We are looking for Safety Officer 3 for the Marine / jetty project in Quezon province.
Safety Officer 3 Key Responsibility are the following: (main duties to be carried out)
a) Serves as Secretary to the Health and Safety Committee. As such, he shall:
1. Prepare minutes of meetings
2. Report status of recommendations made
3. Notify members of the meetings
4. Submit to the employer a report of the activities of the committee, including recommendations made.
• Oversee the overall management of the OSH program in coordination with the OSH committee
• Acts in an advisory capacity on all matters pertaining to health and safety for the guidance of the employer and workers
• Conducts investigation of accidents as member of the Health and Safety Committee and submits his separate report and analysis of accidents to the employer
• Coordinates all health and safety training programs for the employees and employer.
• Conducts Health and Safety inspections to ensure Zero Harm, such as facilities, machinery, and safety equipment to identify and correct potential hazards, and ensure compliance with safety regulations. This includes the following but not limited to;
• Emergency equipment inspections such as fire extinguisher, emergency light, megaphone, water drum, first-aid kit, etc.
• Safety signages, and other safety devices such as barricades
• Equipment and tools inspections, ensure that it is in good condition and properly tagged
• Housekeeping inspection
• Hazard identification on working area
• Scaffolding inspection, ensure that it is safe to use and properly tagged
• General site inspections and facilities
• PPE inspections
• Maintains or helps the maintenance of an efficient accident record system and coordinates actions taken by supervisors to eliminate accident causes
• Provides assistance to government agencies in the conduct of safety and health inspection, accident investigation or any other related programs
• Issue Work Stoppage Order (WSO) when necessary, based on the requirements and procedures provided by the OSH Standards
• Verify Permits and JHA was properly implemented, and all controls was in placed
• Promote good SAFETY CULTURE by exhibiting positive attitude towards Safety, promoting Company HSE Programs such as Activity-Based Conversation, etc.
• Ensure compliance on Safety Regulations such as scaffolding, lifting and rigging, heavy equipment operations, etc.
• Conducts toolbox meetings
• Review the scope of work & WMS and develop risk planning to prevent incidents.
• Adhere, comply to clients’ HSE requirements
• Preparation and submission of HSE reports relating to clients’ requirements, ISO requirements, Internal HSE Management System, Legal requirements, and others.
• Promote safe work activities by conducting safety audits, attending company safety meetings, and meeting with project staff members;
• Prepare reports of findings from an investigation of accidents, an inspection of facilities, and or testing of the project environment;
• Investigate causes of accidents and/or injuries to develop solutions to minimize or prevent recurrence;
• Examine plans and specifications for new machinery or equipment to determine if all safety requirements have been included;
• Monitor the exposure to occupational hazards (noise, humidity, etc.) to verify compliance with regulations;
• Coordinate training of workers concerning safety laws and regulations, use of safety equipment, devices, clothing, and first aid;
• Check the company measures to ensure maximum employee protection;
• Conduct safety inductions for a new employee, subcontractors, and visitors prior to entering the site or factory;
• Assist in conducting internal audits;
• Assist in implementing the HSE Department training program;

c) Additional Requirements: (applicable education/ training and experience)
• Must be a DOLE Accredited OSH Practitioner in Construction or met the following requirements below:
• Educational Background
College Graduate with bachelor’s degree if undergraduate please refer to part IV – Tables and Annexes of DO 16, Series of 2001
Certification in Health and Safety (COSH, BOSH)
• Additional 48 hours of advanced/specialized training on occupational safety (must came from DOLE Accredited Training Organization) (Trainers Training, Loss Control Management, Safety Program Audit, etc.)
• Willing to assign in remote projects located in Quezon province.
• Willing to join immediately.
• With driving license Restriction 123
• Experience
More than (3) years’ experience in a similar capacity (Construction of Building, Maynilad or Manila Water Projects such as Water Treatment Plant, Pipe Installation etc., Infrastructure such as roads, bridges, jetty, port/marine facility, airports, Land development), experience in operations function so that they can identify risks to people and property. This requires the ability to think in terms of overall processes within an organization. Experience in Safety Inspection, Safety Management Systems and experience in Hazard Analysis, Recognition, and Identification. Experience in ISO 45001 and 14001 requirements.
