CJMM Community Legal Assistance Office is the official Legal Aid Clinic of Saint Louis University Founded on April 18, 2015, the Chief Justice Manuel V.

Moran Community Legal Assistance Office (CJ Moran CLAO) is envisioned as the center of active involvement in social transformation in the Cordillera. By rendering free legal services to indigents in Baguio and Benguet and maintaining active involvement in public interest cases, our legal assistance office strives to accomplish a two-fold goal, that is, to initiate systemic changes and improvements to the local communities we serve and advocate the rights of our clientele, all whilst staying true to our commitment of effectively training the students of the Saint Louis University - School of Law to be ethical, competent, and socially involved by giving them a genuine opportunity to hone their fundamental lawyering skills within the context of community legal service.

On April 4, 2026, a meaningful seminar was successfully conducted via Zoom in partnership with Don Mariano Marcos Memorial State University, carrying the theme “Her Rights, Her Charter: Strengthening the Shield of Equality.” The discussion centered on the Magna Carta of Women (RA 9710)—a landmark law that upholds and protects the rights of women in the Philippines. Participants were introduced to the core principles of gender equality and the legal mechanisms that safeguard women from discrimination and violence.

Under the supervision of Atty. Jasmine Quiaño, the law student practitioners hosted the seminar and provided an informative and empowering platform for students and attendees to deepen their understanding of women’s rights under Philippine law. The speakers highlighted the importance of awareness, legal literacy, and active participation in promoting gender-responsive communities where women’s voices are heard and respected.

Through this collaborative initiative, the event reaffirmed a shared commitment to strengthening the protection of women’s rights and advancing equality in all sectors of society. By bringing together legal insights and academic engagement, the seminar served as a reminder that empowering women through knowledge of their rights is a vital step toward building a more just and inclusive future.

Last March 29, 2026, the CJMM Community Legal Aid Office (CLAO) successfully conducted its milestone voter-education webinar, "Ink-Credible: Why Your Thumbmark Matters." Designed specifically for the student leaders and the general student body of the University of Eastern Pangasinan, this initiative served as a vital intervention ahead of the 2026 Barangay and Sangguniang Kabataan Elections.

The webinar moved beyond the traditional "voting as a task" narrative, instead framing governance as a shared responsibility. Led by our dedicated Law Student Practitioners and under the supervision of Atty. Davy N**o, the session deconstructed complex legal frameworks into actionable civic habits for the modern student, which are as follows:

1. The Right to Suffrage: A deep dive into the 1987 Constitution and the Philippine Omnibus Election Code to understand the legal weight of every single vote.

2. Candidate Evaluation: Moving past personality-based politics by utilizing a rigorous framework to assess the accountability and platforms of local elective officials.

3. Digital Integrity: Practical training on the SIFT method (Source, Investigate, Find, Trace) to effectively fact-check and debunk electoral misinformation within digital circles.

As the youth comprise nearly one-third of the Philippine electorate, the UEP community is proving that they are not just passive observers, but informed decision-makers ready to lead the charge in grassroots integrity.

The Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO) of Saint Louis University School of Law successfully conducted the fifth and final installment of its Tax Literacy Webinar Series on March 26, 2026, in partnership with the Department of Labor and Employment - Cordillera Administrative Region (DOLE - CAR), under the supervision of Atty. Jezreel Llanes.

The webinar aimed to help Contract of Service (COS), Job Order (JO), and other government employees better understand their tax obligations and navigate this tax season with confidence.

The session featured discussions on basic tax concepts by Abelardo Jr. Lang-Ay, BIR procedural requirements by Meha Shane Damiyay, and a practical demonstration of tax return filing through eBIR by Leomar Alexies Caliboso, equipping participants with both theoretical knowledge and practical skills in tax compliance.

As this marks the last installment, we extend our deepest gratitude to all participants who devoted their time and energy, and to the committed team who poured their expertise and passion into every discussion and demonstration. Your presence and support have been the lifeblood of this initiative, turning each webinar into a meaningful step toward empowerment and confidence in navigating tax season.

𝐋𝐄𝐆𝐀𝐋 𝐀𝐈𝐃 𝐈𝐍 𝐁𝐔𝐆𝐔𝐈𝐀𝐒

Advancing its continuing mission of bringing the law closer to the people, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM-CLAO) spearheaded the conduct of a Free Legal Consultation and Notarization activity on March 29, 2026, in Poblacion, Buguias, Benguet, in support of the SEMEK Cordillera Human Rights Hub project.

Serving as the frontliners in the activity, the Law Student Practitioners of CJMM-CLAO played a vital role in the successful implementation of the initiative, providing free legal consultations, assistance in the drafting of simple legal documents, and notarization services to members of the community.

Conducted under the supervision of Atty. Jezreel John A. Llanes, Atty. Irish Ruth L. Villanueva, Atty. Davy N**o, and Atty. Rio Grant Paciteng, the activity not only provided community members with proper legal guidance but also afforded Law Student Practitioners the opportunity to gain valuable, real-world experience in public service.

In partnership with the SEMEK Cordillera Human Rights Hub, funded through The Asia Foundation, and Saint Louis University-School of Law, the activity aimed to extend legal assistance to underserved communities and strengthen public awareness of legal rights and remedies, thereby bridging the gap in legal services and reinforcing its commitment to making justice more accessible and responsive where it is needed most.

In celebration of Women’s Month, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), through its Law Student Practitioners and under the guidance of AAtty. Maridel Jasmine E. Quiaño, successfully conducted the EmpowHER Lecture Series: Abante Babae! Legal Foundations of Women’s Rights — A Seminar on the Magna Carta of Women (R.A. 9710) on March 5, 2025, from 9:30 a.m. to 11:30 a.m. at the DENR – Mines and Geosciences Bureau, Cordillera Administrative Region, 80 Diego Silang St., Barangay Kabayanihan, Baguio City, Benguet.

The seminar gathered participants from the DENR–MGB Cordillera Administrative Region in an interactive learning session designed to enhance understanding of women’s rights, gender equality, and legal protections in the workplace and public service.
The session featured an engaging presentation by Ms. Carmela Samson, LSP 2, who explained the salient provisions of the Magna Carta of Women (R.A. 9710), illustrating its application through practical scenarios and relevant jurisprudence. The Question-and-Answer portion allowed participants to clarify key concepts and legal foundations of the law.

Closing remarks were delivered by Ms. Jem Ann Wacnag, LSP 2, highlighting the importance of sustained awareness and collective effort in upholding women’s rights. The seminar ultimately served as a meaningful step toward fostering a more informed, gender-responsive, and empowered community.

Under Philippine law, the Internet Transactions Act (R.A. 11967) modernizes e-commerce by imposing the same legal duties on online sellers as those in physical stores, shifting the marketplace from a “buyer beware” system to a professionalized, regulated environment.

This law holds digital sellers accountable for product quality, accurate descriptions, timely delivery, and proper handling of consumer complaints, ensuring that buyers enjoy the same protections online as they would in brick-and-mortar transactions.

By aligning online and offline commerce standards, the Act promotes trust, transparency, and fairness in the digital marketplace, benefiting both consumers and legitimate sellers.

The ChiefJustice Manuel V. Moran Community Legal Assistance Office, as a member of the Semek Hub, invites everyone to Aklas Pelikula, a film screening on March 25, 2026, at SM Cinema 2 from 9:00 A.M. to 2:00 P.M.

Free and open to all, this gathering brings together stories that unsettle, illuminate, and call us to remember and feature films that confront the past and engage the present in the pursuit of human rights, environmental protection, and social justice in the Philippines.

11,103 (2022), directed by Miguel Alcazaren and Jeannette Ifurung, weaves together the voices of survivors of state-sponsored violence during Martial Law under President Ferdinand Marcos Sr. It stands as both testimony and tribute, honoring the 11,103 victims recognized and compensated through a landmark law in 2013

DELIKADO (2022), directed by Karl Malakunas, turns its lens to Palawan, where beauty and peril exist side by side. It follows environmental defenders who place themselves between fragile ecosystems and forces of exploitation. Their struggle unfolds as a story of courage and conviction, revealing the cost and necessity of safeguarding what remains.

In celebration of Women’s Month, the Chief Justice Manuel V. Moran Community Legal Assistance Office (CJMM CLAO), through its Law Student Practitioners and under the supervision of Atty. Arvin Itliong, successfully conducted a seminar entitled “EmpowHER Lecture Series: A Jurisprudential Perspective on Human Rights Under the Safe Spaces Act” on March 5, 2026. The activity was held at the office of the Department of Environment and Natural Resources – Mines and Geosciences Bureau in Baguio City, in partnership with the said agency.

The seminar, led by Deanne Allyssa G. Tungbaban and Ileo Wilfredo S. Guiang III, aimed to promote an inclusive workplace culture and equip participants with a deeper understanding of legal protections under the Safe Spaces Act. It highlighted key jurisprudential principles on human rights and emphasized the law’s role in fostering environments grounded in dignity, respect, and gender sensitivity.

The team behind the seminar was composed of speaker Xyza Rio Beatrix Caliva; researcher Jeremy Joe Nava; facilitators Mark Louie Raceles and John Marco Daniel; and logistics coordinators Renzon Riparip and Hannah Grace Ladringan.

This collaborative initiative between the Department of Environment and Natural Resources and CJMM CLAO reflects a shared commitment to community legal education and empowerment. It likewise supports the broader objectives of Women’s Month in advancing gender equality and strengthening the protection of human rights.

𝐀𝐝𝐨𝐩𝐭𝐢𝐨𝐧 𝐯. 𝐋𝐞𝐠𝐚𝐥 𝐆𝐮𝐚𝐫𝐝𝐢𝐚𝐧𝐬𝐡𝐢𝐩

Under Philippine law, adoption and legal guardianship serve distinct purposes in providing care for minors, with adoption creating a permanent parental bond while guardianship offers temporary authority without severing biological ties.

Adoption fully terminates the biological parents' rights and responsibilities, transferring them to the adoptive parents, who gain full legal authority over the child's custody, support, education, and inheritance as if the child were born to them.

In contrast, legal guardianship appoints a guardian to manage the minor's person and/or property when parents are incapacitated, deceased, or unfit, but preserves the biological parents' rights, including visitation and inheritance obligations, making it revocable and typically ending at age 18.

This key difference ensures adoption suits permanent family integration, while guardianship provides flexible, interim protection without altering the child's legal parentage.
