The Lapu-Lapu City Health Office (LLCHO) Barangay Health Worker (BHW) Congress serves as a strategic platform to empower and recognize BHWs as the "backbone" of primary healthcare in the Philippines.

The congress aligns BHW roles with the Universal Health Care (UHC) Law (RA 11223) and the DOH’s 8-Point Action Agenda, specifically "Sa Healthy Pilipinas, Bawat Buhay Mahalaga!". It reinforces the BHWs' role as the first point of contact between communities and the health system, essential for achieving UHC. The DOH uses these gatherings to celebrate BHWs as "unsung heroes" and "frontliners". It fosters collaboration between Local Government Units (LGUs) and the national government to ensure consistent support across different municipalities/cities.

In recognition of the heroic role of the Barangay Health Workers (BHWs) as frontliners in bringing primary health care to the communities. The Lapu-Lapu City Government headed by the Honorable Mayor Ma. Cynthia K. Chan grace the event during the BHW Congress held yesterday at the Lapu-Lapu City Auditorium with the theme, "Honoring the Heart of Community - Celebrating Our BHW Heroes". The honorable mayor delivered her speech with much gratefulness and appreciation to the "unsung heroes" in the barangay. "Mapasalamaton kaayo ko nga kauban ko karon ang atong mga Barangay Health Workers alang sa ilang BHW Congress 2025. Sakto kaayo ang tema nga β€œHonoring the Heart of Community Health – Celebrating Our BHW Heroes,” kay kamo gyud ang kasingkasing sa atong community health system. Kamo ang unang motubag sa tawag sa panginahanglan sa barangay, ang kanunay naa sa frontline, ug ang nagdala sa serbisyong panglawas diretso sa matag pamilyang Oponganon with compassion, patience, and true dedication. Because of them, many lives are protected, guided, and cared for." _ Mayor Cindi King Chan

The success of the congress reflects the LGU's commitment to proactive health strategies, demonstrated by the active participation and collaboration of all key players in the healthcare network.
