Transcending Institutions and Communities Inc. was invited as guest speaker at Barangay Loacan, Itogon, Benguet during its 60th Foundation Day with a meaningful step toward a healthier community through a Tuberculosis (TB) and the No Smoking Program orientation session.

Residents learned about how TB spreads, its signs and symptoms, the importance of early detection, and the impact of smoking on TB progression and treatment. The session also emphasized that TB is preventable and curable, and that free diagnosis and treatment are available at government health facilities.

Smoke-Free Enforcement Training for T’Boli, South Cotabato

Transcending Institutions and Communities, Inc. (Transcend), through the Data and Implementation Sciences for Health, provided technical assistance to the Municipality of T’Boli, South Cotabato in conducting a two-day Smoke-Free Enforcement Training for Anti-Smoking and Anti-Vaping Enforcers on April 15–16, 2026 at Avior Hotel, General Santos City.

The training gathered 28 participants from the 25 barangays, the Municipal Health Office, and the Philippine National Police. It supports the implementation of T’Boli’s newly approved Smoke- and Vape-Free Ordinance, which amends the 2011 ordinance and is currently pending approval by the Sangguniang Panlalawigan of South Cotabato.

As a State Party to the World Health Organization Framework Convention on To***co Control, the Philippines continues to advance to***co control through key laws such as Republic Act No. 9211, Republic Act No. 10643, and Republic Act No. 11346. However, enforcement at the local level remains a challenge due to gaps in capacity, systems, and coordination.

The training aimed to strengthen enforcement capacity by equipping participants with knowledge on to***co control policies, MPOWER strategies, enforcement procedures, documentation, and communication skills. It also guided participants in developing a 6–12 month Smoke-Free Enforcement Action Plan to support sustained implementation in their respective localities.

Transcending Institutions and Communities, Inc. (TRANSCEND), in collaboration with the Municipality of Itogon and AIHO, is implementing the project “Strengthening Community-Based Support for TB Patients in Benguet.”

The project aims to improve tuberculosis (TB) treatment adherence and outcomes through the establishment of community support groups in selected pilot barangays in Itogon, Benguet. As part of this initiative, a consultation workshop and training for the Barangay Support Groups were conducted in the pilot barangays of Ucab, Virac, and Loacan.

During the activity, participants assessed the current protocols on TB case finding and case holding to identify gaps and opportunities for strengthening the existing support system for patients and their families. The activity also focused on enhancing community participation to ensure continuous treatment, increase the uptake of TB medicines, and improve compliance with preventive treatment therapy (PTP).

Through stronger community engagement and coordinated local action, the project aims to build a more responsive and sustainable support system for TB patients, contributing to better health outcomes and healthier communities in Benguet.

More and more cities and municipalities in the Cordillera Administrative Region are strengthening the implementation of their smoke-free and v**e-free programs in line with the WHO Framework Convention on To***co Control (FCTC) and national to***co control laws.

Tabuk City successfully conducted the MPOWER and Enforcement Training last April 18–19, equipping local enforcers and partners with the knowledge and skills needed to ensure effective implementation of the city’s smoke-free ordinance.

This April, the municipalities of Itogon, Tuba, Kapangan, and La Trinidad also convened their respective Smoke-Free Task Force Meetings to discuss concrete plans on how to strictly enforce their WHO FCTC-compliant ordinances, strengthen monitoring, and protect the public from the harmful effects of to***co and v**e products.

These activities are being supported through the technical assistance of Transcending Institutions and Communities, Inc. (TRANSCEND), which continues to work closely with local government units in strengthening to***co control programs, building enforcement capacity, and promoting policies that protect communities from the dangers of to***co and ni****ne products.

These collective efforts show the strong commitment of local government units in the Cordillera to safeguard public health, protect the youth, and create cleaner and healthier communities. Through stronger policies, active enforcement, and community participation, we move closer to our shared goal — a healthier, smoke-free future for all.
