Horizon The official source of updates from Corazon Locsin Montelibano Memorial Regional Hospital. Horizon.

Have you ever gone to the beach, stood still, and watched over the line where the sky and Earth seemed to meet? And as the sun sank beneath that line, have you wondered how far that horizon stretched…or wondered what lies beyond that boundary? A horizon is a boundary of what we can see—a range of what we know, perceive, or anticipate—but our hearts can set our vision where our eyes cannot see. The

official publication of Corazon Locsin Montelibano Memorial Regional Hospital heralds the age of pushing the boundaries of health service delivery as we cast our visions beyond what our eyes can see. And as we embark on the journey of discovering new territories, we break the limits of what we know, what we can accomplish, and what we can be.

The Corazon Locsin Montelibano Memorial Regional Hospital (CLMMRH) Toxicology Care Center (TCC) continues to strengthen Poison Information Services (P*S), emergency preparedness, and road safety initiatives through meaningful collaboration with healthcare institutions, local government units, and public health leaders nationwide.

Last May 19, 2026, the CLMMRH TCC provided technical assistance to the Negros Island Region Center for Health Development – Environmental and Occupational Health (EOH) Unit during the Road Safety Program Orientation Part II.
Representatives from the Department of Health – Disease Prevention and Control Bureau Central Office, Dr. Clariza Fernandez and Dr. Renz Queano, shared valuable discussions on the importance of accurate and timely reporting of road crash injury data. They emphasized how strengthened reporting mechanisms can improve surveillance systems, guide policy development, and enhance road safety programs that help protect communities and save lives. Representatives from various Local Government Units (LGUs) across the Negros Island Region were also present during the activity, showing strong regional support and commitment toward safer roads and better emergency response systems.

Dr. Patrick Tiglao, Consultant from the CLMMRH Department of Emergency Medicine, also shared practical insights on patient transport and emergency care coordination, highlighting the importance of safe, timely, and efficient transfer systems during trauma and emergencies.

In a back-to-back national activity held last May 20–22, 2026, stakeholders from different Toxicology Specialty Centers across the Philippines gathered for the National Stakeholders’ Meeting for the Development of the Manual of Standards for Poison Information
Services for DOH Toxicology Specialty Centers.
Dr. Cherie Grace Quingking, Head of the CLMMRH Toxicology Care Center and Project Lead of the manual, emphasized the importance of strengthening Poison Information Services through standardized systems, toxicology registry development, surveillance, and evidence-based data collection to further improve poisoning prevention, risk assessment, and patient care in the country.

Together with the East Avenue Medical Center – Toxicology Referral and Training Center, recognized as the National Specialty Center for Toxicology, discussions also included surveillance methodologies presented by Dr. Rosalie Zamora, which are expected to significantly contribute to the development of the national P*S standards and framework.

The activity served as an important platform for collaboration, shared learning, and strengthening partnerships among Toxicology Specialty Centers nationwide, all working toward a more responsive, accessible, and resilient Poison Information Service system for every Filipino.

CLMMRH MHU, PHU Conduct Stress Management and Mental Health Program for CLMMRH Employees
By: Mr. Elmer John A. Casumpang, RN, MN - Mental Health Unit

The Corazon Locsin Montelibano Memorial Regional Hospital Mental Health Unit (CLMMRH MHU), in collaboration with the Public Health Unit (PHU), successfully conducted the seminar entitled “Strengthening Resilience: Stress Management and Mental Health Program for CLMMRH Employees” on May 12, 2026, at Park Inn by Radisson Bacolod. The whole-day activity was held as part of the hospital’s continuing commitment to employee wellness and mental health promotion. The seminar brought together healthcare workers and hospital personnel for meaningful discussions on stress management, emotional well-being, and resilience in today’s increasingly challenging environment.

Ms. Yanglee Dela Fuente-Magallanes RPsy, the resource speaker for the seminar, shared valuable insights on understanding stress, recognizing emotional exhaustion, and developing healthy coping strategies both inside and outside the workplace. Participants were encouraged to become more aware of their mental and emotional health and to recognize that seeking support is a sign of strength rather than weakness.

In today’s fast-paced society, many individuals silently struggle with pressure from work, family responsibilities, financial concerns, and personal expectations. For healthcare workers, these challenges become even more demanding as they continue to provide compassionate care while carrying their own emotional burdens.

A significant part of the seminar focused on the Filipino culture of resilience. While Filipinos are often praised for being naturally resilient and hardworking, the speaker emphasized that resilience should not mean constantly enduring exhaustion, suppressing emotions, or suffering in silence. Common statements such as “Kaya mo na,” “Pakabakod lang,” and “Batu-an mo lang” may encourage perseverance, but they can also unintentionally overlook the importance of acknowledging emotional struggles and prioritizing mental health.

The seminar aimed to debunk the misconception that resilience means facing every challenge alone. Instead, true resilience was presented as the ability to recognize one’s limitations, seek help when necessary, practice self-care, and create healthy support systems. The CLMMRH employees were reminded that caring for their mental health is essential not only for themselves, but also to provide quality service to others.

Through interactive discussions, self-reflection activities, and shared experiences, participants gained practical knowledge on managing stress, strengthening emotional awareness, and maintaining balance despite everyday struggles. More importantly, the activity fostered a safe and supportive environment where employees felt seen, heard, and understood.

Through this seminar, the CLMMRH Mental Health Unit and the Public Health Unit continue to strengthen their advocacy for mental health awareness and employee well-being. As the program concluded, participants were reminded that resilience is not measured by how much pain a person can hide, but by the courage to acknowledge struggles, seek support, and continue moving forward with hope and compassion.
