CLMMRH IHOMS Conducts E-Governance Workshop Using COBIT-5 Framework

In pursuit of strengthening institutional governance and advancing digital transformation, the Integrated Hospital Operations and Management Section (IHOMS) spearheaded a two-day E-Governance and Capacity-Building Workshop using the COBIT-5 Framework on October 16–17, 2025, at Park Inn by Radisson, Bacolod City.
The training was facilitated by Dr. Alvin V. Marcelo, a leading expert in health informatics and enterprise architecture, who guided participants in applying COBIT-5 principles to real-world governance scenarios. The workshop aimed to enhance the organization’s ability to manage information systems effectively, align IT initiatives with institutional goals, and ensure the value realization of ICT investments within the healthcare sector.
Throughout the sessions, participants engaged in interactive discussions, practical exercises, and group activities that deepened their understanding of ICT governance, enterprise architecture, and risk management. A key outcome of the workshop was the development of the CLMMRH Enterprise Architecture, a structured blueprint defining the hospital’s information systems, data flows, and technology infrastructure. This architecture serves as a foundation for more integrated, efficient, and sustainable e-governance initiatives.
Another major accomplishment was the creation of a COBIT Dashboard, which enables IHOMS and hospital management to monitor governance processes and track progress against key performance indicators. The dashboard provides visual insights into compliance, process maturity, and resource utilization, making governance decisions more data-driven and transparent.
In line with risk governance principles, the workshop also produced an initial Risk Registry, identifying potential risks related to ICT operations, data security, and service continuity. This registry will serve as a reference tool for proactive risk mitigation and improved accountability in managing health information systems.
Participants likewise learned and applied the Healthcare Provider Process Classification Framework (HP-PCF), a standardized model for mapping hospital processes and aligning them with governance and information management objectives. This framework helped participants recognize how clinical, administrative, and support processes interconnect, reinforcing the need for harmonized data and system integration.
Dr. Marcelo emphasized that effective e-governance is not only about digitization but about embedding accountability, value creation, and performance measurement into every ICT initiative.
In her closing message, Dr. Joan E. Cerrada, CLMMRH Medical Center Chief, expressed appreciation to all participants and reiterated the office’s commitment to continuous digital capacity building. “Through this training, we have not only gained knowledge but also tangible governance tools, our COBIT Dashboard, Architecture, and Risk Registry, that will guide us toward smarter, more transparent, and more responsive health information management,” she said.
The E-Governance and Capacity-Building Workshop using the COBIT-5 Framework marks another milestone in IHOMS’s journey toward digital transformation and institutional excellence, ensuring that technology governance remains a pillar of quality healthcare service delivery.
