RESTRICTED ENTRY OF UNVACCINATED APPLICANTS IN MALLS HOSTING DFA CONSULAR OFFICES

The Department of Foreign Affairs (DFA), through the Office of Consular Affairs (OCA), informs the public that its Consular Offices (COs) and Temporary Off-Site Passport Services (TOPS) located in malls in areas where at least Alert Level 3 is raised will not be able to accommodate unvaccinated individuals, including minors, due to the restrictions imposed by their host malls barring the entry of unvaccinated persons. Consular Offices are unable to override the host malls’ security and health protocols.

The Department advises unvaccinated applicants, including minors, to first check the regulations of the relevant malls before proceeding to their appointments or have their appointments rescheduled after having been fully-vaccinated against COVID-19 or after malls and local government units have lifted the entry restriction on unvaccinated persons.

The Department requests the public’s cooperation as it strives to deliver passport services to the public while ensuring the public’s safety and health amidst the ongoing pandemic. END...

PUBLIC ADVISORY FROM DFA https://consular.dfa.gov.ph/advisories/398-public-advisory-resumption-of-operations-of-dfa-s-ncr-consular-offices-and-tops-facilities-during-the-mecq-period-august-23-to-31-2021

RESUMPTION OF OPERATIONS OF DFA’S NCR CONSULAR OFFICES AND TOPS FACILITIES DURING THE MECQ PERIOD (AUGUST 23 TO 31, 2021)
20 August 2021 – In view of the announcement of the implementation of Modified Enhanced Community Quarantine (MECQ) from August 23 to 31, 2021 in the National Capital Region, the Department of Foreign Affairs (DFA) advises the public that its Consular Offices (COs) in the NCR area and all Temporary Off-Site Passport Services (TOPS) facilities will resume operations during this period.

In view of the resumption of operations, the public is advised of the following:

Those who hold an appointment dated August 23 to 31, 2021 must follow their appointment schedule, unless they receive a specific advice not to do so (i.e. unforeseen closure of a specific CO/TOPS due to disinfection, mandatory quarantine, etc.). Please note that walk-in applicants will not be entertained.

ECQ-affected applicants – those who held appointments between August 6 to 20, 2021 - must follow the new appointment schedule / location which they have received via email.

Affected TOPS-scheduled applicants who did not show-up at their rescheduled appointment during the ECQ period are advised NOT TO SHOW-UP at their original TOPS locations, nor at any DFA CO, as YOU WILL NOT BE ENTERTAINED. Instead, please send an email to the following addresses to request for a new appointment schedule:

TOPS SM Aura – ncrcentral.so@dfa.gov.ph
TOPS SM North Edsa – ncreast.so@dfa.gov.ph
TOPS Robinsons Place Magnolia – ncrnortheast.so@dfa.gov.ph
TOPS Robinsons Place Las Pinas – ncrsouth.so@dfa.gov.ph
TOPS SM MOA – oca.concerns@dfa.gov.ph
Those with emergency and urgent medical travel needs may send an email request to oca.cl@dfa.gov.ph with copies of their identification documents (current passport or if new applicant, a government-issued ID) and proof of their emergency travel. Possession of a flight ticket in itself is not considered urgent.
This plan of operations may be subject to revisions depending on future guidelines from the Inter-Agency Task Force (IATF) for the Management of Emerging Infectious Diseases. DFA will update its advisory as may be necessary. Please make sure to check our website https://consular.dfa.gov.ph for the latest update on our operation schedules, in relation to M/ECQ and other Covid-19 pandemic related closures.

The DFA requests the public's understanding and cooperation as it continues to limit the number of applicants allowed inside its premises at any given time and as it implements alternate working arrangements to reduce the risks for both applicants and personnel due to continuing COVID-19 concerns. END

NEWS FROM DFA ABOUT PENDING DELIVERIES THROUGH QRS

08 August 2021 — In view of the multiple complaints received from passport applicants who booked courier services online, about the unsatisfactory performance of courier service provider, Quick Reliable Service, Inc. or QRS, the Department of Foreign Affairs (DFA) has instructed APO Production Unit, Inc., its end-to-end-passport process provider, to immediately cease using the passport delivery services of QRS.

Starting 6:00 a.m. on Monday, 09 August, online passport applicants who are expecting a delivery from QRS may inquire on the status of their parcel with APO’s customer service center using these contact details:

Email: applicationstatus@passport.gov.ph

Hotline #: +63 2 82343488, press 1 for QRS concerns

Onsite passport applicants who wish to avail themselves of courier services on the day of the filing of their applications remain unaffected by the termination of QRS’ services, as LBC shall continue to provide its services to these applicants.

The DFA apologizes for the shortcomings of QRS and requests the public’s understanding as it puts together alternative delivery options in the context of the COVID-19 pandemic. END
