In section 1 and 2 of article XIV of the constitution, it states that the state shall protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all. Likewise, the Basic Education Sector Reform Agenda (BESRA) was developed to systematically, institutionally, and sustainably improve nationwide basic education outcomes. To realized this program the academic community of Camp Asturias Elementary School has conceptualized and formulated the school improvement plan congruent to the policy of the Department of Education and suited to the needs of the community. The Camp Asturias Elementary School SIP was prepared in participative process wherein the school planning committee was composed of the school head, teacher representative, pupil representative, LGU representative, and School General PTA President. This is to come up with a quality school operation plan that will ensure quality learning performance of the CAES pupils. This is an effort of instituting a framework of good governance for basic education in the Department of Education, Autonomous Region in Muslim Mindanao as stated in RA 9155. Camp Asturias Elementary School situated in Barangay Asturias, Jolo, Sulu, fronting General Hospital. This school is one of the 7 elementary schools in Jolo III District in Sulu I Division. The land area of the school campus is 960 square meters, the school occupied only 690 square meters. The acquisition of the school site was barrowed and the topography of the area is disaster prone. The school is managed by a full pledge elementary school principal. It has 5 healthy, qualified, diligent and committed regular permanent teachers, 2 provisional teachers, 1 volunteer preschool teacher, school nurse and utility worker. of
