We now welcome FULLY VACCINATED tourists!..with these 3 SIMPLE REQUIREMENTS:

1️⃣ VISITA REGISTRATION:
🌲 create an account on visita.baguio.gov.ph, with your valid ID.
🌲 on your account, schedule a visit at least a day before your travel.
🌲 only 2,000 individual registrations will be allowed for now, following an ETA reservation system.
🌲 travel requests are approved after verification of booking by accommodation establishment, contact your AE for updates.
🌲 travel only once (QR-coded Tourist Pass) QTP is issued; registration upon arrival is not allowed, strictly no QTP no entry!

2️⃣ FULL VACCINATION:
🌲 for adults, upload and bring your vaccination card/certificate, full vaccination will mean 2 weeks after 2nd/last dose.
🌲 unvaccinated or partially vaccinated adults are not allowed.
🌲 unvaccinated or partially vaccinated minors aged 12 to 17 must present negative results of Antigen or RT-PCR test conducted within 72 hours prior to arrival or during health screening at the City Triage.
🌲 minors aged 11 and below shall be tested at the option of their accompanying parents or adult guardian.

3️⃣ TRIAGE UPON ARRIVAL:
🌲 after the checkpoint, tourists must proceed to the triage for health screening and verification of QTP and documents.
🌲 symptomatic visitors, regardless of vaccination status or test result, will be immediately tested and isolated, and referred to health officials for further action and advice prior to visitor’s return to point of origin.

OTHER IMPORTANT REMINDERS:
👉🏻 Those from ECQ, MECQ, Alert Levels 4 and 5 areas, are not allowed.
👉🏻 Always follow minimum health & safety protocols, wear mask and observe distancing at all times.
👉🏻 Observe existing city laws: no littering, no smoking, vehicle number coding within CBD, and others.
👉🏻 Stay only in accommodation establishments listed in Baguio VISITA, and enter business establishments with Safety Seal issued by the city government.
👉🏻 Business establishments observe strict protocols with limited capacity and therefore guests may be refused entry.
👉🏻 For APORs, returning residents, workers or students, register on hdf.baguio.gov.ph

REMINDER
RT-PCR or antigen tests are NOT required among FULLY VACCINATED individuals who need to travel for essential purpose as long as they do not exhibit COVID-19 symptoms upon triage.

Fully vaccinated persons who are symptomatic upon triage will be required to undergo the tests.

An individual shall be considered as fully vaccinated from COVID-19 after a period at least two (2) weeks from having received the second dose of a 2-dose series, or after a period at least two (2) weeks from having received a single dose type of vaccine.

BAGUIO SUSPENDS NON-ESSENTIAL TRAVELS FROM ALL AREAS EFFECTIVE SEPT. 3-19

Sept. 2, 2021 - Mayor Benjamin Magalong has ordered the suspension of non-essential travels to Baguio City from all areas regardless of quarantine classification from September 3 to 19, 2021.

APORs from all areas will be allowed subject to requirements. (Please refer to pinned post).

This is part of the control measures to address the current surge in COVID-19 cases in the city.

ADDITIONAL RESTRICTIONS FOR STUDENTS AND REVIEWEES
14 August 2021 – With foresight on rising Covid-19 cases, especially the highly transmissible Delta variant, additional restrictions were issued for students or those enrolled in educational, instructional, training institution with permitted face-to-face classes in the city.

The controls were issued after a meeting and in agreement with the Commission on Higher Education (CHED) and Higher Education Institutions (HEIs). Executive Assistant Atty. Althea Alberto represented Mayor Benjamin Magalong in the meeting done earlier. This was also reported during the management committee meeting last Tuesday with the executives present.

Accordingly, there is a temporary suspension of face-to-face classes, except for third and fourth year students and only those with laboratory work, clinic/hospital duty and internship. There is a need for face-to-face interaction and practical learnings and instructions in said cases, it was clarified.

According to Atty. Alberto, minimum Public Health Standards (MPHS) such as the use of face mask, shield, Personal Protective Equipment (PPE) in medical cases, the regular hand sanitation, and social distancing should be practiced within the campus. Said MPHS applies to personnel, faculty, security, students, visitors and other workers to ensure everyone’s protection and safety.

Contact training, isolation, quarantine and reporting also apply within the campus, with designated officials to undertake said health protocols

Atty. Alberto also reported that the education or training sites shall be inspected by the City Health Services Office personnel for Air Change per Hour (ACH), as to ventilation and air circulation. This is to ensure that no transmission happens due to poor air circulation, which increases the probability of Covid-19 transmission.

The wearing of double masks shall also be ordered as said practice deters virus transmission.

Unvaccinated HEI and CHED personnel shall also be included in immunization activities after a survey.
There is a need to facilitate said activity as, if plans push through, second semester is set to open in January 2022, it was known.

As to board examinations conducted in the city, a schedule is requested from the Professional Regulatory Commission (PRC) for the monitoring of examinees coming in for said activity. Examinees and personnel involved in all activities need to observe strict MPHS, as to PRC memorandum Order 86, 2020; for observation during the conduct of Licensure Examination during the pandemic.

Only medical and allied courses are allowed to conduct face-to-face activities, it was known. Reviewees are instructed to wear double masks, not to loiter around and go home directly after the board exams.

Meanwhile, review centers need to adhere to MPHS and are included in the Safety Seal Team Inspection conducted by a composite team headed by the Permits and Licensing Division (PLD). Inspection and monitoring is done regularly, even during night time and weekends.

Students and reviewees need to follow entry requirements to the city, registration with hdf.baguio.gov.ph present vaccination card; or present negative result of RT-PCR or saliva test. Travelers are considered completely vaccinated 14 days after the second dose, or 14 days after the one-dose J and J vaccine.

As of date, only essential travel, including that for educational purposes is allowed, and travel for leisure is still suspended. – Julie G. Fianza

UPDATE ON ENTRY PROTOCOLS AS OF AUG. 13, 2021

☝On the testing requirements for Non-Resident. Antigen will no longer be accepted as a testing method for unvaccinated non-resident travelers.

☝Local travelers coming from outside of Baguio, regardless of quarantine classification are required to present negative results of RT-PCR test conducted within 72 hours before entry. Fully vaccinated individuals may present vaccination documents in lieu of test results.

☝Please note, per Advisory No. 08-2021, non-essential travels from all areas are suspended until August 15, 2021. Effective Aug. 16, 2021, non-essential travels will be allowed for travelers from GCQ and MGCQ areas only but travelers who are not fully vaccinated must present negative results of RT-PCR tests conducted within 72 hours prior to entry into the City.

Non-essential travels from ECQ, MECQ and GCQ with heightened restrictions will continue to be disallowed.

This is pursuant to Executive Order No. 96-2021 Amending EO 79-2021.

MAYOR: PROTECT KIDS FROM DELTA
7 August 2021 - Mayor Benjamin Magalong on Aug. 3 urged safeguarding of children from the more harmful Delta variant after an increase in severe cases of Coronavirus disease (COVID-19) among the younger population was noted in other parts of the country.

Last July 30, the city had restricted children aged 15 years old and below from entering and enclosed places and limited them to open spaces like parks and al fresco or open air dining pursuant to Executive Order No. 89 series of 2021 issued by the mayor.

But parents should be more cautious and if possible should limit occasions of letting their children go out of their homes only to essential purposes.

“It is better to err on the side of caution than risk them from getting sick especially that they are still unvaccinated,” the mayor said.

The UP Philippine General Hospital in Manila on August 3 reported that its COVID-19 intensive care units for children had reached full capacity and that more kids with COVID-19 are being treated in the hospital.

The mayor said data from the US and Europe also showed that more children and adolescents are being infected by the Delta variant with peculiar symptoms

“Kakaiba ang symptoms nito. Akala mo very mild pero mas matindi ang tama sa inyong organs. Even the doctors mention that very light ang symptoms nito pero ang tama sa lungs is more severe,” the mayor said. – Aileen P. Refuerzo

ADVISORY
With the recent announcement of Malacanang for additional restrictions to NCR's current GCQ classification, and as a preemptive response against Delta variant, we will not be allowing Non-APORs to travel to Baguio, regardless of place of origin. Henceforth, Baguio will accept only travelers with indispensable purposes. This arrangement is effective tomorrow, 31 July 2021, and will be tentatively in place for 1 week.
