National Health System is a Broken, Chaotic, and Dysfunctional System: It Requires Urgent Innovative and Transformative Structual and Policy Shift: Dr. Samuel Maima.
The National Health System is the biggest consumer of finite taxpayers' money.
Despite all the best of efforts, the performance output and its reflection in terms of health output indicators have been and continuous to be appallingly very poor.
Looking at the structure of one hospital, eg. Port Moresby General Hospital. The structures alone are worth over K3 billion asset value or somewhere close to it.
Every year, it costs the government to run PMGH close to the vicinity of K250 million to K300 million. This is a lot of money. Throw in the rest of the hospitals in the country that are costing the government. This is the huge cost to the state.
The national health budget is now running into K3 billion. This figure is not surprising. It's is almost 1/8 of the 2025 National Budget.
We have actually created a monster that is absorbing the government's money every year in and every year out without delivering thr desired outcomes on the lives of men, women and children of PNG.
The glaring truth is that despite consuming the biggest government budget, NDOH just can not improve its overall performance indicators.
The National Public Health System is broken, chaotic and dysfunctional.
We have some of the worst health indicators in the world in neonatal, infant, child, and maternal mortalities in the world. We have not improved in the last 50 years.
How well a country is performing is reflected in the social indicators of a country.
How can a broken, chaotic and dysfunctional public health system be transformed is another million dollar question.
The public health system is in a bad state It's broken. It's chaotic and dysfunctional. Just go to any public hospital accidents and emergency departments to identify the problems.
Accident and emergency is the face of the performance of the hospital.
What is needed is strong, dynamic, assertive, creative, and innovative leadership in the National Public Health.
We need the leadership now to initiate a huge transformative paradigm shift from routine and conventional ways of managing the public health system to a rather smart, creative, and innovative transformation.
It requires radical, innovative, and transformative change based on sound credible science and data.
When you go to all the hospitals in the country, just visit the hospital mess and see the food that is prepared for the patients.
They are feeding the worst.
Yet nutrition is the best medicine. The human system and its structure are first run on electricity, and the second is run on biochemicals. The biochemcials are the nutritions.
Why doctors and health experts in the management not diving due attention to patients' nutrition is because we doctors were not trained in medical nutrition. The medical doctors have no clue about the therapeutic effects of nutrition.

Almost human disease develop due to nutritional deficiencies
For a human body to be free from diseases, the cellular system of the human body must be well hydrated, oxygenated, electronated, alkalinated, and hydrogenated.
The human body and its electricity requirement require electrons and hydrogen in the coupled form to produce energy. Electrons don't move without coupling in the human body.
So where does the body get its electrons and hydrogen from? From the soil and water.
Water is the most neglected nutrients and yet it makes up 85% of the human structure. Human body does not need bottled water or tape water. It needs mineralized spring water.
First consideration is that human diseases won't be cured by the medical drugs that NDOH is spending every year. We must revert back to natural and nutritional medicine, meaning that medical school must now train medical graduate natural and nutritional medicine for chronic medical diseases and conditions.
The second intervention is to build the capacities of emergency medicine and NOT curative medicine. Emergency specialists and surgeons can save lives by timing interventions and that these are the critical services that needs to be built in every towns and districts overtime by the savings from the curative medicine that is consuming far too much finite capitals.
Third intervention is to drive vigorous health content marketing and promotion to the citizens in the space of nutritional medicine, natural medicine, health and hygiene, sanitation, productive living, redneck for environment and respect for people. We must train .mentor and guide and implement through health policing.
Fourth is to introduce discipline in the dressing codes and overall presentation by citizens. People must dress to decent standards and must be clean with overall cleanliness and appearance. Health police will enforce this policy or regulation or law.
We must task and account every medical specialist yo earn their salaries and remuneration package by doing shift works to rest medical specialist and health workers. Now they have been overtly burnt out due to enormous work pressure. They must work 6-8 hours shift to increase productivity.
Fifth, every citizen must subscribe to training, meditation, earthing, and decent sleeping.
Sixth is to ban all alcohols, sweets, sugary drinks, bread, rice, scones, or any gluten rich food. The bad stuff that promotes prompt aging and diseases associated with aging.
Seven: Ban all chemicals and pesticides that are harmful to the human environment.
Eight. All radiations must be diluted by earthing pads.
Nine: All medications that are not conferring cure on human diseases and costing state recurrent costs must be banned.
Ten: Investment into RDI and human health capital productions and its annual refinancing.
Eleven: Defined and dedicated interventions; direct all health workers to reach the communities and embark on regular and routine health marketing and promotions.
The perception that the hospital is the place to get cure is a fallacy. Hospitals are not the place to get the cure.
Twelve: Review and audit the performance of PHAs. They must come under one structure reporting to the Health Secretary.
Thirteen: Duplication of Health Human Resources with PHA and Provincial Hospitals to one single HR Structure for the province.
Fourteen: Appraisal of every health worker and support worker quarterly.
Fifteen: Bring retired medical experts/specialists from the commonwealth countries of Canada, UK, Australia, NZ to specialist positions in PNG.
Sixteen: Review and Audit the Medical Training in PNG
Seventeen: Review Fundings from Development Partners and their impacts in the health program.
Eighteen: Finance Environment Health in partnership and collaboration with CEPA and other stakeholders.
Nineteen: Establish MedicL Commission to monitor and audit the performance of NDOH, Medical Board, Medical Schools, Nursing Schoolds, Medical Research Institute.
Twenty: Review all vaccination halt vaccination programs. There is no direct effect rather toxicity and paving the development if chronic diseases and cancers in adult life has direct correlations from Vaccines Safety and Adverse Reaction Studies.
Twenty one: Effective program evaluation, monitoring, reporting and information or data management.
Twenty two: Introduce cloud based accounting system for public health system across the country.
We are better off to live naturally, eat our natural food, exercise, meditate, sleep, and drink plenty of natural water.
Everything we do must be supported by credible science and data.
We have followed the public health structure designed and developed by WHO and list guidelines. We must develop our own health standards or revise the health standards and bring transformative health policies.
It is about we create and own solutions by subscribing to radical innovative and transformative structural change in the public health landscape of the country.
We must not continue to dwell on the same things and do the same things over and over expecting differing outcomes.
Natural living must be pursued vigoroisly if we are to translate the enhancement of human health, safety, longevity, productivity, intelligence, and success in the country.
The human environment has been artificially sygarized, chemicalized, toxified and radiationalized.
We must come out of it and neutralized the effects quickly using natural and effective chemicals, toxins and radiation neutralizers.
We need to creatively and innovatively Transform the Public Health System Structural and Policy Landscapes and give the undertaking as the matter of immediate urgency if we are to impact the lives of men, women and children of PNG.
