Pax Romana began in the 1880’s when Catholic Action was becoming necessary in order to combat the twin evils of secularism and materialism that was very prevalent during those times. On July 19th, 1921, these efforts came to fruition when student leaders from twenty-three countries from all over war torn Europe, the United States, Argentina, and Java (Indonesia) met in Fribourg, Switzerland for the first Pax Romana Congress. It was in this spirit that the Congress decided to create an international secretariat under the name "Pax Romana" with the idea that the students could work to build peace in world under the motto of "Pax Christi in Regno Christi.β€œ –The Peace of Christ in The Kingdom of Christ

In 1925, Pax Romana was defined as "a Catholic Confederation of students from all over the world" with the "aims to include and represent all legitimate forms of Catholic organizations in the university world and to serve as an instrument of co-ordination for all their varied activities, while leaving to each organization complete freedom to develop its own mystique and methods consisting with it's own ends.β€œ
In 1929, the International Secretariat of Pax Romana in Switzerland negotiated with the Apostolic Delegation in Manila for a formation of an affiliate in the Philippines

In 1930, Rev. Francisco Del Rio, dean of the Religion Department of the University of Santo Tomas drafted a constitution that gives rise to the birth of UST- Pax Romana

PAX Romana Came to Manila Central University on October 4, 1986 when 30 students worked for the accreditation of the organization bearing the same Vision, Mission, Objectives and Principles as the International Pax Romana Organization.
