On November 19, 2025, the Outpatient Drug Treatment and Rehabilitation Center proudly celebrated Drug Abuse Prevention and Control (DAPC) Week, carrying this year’s theme: “Sa Bagong Pilipinas, kalusugan ay pinapahalagahan, droga ay inaayawan.” The event was filled with meaningful activities that brought together Persons Who Use Drugs (PWUDs), families, partners, and community stakeholders in support of rehabilitation and wellness.

The morning session welcomed Non-PDLs and their families, beginning with warm opening remarks from Dr. Wilson S. Tibayan, ODTRC Center Psychiatrist. The session concluded with closing remarks from Dr. Shelly M. Aral, MO IV and DPCC Head, who emphasized the center’s ongoing commitment to recovery and support.

In the afternoon, the center hosted Persons Deprived of Liberty (PDLs). Dr. Clarette Rosario P. Dy, ODTRC Department Head, opened the session with an encouraging message, followed once again by closing remarks from Dr. Aral, reinforcing the importance of sustained rehabilitation efforts.

Both sessions featured insightful lectures, including a comprehensive discussion by Atty. George Henry A. Manipon of CHR-CAR on the legal basis, process, and compliance of outpatient rehabilitation and aftercare. Representatives from the Baguio City Parole and Probation Office, PPO II Anniebeth T. Gomez and PPO I Kimberly O. Lopez, shared essential information on probation eligibility, rules, and responsibilities. Ronald A. Alo also provided guidance on PhilHealth membership and the YAKAP Program, with PhilHealth offering on-site assistance through a dedicated help desk.

The event also included a PSA registration booth and a product showcase from the Baguio City Jails and La Trinidad Jails, highlighting items crafted by Persons Deprived of Liberty. To conclude the sessions, hygiene kits from the Mental Health Program of the DOH-CHD-CAR were distributed to all lecture participants as a gesture of care and support.

As part of the week-long DAPC celebration, the Center also held a lucky draw, giving away various tokens to patients as a simple yet joyful way of motivating participation and celebrating their ongoing journey to recovery.

The celebration embodied the DAPC theme, promoting a healthier, drug-free nation while reinforcing ODTRC’s commitment to rehabilitation, recovery, and community reintegration, continuing the mission of hope, healing, and second chances.

The Drug Abuse Treatment and Rehabilitation Center – Mountain Province (DATRC-MP) visited the Baguio General Hospital and Medical Center – Outpatient Drug Treatment and Rehabilitation Center (BGHMC-ODTRC) for a benchmarking activity from September 30 to October 2, 2025.

The 3-day activity included the review of the legal basis of the aftercare program under RA 9165, an orientation to the ODTRC aftercare program, coaching sessions, and a walk-through of the aftercare process.

We sincerely thank DATRC-MP for their time, collaboration, and commitment in joining us for this activity. Your visit has been an opportunity to exchange best practices and further strengthen aftercare services for persons in recovery.

Together, we continue to learn, share, and build better pathways to recovery.

𝗜𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | In its efforts to continue to expand drug screening, intervention, and substance use response in the region, a second and third batch of a five-day training entitled Screening, Brief Intervention, and Referral to Treatment/Katatagan, Kalusugan at Damayan ng Komunidad (SBIRT/KKDK) for primary care workers were recently conducted in Baguio City.

A total of 62 additional Primary Care Workers from Ifugao, Kalinga, Apayao, and Mountain Province, was recently trained to strengthen screening, mental health, and substance use response in their communities. The training featured comprehensive modules of the Katatagan Kontra Droga sa Komunidad (KKDK) program, equipping participants with essential knowledge and skills to address substance use concerns. As part of the workshop, they also engaged in simulated group encounter sessions, enhancing their capability to facilitate interventions and provide proper support for persons who use drugs.

On July 21, 2025, the Basic Training on Screening, Brief Intervention, and Referral to Treatment (SBIRT) for Primary Care Workers (Batch 2) officially commenced with a welcome message from Dr. Anachris M. Kilakil, Medical Officer IV of the Department of Health – Center for Health Development – CAR. This was followed by an overview of the training presented by Mr. Orly T. Primo, Senior Health Program Officer of the same office.

The BGHMC-ODTRC team delivered a series of lectures covering key training components. Unit I: Tuon (Advocacy) tackled the legal mandates, an introduction to drug abuse, client flow of wellness, and risk and protective factors, discussed by Dr. Clarette Rosario P. Dy, Program Head of BGHMC-ODTRC. This was followed by Unit II: Tukoy (Identification and Referral), which included the ASSIST Tool, WHO-SRQ Tool, and brief intervention, all facilitated by Ms. Eloisa Jay P. Arig, RPsy.

Unit III: Tugon (Monitoring, Follow-up, and Attention to Overall Well-being) was presented by Mr. Herwin C. Siong, RN, focusing on psychoeducation. Meanwhile, Unit IV: Tablan (Communication and Interviewing Skills), which covered basic counseling skills, was also conducted by Ms. Arig.

On the second day, July 22, participants actively practiced and administered the ASSIST Tool with actual persons who use drugs (PWUDs). In addition, psychoeducation on ma*****na was also facilitated by the participants, further reinforcing their understanding and practical application of the training content.

Empowering Change Through Group Therapy:

Through the Department of Health (DOH), and Enhanced Treatment program for Outpatient services for Drug Users (ENTREPOSE) initiative of JICA, we continue to facilitate Group Therapy Sessions for Persons Who Use Drugs (PWUDs) under Primary Care.

These sessions are held onsite at Baguio City Jail Male Dorm and Benguet Provincial Jail, reaching Persons Deprived of Liberty (PDLs), and are simultaneously conducted at the Center at BGHMC-ODTRC for enrolled Primary Care and Aftercare clients.

Together, we create spaces for healing, transformation, and hope.

𝗡 𝗣𝗛𝗢𝗧𝗢𝗦 | A team from the Department of Health (DOH) Central Office, led by Undersecretary Maria Rosario Singh-Vergeire, conducted an oversight and engagement visit to Drug Abuse Treatment and Rehabilitation Centers (DATRCs) in the Cordillera Administrative Region (CAR). The visit was hosted by the BGHMC – Outpatient Drug Treatment and Rehabilitation Center (BGHMC-ODTRC).

The program opened with welcome remarks from Dr. Larry C. Haya Jr., Medical Center Chief II, followed by Usec. Vergeire’s message highlighting the purpose of the visit and the Department’s commitment to strengthening drug rehabilitation services. Dr. Adriano Suba-an delivered brief remarks, while Dr. Clarette Rosario Dy, Program Head of BGHMC-ODTRC, presented a comprehensive report on the center’s history, data, statistics, and current challenges. Dr. Gary Ong, Chief of Hospital of the DATRC in Mountain Province, provided a similar overview for their facility.
Participants then took a guided tour of the ODTRC building, including a visit to a proposed site within the hospital compound for a possible residential facility in the future. After the walkthrough, Ms. Eloisa Jay Arig and Dr. Karen Balanza delivered presentations on the programs and services offered at BGHMC-ODTRC and DATRC-Mountain Province, respectively.

The visit concluded with closing remarks from Dr. Ferdinand M. Benbenen, Regional Director of DOH-CAR. In her summary, Usec. Vergeire offered feedback on the presentations, acknowledged the challenges raised, and commended the dedication and efforts of the centers in delivering quality drug treatment and rehabilitation services. The DOH expressed its commitment to strengthening partnerships, addressing the issues discussed, and further enhancing service delivery across all DATRCs in the region.

The Outpatient Drug Treatment and Rehabilitation Center (ODTRC) once again collaborated with the Cordillera State Institute of Technical Education (formerly TESDA) to conduct a dynamic, hands-on pastry-making training for Aftercare Patients. The activity kicked off with inspiring opening remarks from Center Psychiatrist Dr. Wilson Tibayan, who expressed heartfelt thanks to CSITE for accommodating the Center’s request to help enhance the skills, confidence, and reintegration readiness of the participants.

Ms. Vilma Tolarba followed with an engaging overview of CSITE’s various technical programs that PWUDs may pursue in the future. The highlight of the day was a cream puff-making session led by CSITE trainers Ms. Diana Basinga and Ms. Angelica Bless Barroga. Guided every step of the way, patients proudly prepared their pastries, which Dr. Tibayan later taste-tested—commending each group for their flavourful and well-crafted creations.

The event also marked the celebration of the International Day Against Drug Abuse and Illicit Trafficking (IDADAIT), carrying the theme: “The evidence is clear: invest in prevention, break the cycle”—a powerful reminder for patients to stay committed to recovery and break free from the cycle of organized crime.

As one of its efforts to reinforce local response to mental health and substance use in the region, the Department of Health - Cordillera (DOH-CAR) recently conducted a comprehensive five-day training on Screening, Brief Intervention, and Referral to Treatment/Katatagan, Kalusugan at Damayan ng Komunidad (SBIRT/KKDK) for primary care workers (PCWs) from Abra, Apayao, and Ifugao, along with five officers from the Philippine Drug Enforcement Agency (PDEA) in Baguio City.

The training aims to capacitate health care workers with psychoeducation, screening, general intervention, and referral, as well as a treatment program for Persons Who Use Drugs (PWUDs) with moderate risk for drug dependence and/or mild substance use disorder.

The SBIRT is intended for screening of persons who use drugs to determine their risk classification and appropriate intervention. The CBDRP-KKDK model, on the other hand, is a community-based drug rehabilitation model adopted by the Dangerous Drugs Board that can be utilized by local government units in their community-based drug rehabilitation programs.

Dr. Clarette Rosario Dy, Mr. Herwin Siong, and Ms. Agnes Heloise Barrettto from the Baguio General Hospital and Medical Center - Outpatient Drug Treatment and Rehabilitation Center (BGHMC ODTRC) provided technical expertise as resource persons for the SBIRT, while Mr. Orly Primo from the DOH-CAR Mental Health Program as well as Ms. Rinel Ann B. Tulio and Ms. Eirielle Panganiban from the BGHMC-ODTRC were the technical experts for the CBDRP-KKDK. Facilitators from the BGHMC-ODTRC were also present during the training as coaches during the workshop cm practicum of the participants.

The training covered lectures on key topics to inform participants on the necessary background and information to guide them in understanding the model and program. During the last two days of the training, the participants were immersed in facilitating the KKDK modules to assess their skills and knowledge in providing services for the CBDRP.

This marks the first batch of the training. The province of Benguet and the City of Baguio are scheduled for Batch 2, while the Provinces of Ifugao, Kalinga, and Mountain Province are scheduled for Batch 3.

In support of the initiative, DOH Undersecretary Maria Rosario Vergeire also paid a visit during the training session and emphasized the significance of the SBIRT and CBDRP-KKDK training in addressing substance use in the community. She also acknowledged the role and responsibilities of the primary care workers as frontliners in identifying early signs, providing care and support, and strengthening referral systems in their own localities.
