As a 𝐥𝐢𝐜𝐞𝐧𝐬𝐞𝐝 𝐅𝐢𝐥𝐢𝐩𝐢𝐧𝐨 𝐩𝐡𝐚𝐫𝐦𝐚𝐜𝐢𝐬𝐭, I fully support initiatives to improve healthcare access and livelihood.

However, 𝗜 𝘀𝘁𝗿𝗼𝗻𝗴𝗹𝘆 𝗱𝗶𝘀𝗮𝗴𝗿𝗲𝗲 with the proposal to allow 𝘀𝗮𝗿𝗶-𝘀𝗮𝗿𝗶 𝘀𝘁𝗼𝗿𝗲𝘀 𝘁𝗼 𝘀𝗲𝗹𝗹 𝗼𝘃𝗲𝗿-𝘁𝗵𝗲-𝗰𝗼𝘂𝗻𝘁𝗲𝗿 (𝗢𝗧𝗖) 𝗺𝗲𝗱𝗶𝗰𝗶𝗻𝗲𝘀 under the Bagong Pilipinas vision.

⚖️ This move 𝘃𝗶𝗼𝗹𝗮𝘁𝗲𝘀 𝗲𝘅𝗶𝘀𝘁𝗶𝗻𝗴 𝗣𝗵𝗶𝗹𝗶𝗽𝗽𝗶𝗻𝗲 𝗹𝗮𝘄𝘀 that govern the proper handling and dispensing of pharmaceutical products:

📌 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟏𝟎𝟗𝟏𝟖 – 𝐓𝐡𝐞 𝐏𝐡𝐢𝐥𝐢𝐩𝐩𝐢𝐧𝐞 𝐏𝐡𝐚𝐫𝐦𝐚𝐜𝐲 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟏𝟔
🔹 Section 31 clearly states that only licensed pharmacists are allowed to dispense and sell pharmaceutical products, including OTC medicines.
🔹 It also prohibits the sale of pharmaceutical products in unlicensed outlets, which includes sari-sari stores.

📌 𝐑𝐞𝐩𝐮𝐛𝐥𝐢𝐜 𝐀𝐜𝐭 𝐍𝐨. 𝟑𝟕𝟐𝟎, 𝐚𝐬 𝐚𝐦𝐞𝐧𝐝𝐞𝐝 𝐛𝐲 𝐑𝐀 𝟗𝟕𝟏𝟏 – 𝐓𝐡𝐞 𝐅𝐨𝐨𝐝 𝐚𝐧𝐝 𝐃𝐫𝐮𝐠 𝐀𝐝𝐦𝐢𝐧𝐢𝐬𝐭𝐫𝐚𝐭𝐢𝐨𝐧 (𝐅𝐃𝐀) 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟎𝟗
🔹 Requires that drugs and medicines must only be sold in FDA-licensed drug outlets.
🔹 Selling medicines without proper licenses is a violation of public health regulations.

📌 𝐑𝐀 𝟗𝟏𝟔𝟓 – 𝐓𝐡𝐞 𝐂𝐨𝐦𝐩𝐫𝐞𝐡𝐞𝐧𝐬𝐢𝐯𝐞 𝐃𝐚𝐧𝐠𝐞𝐫𝐨𝐮𝐬 𝐃𝐫𝐮𝐠𝐬 𝐀𝐜𝐭 𝐨𝐟 𝟐𝟎𝟎𝟐
🔹 Even though this applies mostly to regulated drugs, the lack of control over drug distribution, even for OTC meds, can contribute to misuse and abuse.

🛑 Allowing non-professional selling of medicines puts the public at risk of:
❗ Self-medication and misdiagnosis
❗ Drug interactions or allergic reactions
❗ Delays in proper treatment
❗ Undermining the role of healthcare professionals

✅ If the goal is to improve access to medicines, then let’s do it 𝙨𝙖𝙛𝙚𝙡𝙮 𝙖𝙣𝙙 𝙡𝙖𝙬𝙛𝙪𝙡𝙡𝙮—by strengthening 𝘽𝙖𝙧𝙖𝙣𝙜𝙖𝙮 𝙃𝙚𝙖𝙡𝙩𝙝 𝙎𝙩𝙖𝙩𝙞𝙤𝙣𝙨, promoting 𝙡𝙞𝙘𝙚𝙣𝙨𝙚𝙙 𝙘𝙤𝙢𝙢𝙪𝙣𝙞𝙩𝙮 𝙥𝙝𝙖𝙧𝙢𝙖𝙘𝙞𝙚𝙨, and 𝙙𝙚𝙥𝙡𝙤𝙮𝙞𝙣𝙜 𝙥𝙧𝙤𝙛𝙚𝙨𝙨𝙞𝙤𝙣𝙖𝙡 𝙥𝙝𝙖𝙧𝙢𝙖𝙘𝙞𝙨𝙩𝙨 in underserved areas.

𝙈𝙚𝙙𝙞𝙘𝙞𝙣𝙚𝙨 𝙨𝙖𝙫𝙚 𝙡𝙞𝙫𝙚𝙨—𝙬𝙝𝙚𝙣 𝙪𝙨𝙚𝙙 𝙘𝙤𝙧𝙧𝙚𝙘𝙩𝙡𝙮 𝙖𝙣𝙙 𝙧𝙚𝙨𝙥𝙤𝙣𝙨𝙞𝙗𝙡𝙮.
They should never be treated as common goods in a sari-sari store.

In 1909, Filipino chemist Manuel Zamora developed Tiki-Tiki, a vitamin formula designed to prevent infantile beriberi, a deadly disease caused by vitamin B1 (thiamine) deficiency.

At the time, many Filipino infants suffered from this condition, leading to weakness, heart problems, and even death. Thanks to Zamora’s groundbreaking work, Tiki-Tiki became a trusted supplement for Filipino babies, saving countless lives!
