Blessing and Inauguration of San Leonardo Hospital

August 31, 2023. San Leonardo Infirmary was established as a healthcare facility catering primarily to basic medical needs within the community. Over time, due to increasing demand and advancements, efforts were undertaken by both government officials, healthcare professionals and other stakeholders to upgrade San Leonardo Infirmary to a full-fledged Level I hospital.

The ceremony commenced with a solemn blessing, signifying not only religious reverence but also acknowledging the vital role hospitals play in promoting healing and well-being. It was a reminder of the responsibility entrusted upon those within its walls-doctors, nurses, technicians, administrators-who would soon work tirelessly to save lives and alleviate suffering.

The momentous event was graced by Department of Health- Central Luzon Center for Health Development (DOH-CLCHD) Assistant Regional Director, Dr. Lailani Mangulabnan; Mayor Froilan Nagaño and Dr. Maricel Natividad- Nagaño and Provincial DOH Team Leader of Nueva Ecija, Dr. Edwin Santiago. BLESSING AND OPENING OF OSPITAL NG LUNGSOD NG AGHAM NG MUNOZ

Last August 24, 2023, the Grand Opening Ceremony and Blessing of Ospital ng Lungsod Agham ng Munoz (OSLAM) took place.
Three years after the ground breaking ceremony, with hard work and dedication, the OSLAM is now open to cater primary healthcare needs of the community. Despite the challenges posed by the pandemic, the unwavering efforts of Mayor Baby Armie Alvarez, Vice Mayor Nestor Alvarez, and the whole team have made this dream a reality.

To celebrate this momentous occasion, a motorcade was organized, participated by various local government agencies, the City Health Office, OSLAM staff, and 37 barangays. The motorcade concluded at the OSLAM grounds, where a heartfelt blessing and grand opening ceremony took place.

Mayor Baby Armie Alvarez expressed her gratitude to everyone who supported the hospital project, including Sen. Joseph Victor Ejercito, Sen. Francis Tolentino, Department of Health Secretary Teodoro Herbosa, Governor Aurelio Umali, Hon. Joseph Gilbert Violago, Former Congresswoman Mikki Violago, Dr. Mikko Wong, Nueva Ecija Medical Society and many others who contributed their time and effort. Their support has truly made a difference. Mayor Alvarez also thanked Department of Interior and Local Government Aurora Provincial Director Atty. Ofelio A. Tactac, Jr, Department of Health Central Luzon Center for Health Development Regional Director Corazon I. Flores, Acting Branch Manager of Philhealth Regional Office III-Branch B Mr. Arlan M. Granali, Provincial Department of Health Office Nueva Ecija Development Management Officers Dr. Edwin V. Santiago, Dra. Evelyn Abesamis, and Maam Alona Diwa for their invaluable assistance.

In his speech, Dr. Mikko Wong, Chief of Hospital of OSLAM, made a heartfelt promise to treat every patient as family, providing them with utmost care and quality service. No one will be turned away. The OSLAM team is committed to ensuring that everyone receives the healthcare they deserve.

Healthcare is a vital aspect of our lives, and the opening of OSLAM marks a significant step towards meeting the primary healthcare needs of our fellow ka-Munoz. As Director Corazon Flores highlighted in her speech, "Bawat buhay ay mahalaga" (Every life is valuable). She emphasized the importance of high vaccination coverage and the need to focus on tuberculosis control.

We were honored to have Senator Joseph Victor Ejercito, the principal sponsor and author of the Universal Healthcare Law, as our guest of honor. He spoke passionately about the importance of the law and its role in providing accessible and affordable healthcare for all Filipinos. Senator Ejercito assured us of his continuous support and commitment to the development of Phase 2 of the hospital, which will enable us to serve even more people.

The ceremony continued with the license to operate being awarded by Director Corazon Flores to Mayor Armie Alvarez and Dr. Mikko Wong. A ribbon-cutting ceremony, unveiling of the marker, and the blessing of the hospital followed. The OSLAM is now officially open for service!

Townhall Meeting on Bivalent COVID-19 Vaccine at Guimba, Nueva Ecija

August 23, 2023. The townhall meeting on-COVID-19 vaccines held at E-library, Guimba Municipal Hall Compound, Sta. Veronica, Guimba, Nueva Ecija was a significant event that brought together key stakeholders in the community to discuss and address concerns regarding the vaccination campaign.

The main topic discussed during the gathering was the bivalent vaccine, which has emerged as a vital tool in combating COVID-19. This particular vaccine has gained recognition due to its ability to provide protection against two different strains or variants of the virus simultaneously.

The meeting was attended by Department of Health- Central Luzon Center for Health Development (DOH-CLCHD) Health Education and Promotion Officer III, Ms. Theresa Marie Bondoc; Development Management Officers of Nueva Ecija, Ms. Loida C. Maximo, Mr. Cris Albert Pidot and Mr. Clesther Jose Espinosa. Joining them were, Ms. Armida B. Torres and Mr. Jun Patrick S. Cunanan from Provincial Health Office of Nueva Ecija; Mayor Jesulito E. Following thorough discussions about COVID-19 vaccines, it is commendable that 42 individuals including Mayor Galapon were vaccinated immediately after the townhall meeting concluded. This prompt action highlights their trust in these life-saving immunization.

By prioritizing community education, promoting open dialogue, and actively involving local leaders alongside health professionals we can collectively combat COVID-19. Together we shall prevail against COVID-19 by ensuring widespread access to vaccines while striving towards a safer future for all individuals.

MUNICIPAL NUTRITION COUNCIL MEETING OF CUYAPO, NUEVA ECIJA

Cuyapo, Nueva Ecija (August 02, 2023) Members of the Municipal Nutrition Council composed of local gov’t officials, LGU department heads, nutrition staff workers and various stakeholders convened for the MNC’s first meeting at the Cuyapo Gymnasium on Wednesday.

The meeting was conducted to give updates on nutrition program, MELLPI PRO tool, budgeting and projects per barangay in Kapit-Bisig Laban sa Kahirapan-Comprehensive and Integrated Delivery of Social Services-Philippine Multisectoral Nutrition Program (KALAHI-CIDSS PMNP).

Evaluation of the Barangay Nutrition Scholar (BNS) accomplishments in the 31 barangays. Nutrition specific programs for pregnant women and infants, Home, school, and community food production, Promotion of healthy lifestyle, Proper child nutrition, Reproductive health and responsible parenthood, overall planning, coordination, monitoring, and surveillance, and others were discussed during the assembly.

Mayor Florida Paguio Esteban, Municipal Nutrition Council Chair convened the meeting to evaluate and discuss various processes in its noble thrust to improve more the local government’s nutrition programs, this year. She suggested that height and weight monitoring should be included in every barangay immersion.

According to Department of Health Central Luzon Center for Health Development (DOH-CLCHD) Regional Nutrition Program Manager Ms. Margarita Natividad it is of great importance that everyone especially the barangay captains should know the real status of their respective areas and people. Constant communication to his Barangay Nutrition Scholar (BNS) is of the essence to ensure that proper nutrition and monitoring is being served not only for the safety of mothers, but also to ensure well-nurtured and healthy children in the barangay.

Also there to oversee, participate and serve their utmost concerned to the MNC’s functions and programs were DSWD Regional Office III officers led by CDO IV Aladin Naje, Ada De Guzman (Provincial Nutrition Program Coordinator, PDOHO DMOs led by Ma’am Loida Maximo and Sir Chris Albert Pidot. Present also in the meeting were Municipal Health Officer Dr. Dean Kennard Marquez, Nurse I and acting MNAO Claudine Austria, SB on Health Ronnie C. Angel.

A total of P13,515,000 will be the municipal grant allocation.

PROVISION OF HYGIENE KITS AND JERRY CANS AT SAN LEONARDO EVACUATION CENTER

On July 31, 2023 the Provincial Department of Health of Nueva Ecija Development Management Officers, Ms. Meliza G. Salonga, Ms. Alona E. Diwa and Ms. Vanessa A. Sun together with Human Resources for Health of San Leonardo went to provide much needed assistance to displaced families at the NEUST San Leonardo Gymnasium. This comes in response to the unfortunate collapse of a d**e at Barangay Tambo Adorable, San Leonardo, Nueva Ecija due to typhoon Egay which has resulted in significant challenges for the affected community. In collaboration with the Local government Unit (LGU) led by Mayor Froilan Nagano, the distribution of hygiene kits and jerry cans aim to alleviate some of the difficulties faced by those residing in the evacuation center. A total of 28 families were displaced according to MDRRMO San Leonardo.

Hygiene plays a crucial role in maintaining individuals, overall well-being, particularly during times of crisis. The provision of hygiene kits is therefore not only considerate but also vital for ensuring that basic health needs are met. Such kits typically include essential items such as soap, toothbrushes, toothpaste, sanitary pads and other personal care products that help maintain proper sanitation practices amidst challenging circumstances. Jerry cans were also distributed alongside the hygiene kits. Access to clean water is fundamental for maintaining good health standards.

The collaborative approach taken by the Provincial Department of Health Nueva Ecija together with LGU San Leonardo demonstrates their commitment towards addressing immediate concerns arising from emergencies effectively. MONITORING OF FLOODED BARANGAYS AND PROVISION OF LOGISTICS IN THE MUNICIPALITY OF LICAB

June 30, 2023. Natural disasters, such as typhoons, pose significant challenges for communities, particularly those located in low-lying areas prone to flooding. The municipality of Licab has recently experienced the impact of Typhoon Egay, resulting in flooding across various barangays (Brgy. Tabing Ilog, Brgy. Aquino, Brgy. San Juan, Brgy. Linao and Brgy. San Cristobal). In response, Provincial DOH Team Leader of Nueva Ecija, Dr. Edwin Santiago; Municipal Health Officer of Licab, Dr. Benjamin Maximo; Development Management Officers of Nueva Ecija, Ms. Leonora Lacsamana, Ms. Loida Maximo and Mr. Cris Albert Pidot; Human Resources of Health (HRH) of Licab have stepped forward to provide essential aid and support.

One concern after a typhoon is ensuring public health amidst potential outbreak of waterborne diseases caused by contaminated water sources such as leptospirosis. To address this concern provision of doxycycline was made. Access to clean water is also a fundamental necessity for individuals affected by typhoon, as contamination of water poses health risk. To mitigate these dangers, the distribution of Jerrycans – portable containers designed for safe water storage- was also initiated.

Their collective efforts not only addressed immediate needs but also laid down foundations for long-term recovery by mitigating health risks associated with post-disaster scenarios. It is through their tireless dedication that impacted communities received vital assistance during their time of need – showcasing resilience in overcoming adversity amidst natural disasters.

NUEVA ECIJA EYES FOR A MALARIA FREE PROVINCE BY END OF 2023
The Deppartment of Health-Central Luzon Center for Health Development held a 2-day Malaria Preparatory Meeting attended by Nueva Ecija Provincial, Municipal and Hospital Coordinators at Hotel Seoul, Clark Freeport Zone, Pampanga last July 10-11, 2023.

Participants were the Provincial Health Office headed by Dr. Josefina J. Garcia; Provincial DOH Office led by Dr. Edwin V. Santiago; Municipal Health Officers, Malaria Coordinators, PIDSR Point Persons of 9 endemic LGUs (Carranglan, Pantabangan, Bongabon, Laur, Gabaldon, General Tinio, Gapan City, Palayan City and San Jose City); and Malaria and PIDSR Point Person from Dr. PJGMRMC, San Jose General Hospital, Gapan District Hospital, Gabaldon and Gen Tinio Medicare and Community Hospitals. Dr. Maria Eloisa Vidar, Medical Officer IV; Mr. Jeffrey De Guzman, Regional Malaria Coordinator; Dr. Antonio B. Bautista, Deputy Program Manager on Field Operations of Movement Against Malaria- Pilipinas Shell Foundation, Inc.; and Ms. Cecile Zuasula, Provincial Malaria Coordinator, PHO Tarlac were the facilitators of said activity.

The goal of the activity is to present, analyze and review the Provincial and Municipal/ City Presentations in preparation for the On-Site Data Validation and National Assessment.
The criteria of the Malaria Control and Elimination Program of the DOH, is a province must have no indigenous malaria case for the past 5 years. Indigenous case is defined as malaria case due to mosquito-borne transmission and acquired within the provincial territory, without strong evidence of a direct link to an imported case. The sole and last indigenous case of Nueva Ecija is in year 2015 in Brgy. Macabaklay, Gapan City. Since 2015, Nueva Ecija has no recorded indigenous case since 2015, hence, the province is a candidate for declaration for a Malaria Fee Province.

In Region 3, out of 7 provinces, 5 provinces are already declared a Malaria Free Province. Zambales and Nueva Ecija are targeted this year to be assessed and declared Malaria Free Provinces.

SAYAWIT KONTRA BISYO ACTIVITY AT PALAYAN CITY, NUEVA ECIJA

The Sayawit Kontra Bisyo advocacy activity held at Plaza Concepcion, Brgy. Ganaderia, Palayan city, Nueva Ecija on July 13, 2023 in collaboration with Department of Health Central Luzon Center for Health Development, Provincial Health Office Nueva Ecija and City Health Office of Palayan city was a remarkable event that showcased the dedication and promoting healthy lifestyle choices. With the support of various organizations, including the Philippine National Police, this initiative aimed to raise awareness about the detrimental effects of vices on individual health and well-being.

The activity was attended by Department of Health- Central Luzon Center for Health Development (DOH-CLCHD) Health Education and Promotion Officer III, Ms. Theresa Marie Bondoc; Development Management Officers of Nueva Ecija, Dr. Evelyn Abesamis, Ms. Meliza Salonga and Mr. Clesther Jose Espinosa. The highlight of the event was a lecture delivered by Mr. Jun Patrick Cunanan, HEPO II of PHO Nueva Ecija and PSSg Danilyn Roque of Nueva Ecija Provincial Police Office. Their expertise shed light on various aspects related to vices such as smoking, alcohol consumption and drug abuse. Through their informative presentations, attendees were educated about the risks associated with these behaviors while emphasizing preventive measures that can be taken to lead healthier lives.

The Sayawit Kontra Bisyo advocacy activity also featured a competition segment designed to encourage participants to showcase their talents through performance, specifically dance routines accompanied by songs conveying messages against vices. This component not only entertained spectators but also effectively reinforced key points highlighted during earlier lectures.

Overall, the activity demonstrated exemplary collaborative efforts from various government agencies involvement towards combatting vices through education and creative means. It represents a significant step forward in promoting healthier lifestyles while raising consciousness about the adverse effects of harmful habits on individual well-being.
