The Ministry of Health - BARMM successfully conducted its annual monitoring and evaluation of the Malasakit Program – Medical Assistance to Indigent and Financially Incapacitated Patients Program (MAIFIPP) at Dr. Serapio B. Montañer Jr. Al Haj Memorial Hospital today, September 1, 2025.

The activity ensured the proper implementation and utilization of MAIFIPP funds in support of indigent and financially challenged patients, strengthening our commitment to transparency, accountability, and quality healthcare delivery, providing free services to all patients.

Strengthening Emergency Health Services in Lanao del Sur, thus another milestone for healthcare in our province as Dr. Serapio Montañer Jr. Al-Haj Memorial Hospital (DSBMMH) received a brand-new ambulance during the ceremonial turnover on August 27,2025 held at the Provincial Capitol Grounds.

This initiative was made possible through the efforts of Congressman Yasser Alonto Balindong, in partnership with the Provincial Government of Lanao del Sur, as part of their commitment to bring healthcare services closer to the people and ensure that everyone has access to timely and life-saving emergency response.

Our dearest Chief of Hospital, Dr. Hanipha Madale-Montañer, formally accepted the ambulance on behalf of DSBMMH and expressed heartfelt gratitude for the continued support. She emphasized that the new vehicle will greatly enhance the hospital’s capacity to respond to emergencies, provide immediate medical transport, and save more lives.

A Memorandum of Agreement (MOA) was also signed to affirm our hospital’s responsibility in the proper use and maintenance of the ambulance, ensuring that it serves the public effectively and sustainably.

We extend our sincere thanks to Congressman Yasser Alonto Balindong, Vice Governor Mohammad Khalid “Mujam” Raki-in Adiong, and the Provincial Government of Lanao del Sur for their unwavering commitment to strengthen the healthcare system in our province.

DSBMMH Staff Protected Against Pneumonia and Influenza

At Dr. Serapio B. Montañer Jr Al Haj Memorial Hospital (DSBMMH), caring for our patients begins with caring for our people.

In line with our commitment to staff wellness and preventive healthcare, a special health education and vaccination activity was held for our hospital personnel made possible through the initiative of our Chief of Hospital, Dra. Hanipha Madale-Montañer.

The event began with an informative and eye-opening lecture on Pneumonia and Influenza, delivered by our resource speaker and Internal Medicine specialist, Dr. Wedad Zainoden-Paudac. She emphasized the risks of respiratory infections among healthcare workers and the life-saving role of timely immunization.

Right after the lecture, our hospital staff were given free pneumococcal and flu vaccines, reinforcing our belief that protection starts with prevention. The vaccination aims to shield our frontline workers from common yet potentially serious illnesses, especially as they tirelessly serve our patients every single day.

This meaningful activity reflects the leadership and vision of Dra. Montañer, who continues to prioritize the health, safety, and resilience of the DSBMMH team.

In celebration of National Blood Donor Month, a Blood Letting Activity was successfully held on July 4, 2025, at Matling, Malabang, Lanao del Sur.

The activity was spearheaded by Dr. Serapio B. Montañer, Jr. Al-Haj Memorial Hospital (DSBMMH) together with the 1st Infantry (TABAK) Division, Philippine Army, and in coordination with the SOCCSKSARGEN Regional Blood Center. Guided by the theme “Dugong Alay Mo, Sandigan ng Buhay Ko.”

The activity aimed not just to collect blood, but to raise awareness on the importance of voluntary blood donation in saving lives. Every bag donated is a symbol of compassion, hope, and solidarity especially for those in critical need.

From 8:00 AM to 12:00 PM, donors came together rolled up their sleeves, and became everyday heroes by giving the gift of life. It is a reminder that in times of need, our unity and willingness to help can bring healing and second chances.

We express our heartfelt gratitude to all our generous blood donors, volunteers, and partner agencies who took part in this noble cause. Your selfless act may just be the reason someone gets to live another day.

Konsulta Service Delivery Caravan Reaches 1,005 Learners in Malabang National High School

The Konsulta Service Delivery Caravan held on June 24–25, 2025, at Malabang National High School was a significant initiative aimed at improving access to primary healthcare among students. Organized by Dr. Serapio B. Montañer Jr. Al-Haj Memorial Hospital (DSBMMH) in partnership with the Local Health Insurance Office–Marawi, the caravan successfully served 1,005 learners under the PhilHealth Konsulta Program.

This activity was not a typical medical outreach, but a strategic step toward strengthening preventive and promotive health services within the school setting. Learners were able to register with PhilHealth, undergo initial health assessments, and receive information on the importance of maintaining good health. The initiative underscores the value of early health intervention and how it contributes to students’ overall growth and academic success.

Our sincere appreciation goes to the hardworking healthcare teams, school personnel, and volunteers who made this possible. Most of all, thank you to the learners who welcomed this effort with open minds and hearts. A significant and humbling moment for the Dr. Serapio B. Montañer Jr. Al Haj Memorial Hospital.

On June 16, 2025, the hospital was honored with a Plaque of Appreciation from the Office of the Vice President of the Philippines, recognizing our invaluable contribution to nation-building and public service. This award is a mirror of the silent heroism, the quiet strength, and the boundless compassion shown by every hand that heals, serves, and cares within our hospital walls.

The plaque was received by our very own Chief of Hospital, Dr. Hanipha Madale-Montañer, in a ceremony held in Davao City, personally handed by Vice President Sara Z. Duterte.

This recognition affirms the vital role of public hospitals, especially in marginalized sectors of society, and uphold our mission to provide quality, accessible, and compassionate healthcare for all.

The Bangsamoro Transition Authority (BTA) Parliament held a deliberation on BTA Bill No. 350, entitled “An Act Upgrading the Dr. Serapio B. Montaner Jr., Al Haj Memorial Hospital (DSBMMH) from 25 to 100 Bed Capacity (Level II), Appropriating Funds Therefor and for Other Purposes.”

The proposed measure seeks to enhance the capacity and classification of DSBMMH, located in Malabang, Lanao del Sur, from a 25-bed primary hospital to a 100-bed Level II facility. This significant legislative initiative aims to respond to the growing healthcare needs of the province and surrounding areas, ensuring more accessible, higher-quality medical services for the Bangsamoro constituents. The bill is principally authored by Members of Parliament (MPs) Dr. Kadil M. Sinolinding Jr., Atty. Pangalian M. Balindong, Dr. Hashemi N. Dilangalen, Prof. Eddie M. Alih, Atty. Rasol Y. Mitmug Jr., Atty. Paisalin Tago, Atty. Ishak V. Mastura, and Atty. Nabil A. Tan. It is also co-authored by MPs Ali Montaha D. Babao, Khalid M. Hadji Abdullah, Said M. Sheik, Amroussi A. Macatanong, Marjanie S. Macasalong, Abdullah G. Macapaar, Atty. Mosber E. Alauddin, Albakil D. Jikiri, Nurredha I. Misuari, Mohammad Kelie U. Antao, Froilyn T. Mendoza, Diamila D. Ramos, Atty. Abdulwahab M. Pak, and Atty. Jose I. Lorena.

The deliberation was conducted under the Committee on Health, chaired by MP Dr. Ibrahim P. Ibay (Vice Chairperson), with active participation from members MP Akmad I. Abas, MP Atty. Suharto M. Ambolodto, MP Atty Alirakim T. Munder, MP Ali O. Salik, and MP Atty. Sittie Fahanie S. Uy-Oyod. Ex-officio members present during the session included were MP Atty. Ishak V. Mastura, MP Engr. Baintan A. Ampatuan, and Member of the Parliament the very supportive MP Khalid M. Hadji Abdullah, reflecting the wide support for this healthcare development initiative.

Also in attendance were Dr. Hanipha Madale-Montañer, Chief of Hospital, and Dr. Romeo G. Montañer, Executive Consultant, who represented the hospital’s leadership and expressed their commitment to support the bill and the much-needed upgrade of the facility. Their presence and testimonies provided insights and ground-level perspectives that strengthened the case for institutional enhancement.

During the committee deliberation, the bill was officially approved, marking a significant milestone in the legislative process. The next step will be a joint session with the Committee on Finance, Budget and Management, where discussions will focus on the financial appropriations necessary to implement the proposed upgrade.

This upcoming joint session is expected to deliberate on the allocation of resources to support infrastructure, equipment, personnel, and operational needs of the hospital as it transitions into a Level II facility. The approval of the bill within the Committee on Health is a promising advancement toward realizing the long-standing aspiration to improve healthcare access and delivery in Lanao del Sur and the Bangsamoro region at large.

Ibay, Vice Chairperson, and all the members who participated in the deliberation on June 19, 2025, for approving the proposed upgrade of Dr. Serapio B. Montaner Jr. Al Haj Memorial Hospital from 25 to 100 beds.

This move brings hope to thousands of patients not only from Malabang but from across Lanao del Sur and neighboring provinces who rely on our hospital for quality care.
