Pinahayag ni Cong. Budoy ang kanyang pagbati sa 1,303 g**o ng DepEd Division of Romblon sa okasyon ng oath taking para sa kanilang promosyon noong 2 February 2026 sa Bayan ng Romblon.

Ang malawakang promosyon na eto ay alinsunod na RA 12288 Career Progression System for Public School Teachers and School Leaders Act. Ang batas na eto ay nagbigay ng mas malawak na opportunidad para sa mga g**o at principals upang maiangat ang antas ng kanilang panunungkulan. Kung noon ay napakahirap para ma promote ang mga g**o at principal sa DepEd, mas pinadali eto ng RA 12288 sa pagbibigay daan sa “competency based” na promotion. Si Cong. Budoy ay isa sa may pangunahing may akda ng batas na eto.

Salamat sa DepEd Regional Office sa panunguna ni Dr. Nicolas T. Capulong at Division Office sa pangunguna ni SDS Roger F. Capa sa pagsusumikap na maipatupad ang promosyon ng ating mga g**o.

“If I am given by the President a million, and give me the full discretion where to use it, definitely, I will invest it in Education.”

Eto and prinsipyong nagpatibay sa panunungkulan ni Cong. Budoy.

Sa pagbabalik tanaw, malayo na ang narating ng Lalawigan ng Romblon sa larangan ng Edukasyon. Sa kasalukuyan, lahat ng barangay ay mayroon ng at least isang elementary school, may mga high school na rin sa malalayong mga baranggays, at pinagsusumikapang matugunan ang pangangailangan sa mga classrooms at ibang pasilidad.

Kasama sa sapat na bilang ng paaralan ang mga g**ong may sapat na kasanayan upang mapabuti ang ating mga kabataan.

Ang tanggapan ni Cong. Budoy ay patuloy na pagsusumikapang mapaunlad pa ang estado ng Edukasyon sa ating Lalawigan. Ngayong taon, mapagkakalooban ng laptop ang bawat District Office. Patuloy din ang pakikipagugyan sa kompanyang Apple para sa pagpapatupad ng eTuro sa ating Lalawigan.

Ngayon, inaani na natin ang bunga ng mga pinagdaanang hirap at pagsisikap. Ang ating Lalawigan ay no. 1 sa literacy rate sa boung MIMAROPA Region, at no. 3 sa buong bansa.

Panghuli, nag iwan ng hamon si Cong. Budoy sa mga g**o. “Pay it Forward.” Ang pagtaas ng antas ng pagiging g**o ay may kaakibat na responsibilidad na maging mas mahusay sa pagtuturo, at ang pinakamahalaga ay siguraduhing accessible ang edukasyon sa lahat ng mamamayan.

The Committee on Transportation held a two-part meeting earlier today, February 4, 2026, beginning with a Regular Session followed by a Technical Working Group (TWG). Cong. Budoy Madrona joined the proceedings and took an active role in the discussions. The committee approved local measures for the Land Transportation Office (LTO) and the Maritime Industry Authority (MARINA), and received a briefing on the 2026 LTO budget.

After the regular meeting, the TWG chaired by Cong. Madrona, commenced its initial deliberations on 14 Philippine Coast Guard bills, with representatives from the DOTr, LTO, MARINA, DBM, PCG, and partner organizations in the transport and maritime sectors in attendance. These fourteen measures share a common purpose: to elevate the Philippine Coast Guard into a frontline, modernized, and dignified maritime service—dedicated to safety, sovereignty, environmental protection, and disaster response, and fully empowered to safeguard lives and uphold the nation’s maritime interests with strength and credibility.

The TWG Chair requested the DBM and DOF to submit their positions on funding source and financing structure within two weeks.

TESDA Honors Congressman Madrona’s Support

Employees from the TESDA Romblon Provincial Office, Romblon National Institute of Technology (RNIT), and the Romblon Provincial Training Center (PTC) recently conveyed their profound appreciation to Hon. Eleandro Jesus "Budoy" F. Madrona, Congressman of the Lone District of Romblon. During a Graduation Ceremony and Special Training for Employment Program (STEP) Starter Toolkits Distribution held on December 19 at the RNIT Covered Court, the TESDA community honored the Congressman for his steadfast and enduring commitment to Technical Education and Skills Development Authority (TESDA) and RNIT over the years.

The program was highlighted by a collective outpouring of thanks, including personal notes of gratitude and well-wishes from staff and students alike. A special poem titled "Hakbang Tungo sa Tagumpay," recited by graduates and staff, embodied the institution’s collective appreciation for his unwavering dedication. In a generous response to the tribute, Congressman Madrona pledged to donate sound equipment and interactive monitors, further affirming his commitment to enhancing learning environments and modernizing training delivery for the province.

Congressman Madrona was recently conferred the prestigious 2025 Kabalikat Award. The Kabalikat Award is TESDA’s highest institutional recognition for outstanding partners in technical-vocational education and training (TVET). It is bestowed on individuals, institutions, and organizations that have demonstrated exceptional support for TESDA’s mission to uplift Filipino skills, expand livelihood opportunities, and strengthen the country’s workforce development programs.

Through his persistent advocacy for technical-vocational education, particularly his support for the STEP scholarship and his numerous donations to RNIT, Congressman Madrona has significantly strengthened opportunities for skills development and employability. These efforts have been vital to the institutional growth and success of Romblomanon learners. RNIT remains deeply grateful for this enduring partnership, which continues to advance quality technical-vocational education and public service throughout the Province of Romblon, supported by a total scholarship allocation of 12 million pesos from 2023 to 2025.

In a defining engagement on February 3, 2026, DILG MIMAROPA Assistant Regional Director/Officer-in-Charge Rey S. Maranan, CESO IV, together with Mr. Petrovich B. Tamag, paid a courtesy visit to Cong. Budoy Madrona, with the presence of Chief of Staff Denon F. Madrona, to discuss regional development, with special focus on the Province of Romblon. The dialogue underscored a shared commitment to inclusive growth, good governance, and sustainable progress—fortifying collaboration for the benefit of our island communities.

In pursuit of safer, more competitive maritime operations, Cong. Budoy Madrona joined the discussion as the Committee on Transportation kicked off its TWG deliberations on HB 5485, titled “An Act Providing Regulatory Framework for Open Harbor Pilotage in the Philippines and Other Purposes”, introduced by Cong. Franz S. Pumaren, in the early hours of January 28, 2026.

With voices from government, industry, and civil society, the meeting marked a significant step toward inclusive and forward-looking pilotage reform, underscoring the collective commitment of legislators to strengthen maritime safety and efficiency through comprehensive policy dialogue. A broad range of stakeholders enriched the discussion, including representatives from key government agencies such as the Department of Transportation, MARINA, PPA, and the Philippine Coast Guard, alongside industry groups like the United Harbor Pilots Association of the Philippines, the Philippine Ship Agents Association, PISA, AISL and PCSA. Their insights and technical expertise are expected to guide the TWG in refining the bill to ensure it responds to operational realities, maintains legal integrity, and serves the public interest.

Earlier today, January 26, 2026, Cong. Budoy joined the Committee on Legislative Franchises in its continued deliberations on several measures on renewing the 25-year franchise of Visayan Electric Company Inc. under Republic Act No. 9339, covering key cities and municipalities in Cebu. The Committee also tackled House Bill No. 06224, which seeks to grant Southern Leyte Electric Cooperative, Inc. (SOLECO) the authority to construct, operate, and maintain electric distribution systems across Southern Leyte, including the island municipality of Limasawa.
The meeting brought together key stakeholders and resource persons from the Energy Regulatory Commission, Department of Energy, Bureau of Internal Revenue, Securities and Exchange Commission, Visayan Electric Company Inc., and SOLECO. Their insights were instrumental in clarifying regulatory, fiscal, and operational implications of the proposed measures.
These proceedings highlight Congress’ steadfast commitment to strengthening the country’s energy sector—ensuring reliable, affordable, and accountable power service while upholding public interest, technical standards, and franchise integrity.

Ang taunang kapistahan ng Romblon, Romblon ay nagtatampok ng tonton - o ang pagbaba ng Señor Sto. Niño de Romblon mula sa pedestal pagkatapos ng misa sa Katedral ni San Jose.

Kinabukasan nito ay ang misa sa grandstand bago ang Biniray Festival na iniikot sa Romblon Bay ng pitong beses ang Señor Sto. Niño de Romblon. Eto ay bilang pag sariwa sa kasaysayan na pitong beses sinubukang ilabas ang Señor Sto. Niño de Romblon upang ihatid sa
Cebu at nagkaraon ng malakas na panahon, naging dahilan upang siya ay manatili rito.

Ang tonton at biniray ay dinarayo ng mga deboto ng Señor Sto. Niño de Romblon mula sa iba’t ibang lugar bilang pagpapahayag ng pasasalamat sa patnubay at mga biyayang natatanggap sa intersesyon nito.

Masaya tayong nagiging bahagi ng taunang tonton at biniray, at patuloy ang ating panalangin sa pagpapala ng Diyos para sa ating lalawigan sa patnubay ni Señor Sto. Niño de Romblon.

Personal na pinangunahan ni Cong. Budoy noong 12 January 2026 ang inspeksyon ng kahabaan ng (Malbog) Manhac, Looc to Sta. Fe Road, kasama ang kinatawan ng DPWH Romblon District Engineering Office, Mayor Lisette Medina Arboleda ng Looc, Mayor Asher Visca ng Sta.Fe at Mayor Denon Madrona (Chief of Staff), upang tukuyin ang mga parte na agarang kailangan ayusin.

Bagaman na ang kahabaan ng kalsadang eto ay klasipikado bilang provincial road, mariiing binigyang katwiran ni Cong. Budoy na magamit ang pondo ng pamahalaang nasyonal para dito.

Nakapaglaan ng Isang Daang Milyong Pisong (Php 100,000,000.00) pondo para sa proyektong eto na nakapaloob na sa General Appropriations Act o aprobadong national budget para sa taong 2026. Inaasahang eto ay mapapatupad din ngayong 2026.

Good news for Romblon!

House Bill No. 4312, “AN ACT RENATIONALIZING THE ROMBLON PROVINCIAL HOSPITAL LOCATED IN THE MUNICIPALITY OF ODIONGAN, PROVINCE OF ROMBLON, PLACING THE DIRECT SUPERVISION AND CONTROL OF THE DEPARTMENT OF HEALTH, AND PROVIDING FUNDS THEREFOR” authored by Cong. Budoy Madrona, proposes to place the hospital under the direct supervision and control of the Department of Health (DOH) and to provide the necessary funding for its operations and improvement. Said measure has been deliberated and approved in the committee level earlier today, December 10, 2025.

This proposal was strongly supported by the Sangguniang Panlalawigan Members through SP Resolution No. 11-2025-237, the League of Municipalities of the Philippines (LMP) – Romblon Chapter through LMP Resolution No. 04-2025-2028, and 17 Sangguniang Bayan Resolutions across all 17 Municipalities.

In attendance were Dr. Christian John Que, OIC-Chief of Hospital of the Romblon Provincial Hospital; Sangguniang Panlalawigan Members Hon. Natalio F. Beltran III, author of the SP Resolution, and Hon. Rubelyn S. Solis, co-author; as well as Mayor Lisette M. Arboleda.

This step forward highlights our collective commitment to making healthcare more accessible and equitable for every Romblomanon, and we look forward with hope and excitement as the legislative process continues.

Inaprubahan na ngayong umaga ang HB 4312 sa Committee on Health ng Kongreso.

Ang HB 4312 ay naglalayong maibalik sa Department of Health ang pangangasiwa ng Romblon Provincial Hospital (RPH) sa Odiongan upang ang mga serbisyong medikal at kagamitan ay mas maisayos, mapaganda at makumpleto.

Dumalo sa pagdinig si Dr. Christopher John Que, OIC Chief of Hospital ng RPH na nagpahayag ng pag suporta sa HB 4312.

2025 DIVISION SCIENCE AND MATHEMATICS FAIR AND ROBOTICS COMPETITION

“Harnessing the Unknown: Powering the Future Through Science and Innovation”

Sa patuloy nating pagtataguyod ng isang Bayang Matalino, masaya po akong makita ang pag kakasatuparan ng noon ay isang adhikain lamang sa larangan ng Siyensa at Robotics sa ating mga paaralan sa Lalawigan ng Romblon.

Taong 2024 ng naipamahagi sa 51 na paaralan sa DepEd Division of Romblon ang mga pangangailangan sa programa ng Siyensa at Robotics na iminungkahi sa ating tanggapan ni Mam Apryl C. Bagnate, PhD - Education Program Supervisor -Science. Eto ang naging hudyat ng pagpapalakas ng nasabing programa sa ating mga paaralan.

Patuloy ang pagbabago ng panahon at mabilis ang pagsulong ng teknolohiya, kung kaya ay kinakailangang buo din ang supporta ng pamahalaan sa ating mga mag aaral upang sila ay mabigyan ng pantay na opportunidad sa pag papalago ng kanilang kaalaman.

Ang pagkakaroon ng kauna unahang Robotics Competition sa ating Lalawigan ay ang magpapatunay na ang ating mga mag - aaral ay nagtataglay ng mga angking kakayahan at galing upang makasabay sa pandaigdigang pamantayan.

Naniniwala ako na ang mga ideya at imbensyon ng mga batang eto ay malaki ang maiaambag na tulong sa ating mga komunidad, bayan at Lalawigan.

Binabati ko ang lahat ng mga mag-aaral, tagapagsanay at mga g**o na lumahok!
