Ganito po kung paano nakokontrol ng Singapore ang corruption sa mga proyekto nila:



🔑 Mga Paraan ng Singapore

1. Independent Anti-Corruption Agency (CPIB)
• May sariling ahensya na tinatawag na Corrupt Practices Investigation Bureau (CPIB) na diretsong nagrereport sa Prime Minister.
• Sila ang nag-iimbestiga ng kahit sinong opisyal o private individual na sangkot sa corruption, kahit gaano pa kataas ang posisyon.

2. Mahigpit na Batas – Prevention of Corruption Act (PCA)
• Pinagbabawal hindi lang pera kundi pati gifts, favors, o trips bilang kapalit ng pabor sa project.
• Kahit nasa ibang bansa gawin ang corrupt act, pwedeng kasuhan ang Singapore citizen pagbalik niya.
• Mataas ang penalty: hanggang S$100,000 fine at 5–7 years na kulong lalo na kung government contracts ang involved.

3. Matinding Enforcement
• May conviction rate na halos 98% — ibig sabihin halos lahat ng nahuli ay napaparusahan.
• Kahit matataas na tao hindi ligtas. Halimbawa:
• Noong 2024, nahatulan ang Transport Minister S. Iswaran dahil tumanggap ng gifts worth S$300,000.
• Isang kilalang tycoon na si Ong Beng Seng ay nakasuhan din sa parehong kaso.

4. Malinis na Pamahalaan at Mataas na Sweldo
• Public officials at ministers ay may mataas na sahod (million-dollar salaries) para hindi matukso sa lagay.
• Ang sistema nila ay merit-based: napopromote dahil sa galing, hindi dahil sa koneksyon.

5. Transparency at Education
• Mahigpit ang auditing, procurement rules, at digital systems para mabawasan ang personal na diskarte ng opisyal.
• May mga public campaigns din na nagtuturo na zero tolerance ang Singapore sa corruption.

6. Digitalization
• Gumagamit ng e-government systems para sa permits, procurement at reporting.
• Dahil automated, mas konti ang pagkakataon para makasingit ng under-the-table deals.



✅ Summary

Sa madaling salita, Singapore keeps corruption low by:
• Strict laws + independent agency (CPIB)
• High conviction rate (kahit matataas na opisyal, walang ligtas)
• Mataas na sahod para less temptation
• Transparent at digital processes

Kaya naman lagi silang nasa top ng world rankings sa pagiging least corrupt countries.

A strong leader will be able to do the above.
