The Department of Health (DOH) as mandated by the National Blood Services Act of 1994 issued Administrative Order (AO) No. 2008-008, titled "Rules and Regulations Governing the Regulation of Blood Service Facilities" which authorizes Blood Service Facilities (BSFs) to collect a reasonable service fee for every blood or blood product issued. While AO No. 2015-0045 established a regulatory framework to standardize fees and prevent excessive charges, the prescribed fees have remained unchanged for several years despite significant increases in operational, testing, logistics, and human resource costs, as well as emerging quality and safety standards for blood services.
In view of the need to adequately account for current operation costs, evolving healthcare demands, and the sustained increase in expenses associated with blood services, a comprehensive assessment of the existing blood service fee structure was undertaken. A nationwide survey revealed that the existing fee no longer cover the actual operational costs of providing blood and blood products.

The Current Maximum Allowable Blood Service Fees for Blood and Blood Products shall apply to all BSFs ๐ฒ๐ณ๐ณ๐ฒ๐ฐ๐๐ถ๐๐ฒ ๐ ๐ฎ๐ ๐ญ, ๐ฎ๐ฌ๐ฎ๐ฒ. The blood service fee covers costs including the collection, processing and storage, professional services and a reasonable allowance for spoilage. This Regional Circular shall remain in force until amended or rescinded.
