DOH CENTRAL VISAYAS CHD LIFTS ALERT AS SINULOG WRAPS UP SAFELY
Press Release | January 21, 2025

The Department of Health Central Visayas Center for Health Development (DOH Central Visayas CHD) expresses its gratitude to all local government units (LGUs) within Mega Cebu, partner hospitals, agencies, and volunteers, both public and private, for their unwavering dedication and teamwork in ensuring the safe and successful celebration of the 2025 Sinulog Festival.

DOH Central Visayas CHD in coordination with LGUs and emergency response units, deployed medical stations and quick-response teams across Cebu City to provide immediate medical assistance to festival-goers. As of January 20, 2025, a total of 784 consultations were reported. These included 41 cases of minor injuries such as cuts, bruises, and abrasions; 271 cases of headaches and dizziness; 4 cases of dehydration; 36 cases of high blood pressure; 75 cases of respiratory concerns; and 36 other medical conditions. Additionally, 27 individuals and three cases still on admission were referred to nearby hospitals for further treatment. All referred cases were managed effectively, and patients have since been discharged without complications.

With the festival's conclusion, the Department officially lifted on January 20, 2025, the White Code Alert, which was implemented to ensure the availability of medical personnel and resources during the high-volume event.

โ€œThe success of this yearโ€™s Sinulog reflects the strong partnership between the government, healthcare providers, and the community. We are proud of the dedication shown by everyone involved and remain committed to protecting public health throughout the festivities,โ€ said Regional Director Jaime S. Bernadas.

DOH Central Visayas CHD also encourages the public to prioritize their health post-festival by getting adequate rest, staying hydrated, and monitoring for any symptoms such as fever, persistent cough, or unusual fatigue. Those feeling unwell are urged to seek medical consultation immediately. The Department also emphasized the importance of maintaining proper hygiene practices, such as frequent handwashing and wearing masks when necessary in crowded areas.

Post-event health monitoring will continue in partnership with local health offices to address any emerging concerns. The Department reassures the public that it remains fully prepared to respond to any health-related incidents.

Sinulog 2025 has once again proven to be a vibrant and unifying event, drawing thousands of devotees and spectators. The collaborative efforts of all stakeholders have ensured that the celebration remained safe, well-organized, and a true showcase of Filipino culture and community spirit.

WHAT TO DO IN A CROWD CRUSH - an informational thread in light of the Itaewon-don Seoul tragedy
(credit: )

Even if you think this will never apply to you, taking a moment to learn what to do in this situation could save your life and the lives of those around you.

1) WHEN YOU ENTER A VENUE, TAKE NOTE OF THE EXITS

If you are attending a concert or large event, make sure you take note of where the emergency exits are when entering. Once it gets too crowded, the main exit may not be the most viable option.

2) LEARN HOW TO WATCH CROWD DENSITY

This may be the most important step in the thread. Once crowd density reaches 6 people per square meter or more, it becomes very dangerous and you may not be able to get out anymore. Prevention is key.

3) UNDERSTAND WHERE CROWD CRUSH HAPPENS

Most crowd crush deaths occur in small spaces such as alleyways, mosh pits, or exit hallways of venues. This is why it's best to leave early and not wait for things to get dangerous since others may get the same idea and crush at the exit.

4) ALERT PEOPLE

Since crowd crushes occur in loud environments, people outside the crush often have no idea what's happening. If you are at an organized event and notice a crowd crush, get up high. Alert security and event organizers to stop the music and make everyone aware.

5) MAKE SPACE AROUND YOUR CHEST

If you are stuck in the crowd and feel its density increasing, make space around your chest with your arms. Pinning your arms to your sides or above your head leaves your chest open to being compressed.

6) DO NOT TAKE OFF YOUR BACKPACK

Your first instinct may be to make more space by removing a bulky backpack and putting it on the floor. This is a huge hazard. People being pushed into it may trip and cause a pileup.

7) GO WITH THE FLOW

Once the crowd density reaches 8-9 people per square meter, those inside can't move freely and the crowd behaves like a liquid. You will feel yourself being moved in different directions, but it's important you don't fight it.

8)DO NOT SCREAM AND PUSH

If you begin acting panicked, hostile, and inconsiderate of those around you, it will become contagious. In this situation, pushing one person can lead to a horrible chain reaction. Again, staying calm and moving with the crowd is the safest choice.

9) DO NOT FALL

This is pretty intuitive, but its importance must be emphasized. Your top priority once the crowd crush starts is staying upright. Once you fall down, people will fall on top of you or climb on you. You won't be able to get back up.

10) AVOID WALLS

Most people who asphyxiate in crowd crushes are pushed against solid objects like floors, barriers, fences, or walls. Do your best to avoid becoming trapped against walls or even the back of someone trapped against a wall to increase your chances of survival.

11) HELP YOUR NEIGHBORS ONLY IF YOU CAN

Assess the risk first. If someone is slipping down and you are in the position to help, then you should, but if you are unstable and someone is yanking on you trying to get up, it could result in both of you falling.

12) AFTERMATH

When the crowd thins there may be people on the floor. Since these things usually result from lack of event planning, there may not be enough medical personel to help right away. In this case, volunteers save lives. Follow the steps in doing CPR.

The birth of continuing service in saving lives and aiding the injured.

The CEBU VOLUNTEER SEARCH AND RESCUE, INC. or CEVSAR (Formerly known as Central Visayas Search and Rescue) was first known as the Bureau of Fire Protection/Search And Rescue Auxiliary Group (BFP/SRAG) for the reason that the members not from regular force of the BFP. It was organized to aid the enlisted fire fighters of the bureau in carrying out effective live saving endeavors.

It was in August of 1997 when a group called the CLUB UST Mountaineers (Under the Sambag Tree) held an exhibit plus a two days rappelling show in the University of the Visayas (UV). The activity was done not to show pride, but it was done to convince that mountaineering is a safe and extremely enjoyable past time compared to other sports. The CLUB UST was an organizational help group the new university based mountaineering group called the UV mountaineers, now the University of the Visayas Mountaineers second day of the activity came when then Sr. Insp. Anderson A. Comar (now a retired 1-star General) spoke to the group and offered to have the members of the club to undergo a search and rescue training without monetary figure involved. The then Sr. Insp. Comar was designated as new Toledo City Fire marshal at that time. He stressed out that all we had to secure for the training expenditures were due of him. Considering the offer; the member had a short talk over the matter and decided to accept and have ourselves trained.

September 1st 1997 these young volunteers started their rigid yet educational training. It is on this same day that CEVSAR board decided to celebrate its anniversary and hold its annual membership meeting.

The training was scheduled 4 months straight every weekend
