As one of its efforts to reinforce local response to mental health and substance use in the region, the Department of Health - Cordillera (DOH-CAR) recently conducted a comprehensive five-day training on Screening, Brief Intervention, and Referral to Treatment/Katatagan, Kalusugan at Damayan ng Komunidad (SBIRT/KKDK) for primary care workers (PCWs) from Abra, Apayao, and Ifugao, along with five officers from the Philippine Drug Enforcement Agency (PDEA) in Baguio City.
The training aims to capacitate health care workers with psychoeducation, screening, general intervention, and referral, as well as a treatment program for Persons Who Use Drugs (PWUDs) with moderate risk for drug dependence and/or mild substance use disorder.
The SBIRT is intended for screening of persons who use drugs to determine their risk classification and appropriate intervention. The CBDRP-KKDK model, on the other hand, is a community-based drug rehabilitation model adopted by the Dangerous Drugs Board that can be utilized by local government units in their community-based drug rehabilitation programs.
Dr. Clarette Rosario Dy, Mr. Herwin Siong, and Ms. Agnes Heloise Barrettto from the Baguio General Hospital and Medical Center - Outpatient Drug Treatment and Rehabilitation Center (BGHMC ODTRC) provided technical expertise as resource persons for the SBIRT, while Mr. Orly Primo from the DOH-CAR Mental Health Program as well as Ms. Rinel Ann B. Tulio and Ms. Eirielle Panganiban from the BGHMC-ODTRC were the technical experts for the CBDRP-KKDK. Facilitators from the BGHMC-ODTRC were also present during the training as coaches during the workshop cm practicum of the participants.
The training covered lectures on key topics to inform participants on the necessary background and information to guide them in understanding the model and program. During the last two days of the training, the participants were immersed in facilitating the KKDK modules to assess their skills and knowledge in providing services for the CBDRP.
This marks the first batch of the training. The province of Benguet and the City of Baguio are scheduled for Batch 2, while the Provinces of Ifugao, Kalinga, and Mountain Province are scheduled for Batch 3.
In support of the initiative, DOH Undersecretary Maria Rosario Vergeire also paid a visit during the training session and emphasized the significance of the SBIRT and CBDRP-KKDK training in addressing substance use in the community. She also acknowledged the role and responsibilities of the primary care workers as frontliners in identifying early signs, providing care and support, and strengthening referral systems in their own localities.
