National Nutrition Council Caraga Region The NNC, as mandated by law, is the country's highest policy-making & coordinating body on nutrition.

History of Composition and Legal Bases

1947
Creation of the Philippine Institute of Nutrition (PIN) as a first attempt to institutionalize a national nutrition program

1958
Reorganization of the PIN into the Food and Nutrition Research Center (FNRC) under the National Science and Development Board

1960
Organization of the National Coordinating Council on Food and Nutrition (NCCFN), a loose organization of government and non-government agencies and organizations involved in nutrition and related projects.

1971
Promulgation of Executive Order No. 285, mandating the National Food and Agriculture Council (NFAC) to coordinate nutrition programs in addition to coordinating national food programs, thus, superseding the NCCFN.

1974
Promulgation of Presidential Decree No. 491 (Nutrition Act of the Philippines, 25 June 1974), which created the National Nutrition Council (NNC) as the highest policy-making and coordinating body on nutrition.

1987
Promulgation of Executive Order No. 234 (Reorganization Act of NNC, 22 July 1987) reaffirming the need for an intersectoral national policy-making and coordinating body on nutrition. It expanded the membership of the NNC to include the Departments of Budget and Management (DBM), Labor and Employment (DOLE), Trade and Industry (DTI), and National Economic and Development Authority (NEDA). The Department of Social Welfare and Development was named chair of the NNC Governing Board.

1988
Administrative Order No. 88 named the Department of Agriculture as the NNC Chair of the NNC Governing Board.

2005
Executive Order No. 472 named the Department of Health (DOH) as the chair of the NNC, with the Department of Agriculture (DA) and the Interior of Local Government (DILG) as vice-chairs. In addition to its policy and coordinating functions, NNC was also tasked to focus on hunger-mitigation and authorized to generate and mobilize resources for nutrition and hunger-mitigation programs.

2007
Executive Order No. 616 designated the NNC as oversight of the Accelerated Hunger-Mitigation Program to ensure that hunger-mitigation measures are in place, and are reported to the President. To know more:

National Nutrition Council -Regional Nutrition Program Coordinator, Dr. Nino Archie S. Labordo together with the Regional Project Management Team of the Philippine Multisectoral Nutrition Project (PMNP) Caraga is now mobilizing the 8 PMNP local government units in the Province of Surigao del Sur through the review and formulation of the local nurition action plans at the barangay level.

On March 2 and March 4, 2026, Dr. Labordo served as resource speaker sharing the topics on Why Invest in Nutrition, the Philippine Plan of Action for Nutrition (PPAN) 2023-2028 and the Nutrition Program Management (NPM) overview. A total of 28 barangays and their Rural Health Unit/ Nutrition Staff in the municipalities of San Agustin and Madrid, Surigao del Sur joined the activity.

The discussion generated interest in aligning and integrating PPAN programs, projects, and activities into the Barangay Development Plans, while encouraging commitments to achieve PPAN goals and objectives through a multi-sectoral approach. #

KINHASONG LAW-OY ALA DINAGAT WINS WALANG GUTOM KUSINERO COOK-OFF CHALLENGE SEASON 2
A mother-and-daughter team from San Jose, Dinagat Islands emerged as the Regional Champion in the Walang Gutom Kusinero: Cook-Off Challenge Season 2, conducted by the Department of Social Welfare and Development (DSWD) through the Walang Gutom Program on March 5, 2026 at Amontay Beach Resort as part of the Innovations Caravan 2026 in the Caraga Region.
Mhe Ann Caduyac (Main Cook) and Ester Caduyac (Assistant Cook) won with their dish โ€œKinhasong Law-oy ala Dinagat,โ€ a nutritious and affordable vegetable soup enriched with fresh shells, highlighting the programโ€™s advocacy of โ€œMasarap, Masustansya, at Murang Pagkain.โ€
Beneficiaries from Kitcharao, Esperanza, Bacuag, Tandag City, and San Jose competed in the regional round, with entries evaluated based on 50% adherence to the advocacy and 50% uniqueness and innovation. The competition also supports the directive of President Ferdinand R. Marcos Jr. to strengthen food security initiatives for Filipino families.
The Board of Judges included Leah Vargas from the National Nutrition Council, Aiko Haya, MSWDO of LGU Nasipit, Director Marilyn Moral, local vlogger Bogart the Explorer, and Official Coachsinero Chef Marky.
As Regional Champions, the Caduyac tandem received โ‚ฑ10,000 cash prize, Sustainable Livelihood Program (SLP) assistance, and sponsorship support from Monde Nissin Corporation and Maskflex, and will represent the Caraga Region in the National Level Competition.

DSWD Innovations Caravan 2026 Brings Flagship Programs Closer to Caraga Communities
The Department of Social Welfare and Development (DSWD) Field Office Caraga, through its Innovations Division, successfully conducted the Innovations Caravan 2026 on March 5, 2026 at Amontay Beach Resort, bringing innovation-driven social protection programs closer to communities in the Caraga Region.
The activity showcased key initiatives including the Walang Gutom Program, Tara, Basa! Tutoring Program, Pag-abot Program, Social Technology Unit interventions, and the Enhanced Partnership Against Hunger and Poverty (EPAHP), aimed at strengthening community-based solutions and improving access to government services.
โ€œThe Innovations Caravan is more than a showcase. Ito po ay isang convergence of national leaders, local chief executives, partners, and beneficiaries โ€” all working together to strengthen social protection through innovation,โ€ said Regional Director Mari-Flor A. Dollaga.
A major highlight was the Walang Gutom Kusinero: Cook-Off Challenge Season 2, where representatives from Agusan del Norte, Agusan del Sur, Surigao del Norte, Surigao del Sur, and Dinagat Islands showcased innovative dishes advocating โ€œMasarap, Masustansya, at Murang Pagkain.โ€ The regional champion, Mhe Ann Caduyac (Main Cook) and Ester Caduyac (Assistant Cook), received a cash prize of โ‚ฑ10,000 along with Sustainable Livelihood Program (SLP) assistance.

โœจ1st Quarter Provincial Nutrition Committee (PNC) Meeting of Surigao del Sur for CY 2026โœจ

The Provincial Nutrition Committee (PNC) of Surigao del Sur successfully conducted its 1st Quarter Meeting for Calendar Year (CY) 2026 on March 5, 2026, at the Uptown Corporate Hotel in Butuan City. The Nutrition Action Officers Meeting was also conducted in conjunction with the said meeting.

During the preliminaries, Regional Nutrition Program Coordinator Dr. Niรฑo Archie S. Labordo delivered a message recognizing the commendable efforts of the provincial members in advancing the implementation of nutrition-related projects, programs, and activities aligned with the Philippine Plan of Action for Nutrition (PPAN) 2023โ€“2028. He emphasized that investing in nutrition is an investment in the present and future of the province, as improved nutrition contributes to the health and well-being of the community, enabling individuals to become more productive members of society.

During the meeting, Nutrition Officer II Mae C. Ramoco, RND, provided updates on the status of the Local Nutrition Action Plans (LNAPs), PPAN Accomplishment Reports, LGU Reports submitted to the National Nutrition Council (NNC), and the Dietary Supplementation Program. She also presented information on the Multiple Micronutrient Supplement, Barangay Nutrition Scholar (BNS) Travelling Allowance, and the TESDA Community Nutrition Services (CNS) NC II Skills Training recommended for BNS.

Additionally, NO II Ramoco shared preliminary information regarding the provinceโ€™s upcoming Operation Timbang Plus Manual of Operations and Data Quality Check Protocol Training, as well as the 2026 Nutrition Month Campaign.
