Muling binibigyang-diin ang mahigpit na pagsunod sa itinakdang oras ng trabaho at ang mga kaukulang parusa sa mga paglabag, alinsunod sa Omnibus Rules Implementing Book V of EO No. 292 at Revised Rules on Administrative Cases in the Civil Service (RRACCS).

Empowering Every Estehanon: A Milestone for Inclusion and Digital Innovation

We are thrilled to announce a significant leap forward in our mission to serve the disability sector in Eastern Samar!

On the afternoon of December 18, 2025, acting on the authority of Governor Ralph Vincent Evardone, the Provincial Government officially received a specialized Computer Workstation donated by the National Council on Disability Affairs (NCDA) through the leadership of Executive Director Glenda D. Relova. This turnover, facilitated by the NCDA Regional Program Division’s Ms. Zyrell Nator and Sir Tristan, took place at the DSWD Regional Office in Palo, Leyte, under the guidance of Regional Director Grace Subong, represented by the Regional Focal Person for Persons with Disability Programs, Mr. Macor Christian Lee Wael.

This arrival is both timely and transformative. It serves as a vital engine for the Provincial Persons with Disability Affairs Office (PDAO) and its newly proposed Digitalization of the Persons with Disability Data Management System (PWD-DMS).

Aligning perfectly with Governor RV Evardone’s priority agenda for Digitalization, this initiative is set to revolutionize how we serve our community by:

Centralizing Care: Transitioning to a real-time, centralized database for PWD records across the province.

Precision Planning: Using disaggregated data to ensure provincial programs are backed by evidence and tailored to real needs.

Resilient Response: Enhancing our ability to provide immediate, targeted assistance during disaster response and emergencies.

ANG BANSA NA HINDI MAKARINIG, HINDI MAKAKITA, AT HINDI MAKARAMDAM

Sa Pilipinas, may tinig na araw-araw humihingi ng tulong pero hindi naririnig. Hindi dahil mahina, kundi dahil mas malakas ang katahimikan ng isang lipunang hindi para sa kanila.

May higit 1.4 million Pilipino na may kapansanan ayon sa PSA. Ngunit sinasabi mismo ng Philippine Institute for Development Studies na ang tunay na bilang ay mas mataas dahil marami ang hindi nakakapagpa-assess, hindi nakakapag-renew ng PWD ID, o hindi umaabot sa kahit pinakamalapit na tanggapan. Sa Quezon City pa lang, higit 33,000 ang registered PWDs, pero mas marami ang invisible dahil walang akses sa mismong mga prosesong dapat tumulong sa kanila.

May batas tayo. RA 7277. RA 9442. RA 10524. At may UN Convention on the Rights of Persons with Disabilities na pinirmahan ng Pilipinas noong 2008. Sa papel, ang bansa ay para sa lahat. Sa realidad, ang bansa ay para lang sa mga kayang umakyat, tumawid, at makakita sa signage na hindi mo maaabot kung wala kang lakas ng binti o liwanag ng mata.

Sa research ng PIDS, halos 44 percent ng persons with disability ang walang trabaho, hindi dahil wala silang kakayahan, kundi dahil hindi sila makapasok sa mismong pintuan ng oportunidad. Sa DepEd data, maraming batang may kapansanan ang hindi nakapapasok sa paaralan dahil walang rampa, walang accessible CR, at walang trained personnel. Maraming LGU buildings ang walang elevator. Sa 2019 accessibility audit ng Department of Public Works and Highways, dose-dosenang government buildings ang bagsak sa minimum requirements ng Accessibility Law. Marami ang walang ramps, sobrang makitid ang pinto, at walang tactile paving para sa may visual impairment.

Ito ang araw-araw na kuwento na hindi sinusulat sa diyaryo. Isang lalaking naka-wheelchair na pinilit buhatin sa hagdan ng city hall para lang makakuha ng PWD ID. Isang batang may cerebral palsy na tumigil sa pag-aaral dahil ang tanging jeep na daraan sa kanila ay kailangang akyatin. Isang bulag na nadapa sa sidewalk na may butas at nakaharang na poste habang ang driver ng tricycle ay humihirit ng dagdag dahil baka raw mabagal siya. Isang ina na umiiyak sa labas ng ospital dahil hindi makapasok ang wheelchair ng anak niya sa CR dahil masikip ang pinto.

Walang mas matalas na parusa kaysa sa araw-araw na pagpapaalala na hindi ikaw ang inisip nang gawin ang lipunan.

Sa National Council on Disability Affairs report, karamihan ng LGUs ay walang local accessibility audit. Ibig sabihin, hindi alam ng gobyerno kung ilang tulay, paaralan, health center, o barangay hall ang hindi accessible. At kung hindi mo alam ang lawak ng problema, hindi mo rin malulutas ito. Sa assessment ng DOH, marami sa public hospitals ang hindi tugma sa accessibility standards. Sa public transport study ng Ateneo Policy Center, ipinakita na halos lahat ng bus, jeep, at UV Express routes ay hindi accessible sa wheelchair users.

Hindi ito simpleng inconvenience. Ito ay paglabag sa karapatan. Ang mobility ay karapatan. Ang edukasyon ay karapatan. Ang kalusugan ay karapatan. Ang trabaho ay karapatan. At bawat araw na hindi makagalaw ang taong may kapansanan ay araw na nilabag natin ang batas.

Pero ang masakit, alam natin ang solusyon. Rampa. Elevator. Mas malapad na pinto. Tactical paving. Accessible public transport. Inclusive hiring. Digital apps na may screen-reader support at non-visual cues. Hindi ito komplikado. Hindi ito high-tech. Mas mura pa ito kaysa sa facade ng mga bagong opisina na hindi naman malalapitan ng taong may kapansanan.

Ang tunay na dahilan ay hindi kakulangan ng kaalaman. Kakulangan ng pakialam.

Sa bawat bansang umuunlad, ang tanong ay hindi gaano kataas ang building. Ang tanong ay gaano kadali para sa pinakamahina na gumalaw, makapag-aral, makapag-trabaho, at mabuhay nang may dignidad.

Dito sa atin, ang sagot ay malinaw. Sa bansang hindi marunong magbigay-daan, ang pinaka-naaapakan ay yaong hindi na nga makatayo.

Kaya dapat itong pag-usapan. Hindi dahil ito ay kuwento ng awa. Ito ay kuwento ng katarungan. At may obligasyon tayong lahat na hindi matahimik habang may mga kababayan tayong hindi makatawid sa sariling bayan.
