A Grand Thanksgiving and Historic Milestone Ceremonies Marking a New Era of Healthcare in Lanao del Sur
Dr. Serapio B. Montañer Jr., Al Haj Memorial Hospital proudly hosted a historic Thanksgiving and Milestone Ceremony, celebrating a convergence of transformative initiatives that collectively signify a new chapter in the advancement of healthcare services in the Province of Lanao del Sur. The event stood as a powerful testament to strong leadership, meaningful partnerships, and a shared commitment to delivering accessible, resilient, and patient-centered healthcare.
The program formally opened with a warm and gracious welcome delivered by Dra. Hanipha Madale-Montañer, Chief of Hospital, who acknowledged the presence of distinguished guests, local leaders, development partners, and stakeholders. In her message, she expressed heartfelt gratitude for the continued trust, collaboration, and support extended to the hospital, emphasizing that every milestone achieved is a reflection of unity and shared purpose.
An inspirational message followed from the Integrated Provincial Health Office of Lanao del Sur, represented by Dr. Fatimah Zarah Umpa, who highlighted the message from PHO II, Dr. Alinader Minalang emphasizing on the importance of sustained collaboration among institutions, healthcare professionals, and partners in strengthening the province’s healthcare delivery system and improving health outcomes requires not only infrastructure, but also shared responsibility and collective action.
A message of support was then delivered on behalf of Congressman Yasser Balindong, represented by Hon. Amir “Gary” Alonto Balindong, son of the late Speaker Atty. Pangalian Balindong- one of the principal authors of Bangsamoro Autonomy Act (BAA) No. 80. The message highlighted the enduring legacy of public service and emphasized the significance of BAA No. 80 in upgrading the hospital from a 25-bed to a 100-bed capacity, marking a decisive step toward expanding access to quality healthcare services in the province.
The Province of Lanao del Sur likewise reaffirmed its support through a message delivered by Provincial Engineer, Engr. Dimasira Macabando, who emphasized the province’s commitment to infrastructure development and institutional strengthening as key drivers of progress.
This was followed by a message from the Vice Mayor of Balabagan, Hon. Edna Ogka-Benito, who expressed the local government’s steadfast support and recognition of the hospital’s vital role in safeguarding the health and well-being of the Bangsamoro community.
Prior to the keynote address, Mr. Ricardo Torres, RE3ACHS Project Manager, delivered a meaningful message highlighting the role of renewable energy solutions in healthcare facilities. He emphasized that sustainable and resilient energy systems are essential in ensuring uninterrupted health services, aligning healthcare development with climate-responsive and future-ready solutions. This was followed by a message from Dr. Ainee Marohomsalic, in behalf of PhilHealth BARMM Regional Vice President, Atty. Dagoroan Macarambon II, who underscored PhilHealth’s vital role in healthcare financing and its support for initiatives that strengthen hospital services and improve patient access to quality care.
The highlight of the program was the much-anticipated message from the Minister of Health, Hon. Dr. Kadil M. Sinolinding Jr., who reaffirmed the Ministry’s unwavering commitment to inclusive, accessible, and quality healthcare for all. He emphasized that the hospital’s continuous expansion and modernization embody a shared vision of strengthening the health system, improving service delivery, and ensuring that no one is left behind.
The program concluded with heartfelt closing remarks from Dr. Romeo Montañer, who expressed profound appreciation to all leaders, partners, and stakeholders for their dedication and collaborative efforts. He reiterated that the milestones celebrated are not endpoints, but foundations for further growth and service.
Following the program proper, a series of ceremonial activities further highlighted the significance of the occasion. The Unveiling of Bangsamoro Autonomy Act No. 80 formally marked the hospital’s transition from a 25-bed to a 100-bed capacity facility. The Act was principally authored by the Minister of Health, Hon. Kadil M. Sinolinding Jr., with the support of eighteen (18) principal authors and forty (40) co-authors, whose collective leadership and legislative commitment made this historic upgrade possible.
This was accompanied by a thanksgiving tribute to all the principal and co-authors of the Act, recognizing their invaluable contributions to the hospital’s growth and to the advancement of healthcare services in the Province of Lanao del Sur. A Pledge of Commitment was then signed by the guests, symbolizing their continued support and shared responsibility in advancing the hospital’s mission and sustaining its development.
Subsequently, the turnover of medical equipment under the Transitional Development Impact Fund (TDIF), initiated by the Minister of Health, Hon. Kadil M. Sinolinding Jr., MD, was conducted. This included the Medical Waste Autoclave, as well as the Microsurgical Eye Operating Microscope and Ophthalmic Equipment, significantly strengthening the hospital’s capacity for safe, efficient, and environmentally responsible medical waste management, while enhancing its capability to deliver advanced and specialized ophthalmologic services.
This was followed by the Groundbreaking Ceremony of the 60- kWp Hybrid Ground Mount Solar PV System, funded by UNDP, From the People of Japan under the RE3ACHS Program implemented in close partnership with the Province of Lanao del Sur. This initiative marked a significant stride toward sustainable energy use, resilience, and reduced operational costs, ensuring uninterrupted healthcare services.
Further milestones included the Groundbreaking of the Hospital Gymnasium, generously donated by Governor Dr. Mamintal “Bombit” Alonto Adiong Jr., reinforcing the importance of holistic health and wellness by promoting physical well-being, rehabilitation, and overall quality of life for both patients and hospital personnel.
The culmination of the day’s activities was the ceremonial visit to the Expansion of the Dialysis Center from a One-Storey to a Two-Storey Building- a landmark development that reflects the hospital’s strong commitment to improving life-saving services. Notably, the expanded dialysis center is now equipped with an elevator—the first among hospitals in the Province of Lanao del Sur- ensuring safe, dignified, and convenient access for dialysis patients. This pioneering feature sets a new standard for accessibility, inclusivity, and patient-centered healthcare infrastructure in the province.
The successful conduct of this historic thanksgiving and milestone ceremonies stands as a powerful symbol of unity, leadership, and shared vision. Through sustained collaboration and innovation, Dr. Serapio B.
