Dok Paolo Gaane, Vice Chair of the City AIDS Council, presided over the council meeting on the Proposed HIV-AIDS Ordinance for Cagayan de Oro.

With HIV cases continuing to rise nationwide, this ordinance is a timely step to strengthen the city’s response. It is aligned with R.A. 11166 (Philippine HIV and AIDS Policy Act) and seeks to improve HIV prevention, make testing more accessible, and ensure free treatment β€” while protecting the rights of people living with HIV.

The proposal will be forwarded to the Committee on Health, Nutrition, and Health Insurance, chaired by Dok Paolo Gaane, for deliberation.

Dok Paolo Gaane hopes for its smooth approval to help save lives, protect families, and reduce HIV stigma in the city.

The following are the actions made by the City Health Office (CHO) to address the sudden increase in Acute Gastroenteritis (AGE) cases in Cagayan de Oro:

Sept. 22, 2025
❇️ Team of CHO Environmental and Sanitary Inspectors were deployed to the area of concern.
❇️ Emergency water testing were made in the area of concern to check the potability.
❇️ CHESU Team were also deployed for data gathering and epidemiologic investigation of AGE cases at the hospitals and health facilities.

Sept. 23, 2025
❇️ The CHO Incident Command System for AGE was activated.
❇️ A meeting with COWD was conducted to ensure water safety.
❇️ Mitigating measures were implemented at the area of concern with the following recommendations:

1. All food establishments in the area of concern are required to use purified water temporarily for all kitchen chores.

2. Serving ice-related foodstuffs should be momentarily suspended in the concerned areas.

3. Food preparation should comply strict sanitation and hygiene protocols.

4. Comprehensive flushing, disinfection and sanitation processes for the cistern or water reservoir in the area of concern should be performed.

❇️ CHESU are continuously gathering data and investigating AGE cases in the hospitals and health facilities.
❇️ AGE hotline at CHO is established.
❇️ Fast lane for AGE at JRBGH is established.
❇️ Social media announcement is made to inform the public that Barangay Health Centers are equipped in handling mild AGE.
❇️ CHO Sanitary Inspectors are continuously monitoring and checking the area of concern.

Sept. 25, 2025
❇️ Continued CHESU data gathering and investigation of AGE cases in the health facilities.
❇️ Chlorination of water in the area of concern is made.
❇️ Continued implementation of the recommended mitigation procedures in the area of concern.
❇️ Simultaneous water testing by CHO and COWD in the surrounding areas as well as areas in the community are underway.

Sept. 26, 2025
❇️ Continued CHESU data gathering and investigation of AGE cases in the health facilities.
❇️ Continued water testing by CHO and COWD in other areas of the city.
❇️ Continued implementation of the mitigation procedures in the area of concern.

These measures will remain and eventually include other areas of Cagayan de Oro.

The City Council has approved the Memorandum of Agreement (MOA) with DOH–CHD Northern Mindanao for the grant of the Health Emergency Allowance (HEA) β€” with sickness and death benefits β€” to all health and non-health workers of J.R. Borja General Hospital (JRBGH) who bravely served during COVID-19.

This was referred to and fast-tracked by our Committee on Health, Nutrition, and Health Insurance to ensure immediate approval.

Yesterday, Dok Paolo Gaane, as Chair of the Committee on Climate Change Adaptation & Mitigation and Disaster Risk Reduction, led the review of key measures to make Cagayan de Oro ready for disasters:

1. 2025 Disaster Fund – Ensures funds are available for quick response and relief.

2. Primary & Backup Operations Centers – Speeds up coordination during emergencies.

3. Barangay Trust Accounts – Allows each barangay to properly track and use funds for local disaster needs.

These steps focus on making sure help reaches families quickly and that everyone is prepared when disaster strikes.

ADDITIONAL BENEFITS FOR SOLO PARENTS PROPOSED

Dok Paolo Gaane attended the Committee on Women and Family Relations to show his support for programs that protect women, children, and solo parents. One important plan is the Women & Children Protection Unit (WCPU) at JR Borja General Hospital, which will make it easier for women and children to get quick help and protection when needed.

The committee also discussed giving more support to solo parents, following the Expanded Solo Parents Welfare Act (RA 11861). This initiative was introduced by Councilor Desiree Ann M. Dahino, showing their shared goal of keeping families safe, supported, and cared for.
