Inspired by the healing hands of God and through the intercession of our Lady of Mt. Carmel, the husband and wife team, Dr. Norman Panfilo G. Rabago, FPCP, MHCA (Internal Medicine & Hypertension Specialist) and Dr. Lillibeth Perez-Rabago, FPOGS, MBA-H (Obstetrician-Gynecologist) started a small clinic last April 8, 2002 located at Barangay 4, corner A. Ablan St., Laoag City, Ilocos Norte. Because
of the continuous blessings from God and the unprecedented trust of the people, this small clinic metamorphosed into a general hospital, now known as The Karmelli Clinic and Hospital at #2 Legaspi St. Barangay. 29 Santo Tomas 2do, Laoag City, Ilocos Norte. The hospital started to take shape on the 8th of January 2010 during its ground breaking ceremony. On the 18th of October of the same year, with Dr. Emiliano G. Perez, Jr., MHA as our pioneering Hospital Administrator, with the unwavering support of his wife Dr. Irma Sarmiento-Perez, APOGS, Karmelli Clinic and Hospital was granted by the Department of Health (DOH) as a Secondary (Level II) Health Care Facility. In 2011, the hospital became a member of the Philippine Hospital Association (PHA) and of the Philippine Health Insurance Corporation (PhilHealth). Several other reputable Health Maintenance Organizations (HMO’s), because of the demand of their members, we entered into mutual agreements and partnerships with them. With the help of other board certified doctors dedicated to achieve excellence in delivering health care, the hospital was able to cater to the patient’s various needs upon the creation of the Departments of Internal Medicine, Obstetrics and Gynecology, Surgery, Pediatrics and Radiology. A Secondary clinical and pathological laboratory was also started on that same year under the competent supervision of Dr. Romil Aguirre, FPSP, MMHoA. State-of-the-art technologies were acquired during his term to run different tests such as blood chemistry, hematology, clinical microscopy, parasitology, microbiology and histopathology. The overwhelming success and patronage of the people prompted them to further improve the hospital thus the addition of the Dietary Department to cater to the patients’ nutritional requirements under the management of Ms. de Rabago. The Major Operating Room spear headed by Dr. Johanna Violeta S. Perez, FPSGS and the acquisition of 4D-Ultrasound and brand new 16 slice CT scan by the selfless contribution of Dr. Edwin Angeles, FPCR, FUSP were also installed. During that time, because of the encouragement of Dr. Joyce Jumangit, FPCP, FPHA, she organized our Heart Station consisting of Electrocardiography, Echocardiography, Vascular Doppler Scan and Treadmill Stress Test among others. Karmelli Clinic and Hospital conducts general surgical services. It also offers basic and advanced Laparoscopic Gallbladder, Upper and Lower Gastro-Intestinal, Metabolic and Endocrine and Weight Loss Surgeries, performed by the internationally trained specialists headed by Dr. Raymund Andrew Ong, FPCS, FPALES, who is incidentally its current president. On December 8, 2014 Dr. Joselito Mora, FPCP, FPNS founded and established the St. Martin de Porres Renal Care Center, providing hemodialysis services. By September 28, 2015, Karmelli Clinic and Hospital was registered under the Philippine Securities and Exchange Commission as a Corporation. Truly, Karmelli Clinic and Hospital Corporation, with Divine Intervention, continues its commitment to fulfill its promise to provide excellent, up-to-date, efficient, holistic, compassionate, affordable health care to patients.
