Continuing our emergency response series with Ropiha Callaghan, Civil Defence in Raukōkore.

In this kōrero, Ropiha talks about the importance of having essential supplies ready at home, alongside wider whānau preparedness during emergencies.

He highlights how being prepared ahead of time, having the right supplies in place and making early decisions like getting out early if you can can make a significant difference in keeping whānau safe when situations change quickly.

Preparation is not just about what we have on hand, but also how we respond together as whānau when it matters most.

At Te Moana a Toi, our role is to support better outcomes for whānau.

We don’t deliver services directly instead, we work behind the scenes to make sure the right support reaches you, when and where it’s needed most.

We help guide decisions about where resources go, remove barriers, and support Māori health providers to do what they do best caring for our people.

Our approach means we can:

- Lead when strong direction is needed
- Support those already doing the mahi
- Advocate for what whānau need
- Oppose things that don’t serve our people

By staying focused on the bigger picture, and listening to the voices of whānau, we help create a system that works better for you now and for future generations.

As we move into the colder months, we begin to prepare for Matariki a time marked by the rising of the Matariki star cluster, signalling the Māori New Year.

It is a season to slow down, to reflect on the year that has passed, to remember those we have lost, and to come together with whānau. It is also a time to look ahead, to set intentions, and to nurture new beginnings.

Our tikanga and strategic priorities reflect how we operate as Te Moana a Toi IMPB and how we exercise our mana to enable flourishing whānau, hapū, and iwi.

Our values are not symbolic they are how we lead. They shape how we exercise authority, make decisions, and uphold accountability to our people, our mokopuna, and our Toi Ao.

Grounded in wairuatanga, ūkaipōtanga, rangatiratanga, manaakitanga, kaitiakitanga, kotahitanga, whanaungatanga, and pūkengatanga our tikanga guides how we act and how we hold ourselves and the system to account.

Our Strategic Priorities bring this into practice. They reflect how we lead, influence, and strengthen systems from elevating iwi authority and whānau voice, to enabling intergenerational wellbeing, sustained leadership, and system accountability.

Together, they keep us focused on what matters most long-term impact, strong governance, and outcomes for our people, now and for future generations.

With all that is happening with Pāpātuānuku at the moment, our focus recently has been on emergency response and strengthening our readiness strategy across Te Moana a Toi.

We sat down with Ropiha Callaghan, who works within Civil Defence emergency response in Raukōkore, to hear more about his role and the important mahi happening on the East Coast.

Over the next few weeks, we’ll be sharing short clips from this kōrero, covering different parts of the conversation and insights he shares around emergency preparedness and response.
