With the recent occurrence of the typhoon which had devastated lives especially in the province of Masbate, every small act of kindness can warm the hearts of many.

The BUCE-College Student Council extends its sincerest prayers to those who were drastically affected by the typhoon. Kaisa niyo po kami sa inyong pagbangon.

The geographic location of the Philippines makes it a hotspot of relentless storms. But to the Filipino, these storms do not just refer to the gusts and rainfall from the skies, but to a consistent, torrential, inhuman negligence and disrespect from government officials for the welfare of the Filipino people. For years, Filipinos have weathered these outpours undeservingly.

The Floodgate scandal of 2025 validated the cynicism of the soaking Filipino about where exactly their taxes were going. It materialized their fears, worries, and righteous anger. The โ€œTrillion Peso Marchโ€ was a national demonstration of a public completely fed up with the clockwork malfeasance. In Bicol, the protest was not against a distant government, but against powerful figures in their own neighborhood.

This magnifies the betrayal, making it personal for the people in Bicol. A glance at the players at the center of this fraud reveals two separate, powerful networks: the Discayas, dubbed the โ€œKing and Queen of Flood Control,โ€ and Bicolโ€™s powerful Co dynasty. The latterโ€™s name now carries a shrill resonance: Albay Vice Governor Farida Co is the sister of Ako Bicol Partylist Representative Elizaldy Co. Her official duties have not precluded her links to FS Co Builders and Supply, a firm that secured P1.2 billion in projects. Another Co in the picture is her brother, Elizaldy Co, with his connections to Sunwest Inc.โ€”a firm once flagged by the Commission on Audit for a road project found to be much shorter than reported, and which has amassed billions of pesos in projects. The link between the two clans is not one of family, but of function: sworn testimony places the Co name within the kickback architecture, while public records reveal their firms were not rivals, but tandems feasting on adjacent projects from the same public coffers. The alleged plunder is made concrete with a name and address, committed in the region by its own leaders.

This grand act of malfeasance owes itself to a self-serving, entrenched familial system where political power is leveraged to secure private gain. The family-controlled firms created an illusion of competition that allowed them to corner projects at will. It is this very puppeteering, along with other clever workarounds by those in power, that is the kind of institutional pathology that makes corruption of this scale a systemic feature of Philippine governance.

The flooding of Legazpi's streets with protesters on September 21 demonstrates a stern and profound lesson in direct democracy. The calls to bring Zaldy and his brother Kito home demonstrate a resolution to not be blinded by feudal loyalty and to nip the w**d at its source. It is a rejection of a system that perpetuates a vicious cycle of suffering from substandard projectsโ€”a burden the common Filipino ultimately bears. This powerful act of defiance sends a strong message that accountability begins at home.

These raw, guttural protests embarrass whatever the Palace is doing. Marcos Jr.'s establishment of the Independent Commission for Infrastructure, staffed with big names to assert its credibility, has become paralyzed as the very evidence it needs is systematically destroyed. The Presidentโ€™s verbal โ€œsupportโ€ for the public outcry reads as nothing more than political clout-chasing when, in the same breath, he orders his armed forces to remain on high alert to contain a looming โ€œpeople power.โ€ The litmus test for the administration to prove its vehement denouncement of corruption now rests on whether it will ensure the ICIโ€™s recommendations as a fact-finding body translate into actual prosecutions of the high-ranking officials responsible for these grave crimes. Until then, its response remains a self-serving political veneer, exploited by the government to control the narrative rather than genuinely heeding the publicโ€™s outcry.

The bleak reality is that true change will never be handed to us from above. The office of the president has issued Office Memorandum No. 352, series of 2025, today, September 27, 2025, extending online asynchronous classes for its 1,068 students from Masbate until September 30, 2025.

While face-to-face classes are scheduled to resume on September 29, 2025, as outlined in BU Office Memorandum No. 351, s. 2025, and PDRRMC-APSEMO Advisory 2025-36, the university is providing continued remote learning to support Masbate students during this recovery period.

Faculty members are requested to offer flexibility in assignment deadlines. College registrars will also provide department chairs with lists of Masbate students for distribution to faculty.

Furthermore, the Office of Student Affairs and Services (OSAS) will activate student support initiatives, including psychosocial support and referral services. There is something damning and dark-sided about an institutional memo announcing the resumption of classes just hours after the entire region has felt the wind finally calm down. It is a unique brutality, insisting that your world is not submerged in murky waters. โ€œPack up for your Monday schedule.โ€

Fortunately for Bicol University today, the Legazpi skies are calm, and September 25th could have been mistaken for another normal Thursdayโ€”solidifying, in the institutionโ€™s safe bureaucratic bubble, the resolve to continue business as usual.

Unfortunately for BUeรฑos, especially those from Masbate, and the drowned coastal towns across the region, another storm has just made landfall with them directly at the epicenter. Beyond disheartening, this same institutional indifference was shown by the university when Typhoon Pepito battered the region last year.

Yet again, students are put in an unfair dilemma where a choice must be made: their own well-being and recovery or their academic standing. Ordering students to participate in a roleplay of normalcy when they are grieving their losses, salvaging what is left of their homes, or finding a dry place to sleep for the night with all communications and electricity severed is a deplorable act of profound institutional cruelty from the โ€œuniversity for humanity.โ€

The โ€œexercise flexibilityโ€ note in the resumption of classes memo becomes nothing more than an exhibition of cowardly lip service to justify the hasty resumption. It is an insult to every BUeรฑo from Masbate especially to have to justify their own suffering and relive their trauma to each professor in an attempt to prove that their circumstances might hinder the timely submission of a course requirement.

Bicol University had a choice, and regrettably, it chose its schedule over the well-being of the students it is supposed to serve.

This charade of compassion, disgustingly leveraged by its institutional veneer of being a โ€œuniversity of humanity,โ€ is exhausting. We are fed up. This vicious cycle of a university absolving itself from demonstrating its own moral courage, under a memo practically demanding resilience from students just recovering from the aftermath of a harrowing situation, has to stop.

In light of Tropical Storm Opong's impact, the Office of the President has issued an advisory regarding class resumption. According to Office Memorandum No. 351, series of 2025, released today, September 26, 2025, classes at all levels will resume tomorrow, September 27, 2025.

Acknowledging the challenges faced by students in storm-affected areas, the president has directed that classes on September 27-28, 2025, be conducted online via asynchronous mode. Faculty members are required to submit accomplishment reports for these online sessions.

Normal face-to-face classes are scheduled to resume on Monday, September 29, 2025. As the Severe Tropical Storm (STS) approaches Western Visayas, almost the entire Bicol Region is now under Tropical Cyclone Wind Signal (TCWS) Number 3 as per DOST-PAGASA's Tropical Cyclone Bulletin Number 12 issued at 8:00 PM today.

With the continuous movement of Severe Tropical Storm (STS) westward over the West Philippine Sea, the DOST-PAGASA has issued the Tropical Cyclone Bulletin #10, which puts all provinces of Bicol Region under Tropical Cyclone Wind Signal (TCWS) Number 2 at 2:00 PM today.

With a measured maximum sustained winds of 110 km/h near the center, several localities specifically in Southern Luzon, Visayas, and Northern Mindanao have been placed under TCWS signals.

As of writing, the center of STS Opong is estimated to be at 300 km East of Guiuan, Eastern Samar, is expected to make its landfall in Northern Samar tomorrow morning, September 24, then move across the Bicol Region by late morning or afternoon, and continue over Southern Luzon throughout the day.
