty, Tū Ora Board Chair says “We’ve collaborated with Te Awakairangi Health Network on initiatives for many years, being neighbouring PHOs. Built on the foundation of manaakitanga and kotahitanga, we will continue to strengthen and support health outcomes for the Hutt community. I’m incredibly proud of both teams for reaching this point.”

This development has been welcomed by Te Whatu Ora and is being closely watched by others in the health sector as a proactive step toward standardising and stabilising the primary care eco-system.

Men’s Health Week aims to help men get right on top of their biggest and most important asset – their health! It's about encouraging men to start with the small steps that can enable them to turn their health issues around.

Little steps can – and will – make big differences. We just have to start.

This Men's Health Week we are hosting a mental health awareness drop-in at the War Memorial Library on Thursday 12 June 10am - 12pm. Come along or encourage others to come and chat about what services are available, or what's been working well getting to a good place with your mental health or what could be going better.

Living longer, more enjoyable lives takes a little work, but we’re all up for it.

We just have to take those small steps and start.
