Championing Organ Transplant Advocacy in the Negros Island Region

The Organ Transplant Ethics Committee (OTEC) and the Medical Social Work Department (MSWD) of Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) conducted a Training on Social Work Case Management for Organ Transplantation on August 26–27, 2025, at Reodica Hall, CLMMRH.

This initiative aimed to strengthen the competencies of Medical Social Workers and Local Government Unit (LGU) Social Workers in preparing specialized Social Case Study Reports (SCSR) and providing timely, comprehensive, and ethical psychosocial interventions for transplant patients, living donors, and their families.

The training emphasized the vital role of social workers in upholding ethical standards and ensuring the psychosocial preparedness of all individuals involved in the transplantation process.

A total of 50 participants, comprising CLMMRH OTEC Members, Medical Social Workers, LGU Social Workers from selected cities and municipalities across the Negros Island Region took part in the two-day training. The sessions covered the overview and legal framework of organ transplantation in the Philippines, the role of social workers in the transplant process, mental and psychosocial assessments, counseling strategies, ethical considerations, and a writing workshop focused on developing specialized case study reports.

One of the highlights was a simulation workshop featuring interviews with real-life organ donors and recipients. Participants presented and received feedback on their case studies based on these interviews, providing practical application of the concepts learned.

This training marked a significant milestone in advancing organ transplant advocacy in the region. It underscores CLMMRH’s continued commitment, as an APEX hospital, to building an informed and compassionate society that upholds the value of organ donation because everyone deserves a second chance at life, and the opportunity for a better one.

CLMMRH and Kaiser Healthcare International Forge Partnership with MOA Signing, Offering a Comprehensive Healthcare Plan to Qualified Employees

On August 29, 2025, the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) formalized its partnership with Kaiser International Healthgroup, Inc. through the signing of a Memorandum of Agreement (MOA). The event was attended by the CLMMRH Executive Committee and other key officers led by Medical Center Chief Dr. Joan E. Cerrada, and from Kaiser Healthcare International led by International Marketing Group (IMG) Executive Vice Chairman Mr. Jerry Udarbe, IMG Senior Marketing Director Ms. Arlene Cabahug, and Marketing Director Ms. Consejo Palermo.

The MOA signing was witnessed by CLMMRH EXECOM, including Ms. Marybeth G. Marcial, Chief of the Nursing Division; Ms. Ana Rose H. Mahilum, Chief of the AHPS Division; Ms. Shareen J. Caelian, Chief Administrative Officer of the Finance Division; Mr. Rey MelchorBryan Baylon, Chief Administrative Officer of the HOPSS Division; Atty. Charmaine V.Arbolado, Legal Officer; Mr. Delfin Tabacug Jr, President of the CLMMRH AHW Employees Union; and Ms. Maria Gelia Ong, HRMO Head.

This collaboration aligns with the Department of Budget and Management (DBM) Circular No. 2024-6, issued on December 12, 2024, and Department of Health Department Memorandum 2025-0136 issued March 21, 2025, which permits the grant of a medical allowance of up to ₱7,000 to eligible government personnel. This amount aims to subsidize access to Health Maintenance Organization (HMO)-style healthcare benefits, subject to the conditions outlined by the Circular.

Under the MOA, qualified CLMMRH employees will have access to Kaiser Healthcare International’s National Healthcare Shield, a comprehensive healthcare plan offering preventive care, inpatient and outpatient medical services, dental care, and emergency services. The program provides members access to a network of over 2,000 accredited hospitals and clinics nationwide, ensuring broad and inclusive healthcare coverage.
The healthcare plan is valid for one year from the time the annual premium is paid, providing a full year of medical benefits under the agreed terms.

The partnership aims to enhance the health and welfare of CLMMRH personnel by leveraging Kaiser’s extensive healthcare services, helping employees avail themselves of quality medical benefits under government-subsidized medical allowances.
Dr. Joan Cerrada expressed optimism that this partnership will significantly improve healthcare accessibility and delivery for hospital employees, aligning with CLMMRH’s commitment to their welfare and professional care.

This MOA signing marks a milestone in the continuing efforts of CLMMRH to strengthen employee healthcare benefits through strategic collaborations with reputable healthcare providers.

CLMMRH MSGC Conducts Annual Meeting with Partners

The Multi-Sectoral Governance Council (MSGC) of Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), headed by Dr. Manuel Y. Gayoles, successfully conducted its Annual Meeting on August 27, 2025, at Roy’s Hotel and Convention Center. The event served as a venue where partners renewed their pledge of commitment and new partners were welcomed. These new partners also expressed their willingness to dedicate time and effort to collectively bridge healthcare gaps by sharing insights and perspectives from the sectors they represent.

The council is composed of members from various social and civic organizations, the private sector, and local government units. Among them were representatives from the City of Bacolod; Province of Negros Occidental – Hospital Operations Division; Department of Health Center for Health Development – Negros Island Region (NIR); PhilHealth Local Health Insurance Office (LHIO) Bacolod; Department of Social Welfare and Development (DSWD) – Negros Occidental; Women and Child Protection Unit – Bacolod City Police Office; Land Transportation Office (LTO) – Bacolod City District Office; Integrated Bar of the Philippines (IBP) – Negros Occidental; Philippine College of Surgeons (PCS) – NIR; Philippine Obstetrical and Gynecological Society (POGS) – Negros Occidental; Philippine Pediatric Society (PPS) – Negros Occidental; Philippine College of Physicians (P*P) – Negros Occidental; National Commission on Indigenous Peoples (NCIP) – Negros Occidental; SM City Bacolod; Vallacar Transit, Inc.; University of St. La Salle College of Medicine; TAMBAL; KAUSAP; Negrosanon Young Leaders Institute (NYLI) – Center for Health and Well-Being; Negrense Volunteers for Change (NVC) Foundation, Inc.; Rotary Club of Bacolod Central; Rotary Club of Bacolod North; Welcome Home Foundation, Inc.; and CLMMRH Cancer, Amlig, and Dialysis Patient Support Groups.

The annual meeting was convened to strengthen alliances across these diverse sectors by fostering strategic guidance, policy formulation, and transformation initiatives. Through continuous communication and collaboration, the MSGC and its partners aim to bring expertise, networks, and influence to support reforms and healthcare transformation, helping to address identified gaps in the system.

An open forum was also held, where partners shared their motivations for serving marginalized groups. Welcome Home Foundation, Inc. highlighted its advocacy for the deaf community; NVC Foundation, Inc. emphasized the importance of proper nutrition for children; and the NYLI Center for Health and Well-Being underscored pressing issues affecting the youth, particularly mental health challenges and the rising number of HIV cases. Key partners also pointed out persistent social barriers that hinder access to quality healthcare, such as poverty, lack of information and education, limited transportation, as well as stigma and discrimination—especially in relation to HIV. Recognizing how these factors influence health outcomes, the partners pledged to work hand in hand in developing initiatives to reduce their impact and burden.

As champions of good governance, commitment, and transparency, the MSGC of CLMMRH and its members affirmed their dedication to sustained efforts in realizing their shared goal: helping the community achieve better health outcomes.

Strengthening Healthcare Partnerships: CLMMRH Engages with Congressman Yulo of the 5th District

A team led by Dr. Joan Cerrada and Ms. Ana Rose Mahilum, along with members of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) Medical Social Work Department (MSWD), conducted a presentation and feedback session with Hon. Atty. Emilio Bernardino Yulo, Congress Representative of Negros Occidental’s 5th District on August 22, 2025.

During the meeting, Mr. Adrian Patricio of MSWD, articulated CLMMRH's position as the Apex Hospital of the region, highlighting its capacity and comprehensive range of healthcare services, as well as the challenges faced by the institution.

This discussion initiated a constructive dialogue on how the district can support the healthcare institution in enhancing its services, particularly through funding allocations and strategic partnerships.

Congressman Yulo expressed his commitment to allocating additional resources to the Medical Assistance for Indigent and Financially Incapacitated Patients (MAIFIP) program.

The engagement emphasized the importance of collaboration and dialogue in driving positive change and development within an organization, ultimately contributing to an improved healthcare system for the people of Negros.

Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) has been awarded a Certificate of Excellence by the Department of Health (DOH) during the Integrated Hospital Operations and Management Program (IHOMP) Conference held at Best Western Plus Metro Clark, Angeles City on August 28, 2025.

The award recognizes CLMMRH as the 2nd-Highest-Rated Integrated Hospital Operations Management Standard Compliance awardee, a testament to the hospital’s exemplary performance in the quality domains of Integrated People-Centered Health Services (IPCHS) and Patient Safety.

Under IPCHS, this recognition reaffirms the Public Information and Assistance Desk’s (PIAD) role in advancing customer satisfaction by effectively managing complaints and strengthening the feedback mechanism. Innovative programs such as the OPD TeleSkedyul and TeleKonek initiatives have enhanced accessibility, convenience, and patient engagement in hospital services.

For Patient Safety, the hospital’s Nursing Service Division has demonstrated excellence through its robust Incident Report Management Committee (IRMC). By shifting from a culture of blame to a culture of accountability, the division has fostered an environment where patient safety is prioritized, and continuous learning is embedded in everyday practice.

The award was formally signed by DOH Secretary Teodoro J. Herbosa, MD, highlighting CLMMRH’s consistent commitment to strengthening hospital operations, ensuring safe and efficient services, and upholding people-centered healthcare.

CLMMRH Conducts Hands-On Training on Emergency Room Consortium Monitoring System

The Integrated Hospital Operations Management Section (IHOMS) of the Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) successfully conducted a Hands-On Training on the Emergency Room Consortium Monitoring System on August 22, 2025, at the Reodica Hall.

The training gathered doctors, nurses, IT staff, and administrative personnel from both CLMMRH and partner institutions, including Riverside Medical Center, The Doctors’ Hospital, Metro Bacolod Hospital and Medical Center, South Bacolod General Hospital, Bacolod Adventist Medical Center, and Bacolod Queen of Mercy Hospital.

The initiative aimed to enhance collaborative emergency response, ensure efficient data sharing, and strengthen the operational readiness of hospitals within the consortium. Participants gained hands-on experience with the system’s functionalities, ensuring smoother implementation across facilities.

Importantly, this process and system will be adopted as a key measure to ensure effective communication and streamlined referrals among consortium hospitals during the temporary closure of CLMMRH’s Emergency Room for renovation. This will allow patients to be efficiently directed to appropriate partner hospitals, minimizing disruption in emergency services and ensuring continuity of care.

Through this initiative, CLMMRH underscores its commitment to fostering hospital partnerships and leveraging technology to safeguard patient care and strengthen emergency response systems in Bacolod City and Negros Occidental.

On August 20, 2025, Mr. Ben Lopue and his wife, Mrs. Julia Lopue, graciously turned over donations from their generous friends, Mr. John P**n and Ms. Sonie Jocson. Through their kindness, CLMMRH received 50 gang chairs, which will go a long way in ensuring greater comfort for our patients as they wait to be served by our healthcare team.

We extend our heartfelt gratitude to these benevolent individuals whose generosity reflects genuine compassion and support for our patients. Their contribution is a blessing not only to the hospital but also to every patient who walks through our doors.

From Concern to Closure: CLMMRH Addresses All Issues in July 2025

In July 2025, the hospital received three complaints, two simple cases and one complex case, with no highly technical issues reported. All complaints were successfully resolved, reflecting a 100% resolution rate with no unresolved, discontinued, or lost-to-follow-up cases.

The nature of the complaints centered on staff behavior, with two cases involving nurses and one involving a doctor. Complaints were lodged against the 4th Floor, 2nd Floor, and the Operating Room (OR), with corresponding turnaround times of three, two, and seven days, respectively.

All three complaints were submitted through electronic mail, highlighting it as the sole channel used for grievance submission during the month. Overall, the data suggests efficient complaint handling and timely resolution across all cases.

CLMMRH and DOH Unveil the Cancer Care Center: Hope has a New Home

The Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH), in partnership with the Department of Health (DOH), formally inaugurated and blessed its newly established Cancer Care Center on August 20, 2025. The event marked a significant milestone in the hospital’s continuing mission to provide comprehensive, specialized, and patient-centered cancer care for the people of Negros Island and neighboring regions.

The ceremony commenced at 9:30 AM with the arrival and registration of guests, followed by the Opening Prayer and the singing of the National Anthem.

The Welcome Remark was delivered by Dr. Joan Cerrada, Medical Center Chief II of CLMMRH, who underscored the hospital’s commitment to advancing oncology services and strengthening its role as the apex hospital of the Negros Island Region. This was followed by a Keynote Message from Dr. Razel Nikka Hao, Regional Director, DOH Negros Island Region Center for Health Development (NIR CHD).

Rev. Fr. William Padios, CLMMRH Hospital Chaplain, officiated the blessing of the cancer care center, which was followed by the Ribbon-Cutting Ceremony led by invited guests and officials. Adding prestige to the event was the presence of Bacolod City Mayor Greg Gasataya, members of the Bacolod City Council, and Congresswoman Mercedes “Chedeng” Alvarez, who all expressed their support for this milestone in cancer care for the region.

A symbolic moment in the inauguration was the Unveiling of the Bell of Hope and Building Marker, signifying resilience, healing, and hope for cancer patients and their families.

Dr. Adonis Guancia, Cancer Care Center Head, concluded the program with his Closing Remark. He shared the humble beginnings of cancer care at CLMMRH and also acknowledged the people behind the establishment of the Cancer Care Center.

The inauguration of the CLMMRH-DOH Cancer Care Center represents a new era of hope for patients battling cancer. With specialized facilities, a multidisciplinary team, and strong support from the local government units and the DOH, this center is envisioned to become the hub for comprehensive oncology services in the Negros Island Region, bringing quality care closer to communities and ensuring that no patient is left behind in the fight against cancer.
