The members of the Management Support Unit (MSU) convened to discuss the approved extension of the DOH grant and to finalize the agenda for the upcoming Provincial Local Health Board (PLHB) meeting.

The MSU, comprising representatives from the Accounting Office, Budget Office, Treasurer’s Office, Planning Unit, and the Provincial Health Office (PHO), deliberated on the processes related to the Special Health Fund (SHF), which ensures alignment with Commission on Audit (COA) guidelines and Joint Memorandum Circular (JMC) No. 2021-0001. Emphasis was placed on the compliance, fund utilization efficiency and harmonization of financial and health system governance mechanisms in support of Universal Health Care implementation.

A review of the Disaster Risk Reduction and Management for Health (DRRMH) indicators was conducted within the Local Health Systems Maturity Level framework, in allignment with the health scorecard metrics.

The review assessed the degree of functional integration of DRRMH across the province, with emphasis on ensuring continuity of health services and strengthening the overall system responsiveness during public health emergencies and disasters.

A vetting session was conducted, dated April 28, on the proposed Health Care Provider Network (HCPN) Ordinance as part of the province’s efforts to stregthen and institutionalize an integrated health system.

The proposed measure establishes a framework for the coordinated delivery of health swrvices across all levels of care, which ensures a fu ntiinal referral systems, services integration and efficient utilization of health resources. It seeks to enhance continuity of care and align service provision among health facilities and providers within a unified network.

As a designated HCPN site, rhe province stands to benefit from improved system efficiency, strengthened swrvice delivery networks, reduced fragmentation and enhanced access to quality health services for its population.

This supports the realization of a responsive, integrated and people centered health system in line with Universal Health Care.

The Province of Sarangani is currently conducting its AOP 2027 updating and planning workshop on April 15-16, 2026 in General Santos City. The activity focuses on aligning priority programs and interventions to support effective health system implementation.

Discussions focused on the harmonization and integration of AOP priorities into the Provincial Annual Investment Program (AIP) to ensure that both the AOP 2027 and the AOP Supplemental 2026 are translated into actionable and funded interventions. This alignment strengthens planning-to-budget linkage, promotes efficient resource allocation, and supports the operationalization of the Health Care Provider Network (HCPN).

Furthermore, identified system gaps, service delivery bottlenecks, and priority needs from the AOP were consolidated for inclusion in the Local Investment Plan for Health (LIPH), with particular emphasis on strengthening the health information system. This includes investments in data governance, interoperability, digital health infrastructure, and capacity building to support evidence-informed decision-making, performance monitoring, and responsive service delivery.

The Province of Sarangani, through its Universal Health Care (UHC) team, participated in the "Meeting and Updating with Provincial UHC Coordinators and UHC Development Management Officers, held on April 14, 2016 at Koronadal City.

Anchored on a health systems approahc, the engagement facilitated a review on the Local Health Systems (LHS) performance, with emphasis on the interdependence of governance, financing, service delivery and information systems. Updates from Philhealth and UHC Integration Sites were likewise presented.

Discussions on DM 2025-0599, the Tripartite Memorandum of Understanding andd the operationalization of the Special Health Fund (SHF) highlighted the importance of integrated financing and shared accountability in achieving system efficiency and responsiveness.

Moving forward, the province continues to stregthen stewardship role, particularly as a Health Care Provider Network Site, while optimizing resource use and enhancing collaboration among stakeholders to ahieve a resilient, equitable and people centered health system.

Meeting with Management Support Unit regarding financial matters related to Special Health Fund management

The Provincial Local Health Board (PLHB) recently convened to advance the development of a more integrated and responsive province-wide health system for the people of Sarangani.

The meeting opened with the adoption of the previous minutes and a review of health system concerns. With the agenda duly approved, the Board proceeded with discussions focused on strengthening governance, financing, and service delivery across the continuum of care.

Among the highlights:
1. The 2027 Annual Operational Plan (AOP) for Health was adopted and endorsed for inclusion in the Province’s Annual Investment Program, which ensures alignment of local health priorities with national policies and the overall direction of the Universal Health Care (UHC) framework.
2. A resolution was approved requesting the Department of Health to extend the utilization period of remaining grant funds (₱3.5M) until December 31, 2026.
3. The Board likewise endorsed the 2026 Terms of Partnership (TOP) with the Department of Health, reinforcing coordinated action, shared accountability, and strengthened integration within the province-wide health system.

The meeting was presided over by Hon. Rogelio D. Pacquiao, in the person of Mr. Ser Rosenkranz Espartero, EA IV, with Dr. Arvin C. Alejandro serving as PLHB Co-Chairperson.
