In line with Republic Act No. 12314 or the General Appropriations Act (GAA) FY 2026, particularly Special Provision No. 9 on the implementation of Zero Balance Billing (ZBB) in LGU hospitals, the Bureau of Local Health Systems Development is undertaking preparatory activities to operationalize the utilization of the Department of Health Universal Health Care (UHC) Fund.

As part of these efforts, consultative engagements are being conducted to ensure efficient fund administration, strengthen coordination with local government units, and enhance oversight of the implementation of DOH Zero Balance Billing in LGU hospitals.

To further support discussions and evidence-based policy formulation, four (4) HCPN Integration Sites are participating in this initiative, namely: Aklan, Benguet, Laguna, and Sarangani.

Through this approach, we continue to strengthen our health systems and advance equitable access to quality healthcare for all.

The Department of Health Central Office, under the leadership of Asst Secretary Maylene Beltran, together with UNICEF, conducted a visit to the Provincial Health Office and Provincial DOH Office relative to the MRSIA Activity.

The visit likewise served as a venue for discussion on existing and proposed legislations and policy directions in support of the implementation of the Universal Health Care (UHC).

The Philippine Health Insurance Corporation (PhilHealth), through the Universal Health Care Surge Team, is cuurently conducting the Workshop on YAKAP Enhancement among Primary Care Provider Network and Health Care Provider Network Sites, at the Philhealth Regional Office, NCR, Makati City.

The workshop seeks to assess implementation issues and identify gaps in the Yaman ng Kalusugan Program (YAKAP), and to discuss proposed solution and recommendations, particularly in the areas of accreditation, benefit availment and payment.

Officials and representatives from the PhilHealth Central Office and Regional Offices, The Office of the President, Local Chief Executives, Provincial and City Health Officers, Provincial and City Accountants, partner Local Government Units and the Wold Health Organization (WHO) are participating in the activity.

‼️1 BILYONG PISO INILAAN SA BUDGET NG DOH PARA SIMULAN ANG ZERO BALANCE BILLING SA LGU HOSPITALS‼️

Kinumpirma ni Pangulong B**g B**g Marcos na 1 bilyong Piso ang gagamitin mula sa DOH budget para simulang suportahan ang mga malalaking ospital na pinangangasiwaan ng mg LGU.

Sa pamamagitan ng budget na ito, ang mga gastos ng pasyente sa basic accomodation ng ilang LGU hospitals ay magiging ₱0.00.

Magiging batayan ng DOH ang Local Health Systems Maturity Levels at iba pang paghahandang teknikal sa pagpili ng LGU hospitals na magsasagawa na ng Zero Balance Billing. Ikokonsidera ang eligibility criteria, reporting requirements, at compliance obligations para masiguro na kaya ng LGU ang tuloy-tuloy na implementasyon ng programa.

Diretso ang pondo sa mga malalaking LGU hospitals na ito, at tulad ng Zero Balance Billing ng DOH ay hindi kakailanganin ang anumang "guarantee letter" mula sa pulitiko.

Abangan ang ilan pang detalye habang hinihintay ng DOH ang opisyal na kopya ng GAA.
