PhilHealth-Baguio, in collaboration with the City Health Services Office (CHSO), recently met with 25 pharmacy owners and representatives for the first rollout of the transition from PhilHealth Konsulta to the new YAKAP Program (Yaman ng Kalusugan Para Malayo sa Sakit). The meeting invited and discussed the process for pharmacies to apply as accredited GAMOT Facilities (Guaranteed and Accessible Medications for Outpatient Treatment), which will allow residents to access up to โฑ20,000 worth of prescribed medicines yearly.
Through the GAMOT Program, the list of available medicines expands from 21 to 75, which PhilHealth members may claim at accredited pharmacies or YAKAP facilities such as District Health Centers. Once accredited, pharmacies may dispense prescriptions issued only by PhilHealth-accredited YAKAP providers.
Philhealth discussed how pharmacy owners can apply as GAMOT Facilities. Once a pharmacy is accredited as a GAMOT facility, they are eligible to dispense medicines referred from YAKAP Providers (such as District Health Centers).
To simplify the application, PhilHealth reduced the checklist to eight requirements:
1. Provider Data Record for Health Facility
2. Notarized Performance Commitment for Health Facility
3. Updated copy of FDA LTO/DOH LTO
4. Certification of Availability of GAMOT
5. Certification of Compliance to IT Requirements
6. Payment Receipt of Accreditation Fee for standalone drug dispensing facilities (for the first three years, the accreditation fee is waived).
The following additional requirements are for facilities owned by partnerships or corporations:
7. Copy of the latest General Information Sheet (GIS)
8. Certified true copy of Articles of Incorporation (Write N/A if not applicable)

PhilHealth mentioned that there are no accredited GAMOT facilities in Baguio, prompting PhilHealth to encourage pharmacies to apply. Once certified, PhilHealth and the CHSO will publish the list of accredited facilities for public awareness. Applications must be submitted at the PhilHealth Baguio Branch, Porta Vaga. A second rollout will also be scheduled for pharmacies unable to attend the initial session.
Philhealth also emphasized that residents must get their prescriptions from Philhealth-accredited YAKAP Providers. Prescriptions from a non-YAKAP provider will not be accepted by pharmacies accredited as a GAMOT facility.
YAKAP providers offer free services such as consultations, health risk screening and assessment, selected laboratory tests (ECG, X-ray, blood test, urinalysis), cancer screening, and medicines.
Among the YAKAP providers under the City Health Services Office (CHSO) are the District Health Centers: ASIN HEALTH CENTER, Atab Health Center, AtokTrail HC, Aurora Hill District Health Center - Baguio City, CAMPO Filipino Health Center, City Camp Health Center, Engineers Hill Health Center Primary Care Facility, Irisan Health Center, Loakan District Health Center, Lucban Health Center, Pacdal Health Center, Pinsao District Health Center, Quezon Hill District Health Center, and Quirino Hill District HC. The only private-owned YAKAP Center in Baguio is Olympian Medical and Diagnostic Center.
Residents are advised to monitor both the Philhealth Cordillera page and the City Health Services Office page for the first publication of GAMOT Facilities in the city or the Cordillera Administrative Region.
