According to DOH–DA Administrative Order No. 2011-002
the decision to give post-exposure prophylaxis (PEP) to a person who was bitten or scratched by an animal depends on the category of exposure (such as the depth or severity of the bite), and not on the vaccination status of the animal involved.

In plain terms:
- The anti-rabies vaccine for pets only protects the animals, not people.
- Even if your dog or cat is vaccinated, a human bite victim must still be evaluated by medical professionals with DOH Approved Anti-Rabies Training Certificate.
- Whether you receive human anti-rabies treatment depends on the nature of the bite or scratch, not just the animal’s vaccination history.

Why it matters:
The DOH makes no exceptions in its guidelines, even vaccinated pets can fail to produce immunity, be exposed to rabies shortly before their shots, or transmit infection if they weren’t properly vaccinated.
