THE FIRST IGOROTA POLICE GENERAL FROM SABANGAN
PBGEN Jezebel Dominguez Medinaโs journey reflects both service and determination. Born in Sabangan, Mountain Province, and raised in a family of leaders, she chose a path that combined her profession as a dentist with her passion for public service. In 1993, she entered the police through lateral entry, setting the stage for a career marked by commitment and innovation.
She became known for programs that directly addressed the needs of police personnel. One of her earliest initiatives, โBagong Ngiti sa Dating Bungi,โ launched in 2004, provided free dentures to officers and has since expanded nationwide under the name โSerbisyong May Ngiti para sa Kapulisan.โ Later, as Regional Chief of the Medical and Dental Unit 3, she introduced EMPOw, a wellness monitoring program for the PNP.
Her leadership proved vital during the COVID-19 pandemic, where she guided the Health Service in managing protocols, testing, quarantine, and vaccination. Through her direction, the PNP achieved a 99% full vaccination rate, ensuring the safety of personnel while sustaining critical police operations.
For her service, she earned multiple national awards, including Best Regional Health Service Chief. Today, she makes history as the first Igorota Police General, now serving as Director of the Health Service.
