The Responsive Engagement and Assistance for Capacity Building and Harmonization (REACH) Program of the Civil Service Commission was successfully conducted on May 19, 2026 at the Conference Hall of Northwestern Cagayan General Hospital.
The program was facilitated by the Regional Director of the Civil Service Commission (CSC) CagayanโBatanes Field Office, Dir. Maria Noemi S. Bustamante. The activity served as a Consultation-Dialogue on Civil Service Laws and Rules, providing hospital administration and employees with updated guidance and csc issuances, clarifications, and discussions on key Civil Service policies, and government regulations.
The program also aimed to strengthen human resource practices, promote harmonization of CSC policies, and enhance employees awareness on rights, privileges and responsibilities, promote efficient and responsive public service delivery.
Meanwhile, Dr. Jasmin Rose Umblas-Maladrigo, Chief of Hospital II, emphasized the importance of continuous learning and professional development among hospital personnel. She highlighted that initiatives such as the REACH Program provide valuable opportunities to enhance competencies, align practices with Civil Service issuances, and further reinforce the hospitalโs commitment to efficient, ethical, and quality service delivery.
The said program was initiated by the Human Resource Unit headed by Mr. Khristoffer Birung, Administrative Officer V, in support of strengthening employee development and promoting awareness of Civil Service laws, rules, and regulations within the institution.
