Isang taos-pusong pagbati sa ating Barangay sa pagkakamit ng karangalan bilang Best VAWC Officer at Best VAWC Room para sa taong 2025 Validation! ๐ŸŽ‰

Ang pagkilalang ito ay patunay ng ating patuloy na dedikasyon at malasakit sa pagsulong ng karapatan at kapakanan ng kababaihan at mga bata sa ating komunidad. Sa pangunguna ng ating VAWC Officer Mar-Vina Reynon Melendres Jhoerjean Nudalo at sa suporta ng buong pamunuan ng barangay sa pangunguna ng Punong Barangay Reynaldo Go Jr. matagumpay nating naipakita ang maayos, ligtas, at makataong serbisyo para sa mga biktima ng karahasan.

Lubos po ang aming pasasalamat sa lahat ng nakibahagi at sumuportaโ€”sa ating mga kawani, volunteers, at mga kabarangay. Ang tagumpay na ito ay para sa ating lahat!

VAWC On-Site Validation 2026 (For CY 2025)

Isinagawa ang On-Site Validation para sa Violence Against Women and Their Children (VAWC) ngayong taong 2026, bilang pagsusuri sa mga programang ipinatupad para sa Calendar Year 2025.

Layunin ng gawaing ito na matiyak ang maayos na pagpapatupad ng mga polisiya, serbisyo, at programa na naglalayong protektahan ang kababaihan at kanilang mga anak laban sa anumang uri ng karahasan.

The SC clarified that previous decisions stating that a woman cannot claim to be a ra*pe victim unless she fought back are INCONSISTENT with the current legal framework. These earlier pronouncements often reinforce misguided stereotypes that contribute to gender bias and insensitivity. It is essential to recognize and respect womenโ€™s rights to autonomy and bodily integrity.

๐Ÿ›‘ANTI-SE_XUAL HARASSMENT ACT (RA 7877)

RA 7877 was enacted to protect employees, students, and trainees from se_xual hara_ssment committed by persons who have authority, influence, or moral ascendancy over them.

Se*xual harassment occurs when a person in authority (someone with moral ascendancy) demands, requests, or requires sexual favors from another person.

This commonly happens in:

โœ” Workplace
โœ” Educational institutions
โœ” Training environments

The law focuses on situations where the offender abuses their power or influence over the victim.

WHO CAN COMMIT SE*XUAL HARASSMENT?

Under the law, the offender is usually someone who has authority or influence or moral ascendancy, such as:

โ€ข Employer
โ€ข Manager or supervisor
โ€ข Teacher or professor
โ€ข Trainer or instructor
โ€ข Person with moral ascendancy over another

WHEN IS SE*XUAL HARASSMENT COMMITTED?

Se*xual harassment exists when sexual favor is made a condition for employment, education, or opportunities, such as: (1) in the workplace, if sexual favor is made a condition for: Hiring; Promotion; Salary increase; Continued employment; (2) when refusal results in: Unfair treatment; Intimidation; or Hostile working environment; or (3) In Education or Training, If sexual favor affects: Grades; Scholarship;Honors; or Training opportunities.

LIABILITY OF EMPLOYERS AND SCHOOL AUTHORITIES

Employers and school administrators also have legal responsibilities.

They must:

โœ” Prevent se*xual harassment
โœ” Create rules and procedures for complaints
โœ” Establish a Committee on Decorum and Investigation (CODI)

Failure to take action may also result in administrative liability.

PENALTIES UNDER RA 7877

Any person found guilty of se*xual harassment may face: Imprisonment; fine; and Administrative sanctions.

Under R.A. 7610, it is the policy of the State to provide special protection to children from all forms of abu*se, neglect, crue*lty explo*itation and dis*crimination and other conditions, prejudicial their development; provide sanctions for their commission and carry out a program for prevention and deterrence of and crisis intervention in situations of child abu*se, explo*itation and dis*criminatio. The State shall intervene on behalf of the child when the parent, guardian, teacher or person having care or custody of the child fails or is unable to protect the child against abu*se, neglect, crue*lty explo*itation and dis*crimination or when such acts against the child are committed by the said parent, guardian, teacher or person having care and custody of the same.

๐Ÿ”Ž ๐–๐ก๐š๐ญ ๐๐จ๐ž๐ฌ ๐‘๐€ ๐Ÿ•๐Ÿ”๐Ÿ๐ŸŽ ๐œ๐จ๐ฏ๐ž๐ซ?

RA 7610 protects children (below 18 years old) from:
(a) Child abu*se โ€“ physical, psychological, or se*xual harm
(b) Child exp*loita*tion โ€“ using children for profit, labor, or se*xual purposes
(c) Child dis*crimination โ€“ unfair treatment that har*ms a childโ€™s development

๐—ก๐—ผ๐˜๐—ฒ: It goes beyond the home. The law applies in schools, workplaces, communities, and even online spaces. Even acts that are not physically violent but cause emotional harm can be punishable under the law.

๐–๐ก๐จ ๐ฆ๐š๐ฒ ๐Ÿ๐ข๐ฅ๐ž ๐š ๐œ๐จ๐ฆ๐ฉ๐ฅ๐š๐ข๐ง๐ญ?

Complaints on cases of unlawful acts committed against the children may be filed by the offended party; the parents or guardians; Relatives within 3rd degree of consanguinity; officer, social worker or representative of a licensed child-caring institution; officer or social worker from DSWD; Barangay Chairman; or at least 3 concerned responsible citizens where the violation occurred.

๐™‹๐™š๐™ฃ๐™–๐™ก๐™ฉ๐™ฎ
RA 7610 imposes heavier penalties because the victim is a child. The law treats offenses against minors with greater severity than ordinary crimes. The penalty may range (depending on the acts committed) from Prisiรณn mayor ((6 years and 1 day to 12 years) to reclusiรณn perpetua (20 years and 1 day to 40 years)
