Clean, Safe, Sustainable Dairy Capacity Enhancement Empowers Agrarian Carapreneurs
By Louie Jee C. Huelar
The Department of Agriculture-Philippine Carabao Center at La Carlota Stock Farm (DA-PCC at LCSF), in partnership with the Department of Agrarian Reform (DAR) Region 7, recently held a training seminar focused on Basic Food Safety, Good Manufacturing Practices (GMP), and Hygiene for member and personnel of the processing facility of the San Julio Agrarian Reform Beneficiaries Cooperative (SJARB) in Tanjay City, Negros Oriental.
Conducted on April 14, 2025, the seminar aimed to equip cooperative members with essential knowledge and skills in food safety management. The goal was to enhance the quality of their processing operations, improve productivity, and strengthen their market presence. This initiative forms part of a broader strategy to help agrarian reform cooperatives unlock the full potential of carabao-based enterprises contributing to greater profitability and sustainable community development.
The training also served as a preparatory step for SJARB’s upcoming involvement in the Milk Feeding Program, providing hands-on sessions to ensure participants meet the required safety and quality standards for large-scale milk production and distribution.
While food safety training is widely acknowledged as vital to ensuring safety across the food supply chain, studies show that knowledge alone doesn’t always translate into consistent practice. Success often depends on several factors, including the background of the participants, the structure of the training, and the working environment. Continuous refresher training has also been shown to be more effective than one-time sessions in reinforcing best practices.
Addressing these challenges, DA-PCC and DAR designed a training program with a strong emphasis on practical application. The initial module covered key aspects of food safety, such as proper milk handling, hygiene maintenance, and compliance with safety standards that is critical components for ensuring product integrity and protecting consumer health.
In addition to the technical components, the training also included sessions on business literacy and marketing strategies tailored to the dairy value chain. 20 participants took part, gaining valuable knowledge to make sound financial and operational decisions that’s crucial step toward long-term growth and sustainability.
More than just a training seminar, this initiative represents a meaningful investment in the future of dairy farming in the Philippines. By empowering cooperatives with the right tools, knowledge, and resources, the program fosters self-reliance, enhances the value of carabao-derived products, and opens doors to new market opportunities.
With sustained support from local government units, agricultural agencies, and community stakeholders, initiatives like this are laying the groundwork for inclusive growth in the agri-dairy sector to ensuring better livelihoods for farmers and safer, high-quality dairy products for consumers nationwide.
