On April 15, 2025, the Barangay Anti-Drug Abuse Council (BADAC) successfully conducted a Family Care Program aimed at supporting Persons Who Use Drugs (PWUDs) in their journey toward recovery and reintegration. Ten (10) PWUDs and members of the Barangay Council of Caticlan attended the activity.

Under the leadership and strong support of Honorable Barangay Chairman Ralf A. Tolosa, the program featured a counseling session and a workshop focused on emotional support, guidance, and equipping participants with practical strategies for personal and family growth. As part of the initiative, each participating PWUD received a grocery pack and 25 kilograms of rice as a tangible expression of community care and encouragement.

This meaningful activity reflects the barangay’s continuing commitment to holistic rehabilitation and the strengthening of community-based support, and it was made possible through the proactive efforts of Chairman Tolosa and the entire BADAC team.

The Barangay Anti-Drug Abuse Council (BADAC) successfully conducted its regular meeting on March 14, 2025, at the Caticlan Barangay Hall Session Room. The meeting, guided by the theme "Strengthening Community Partnership for a Safer and Drug-Free Barangay," was attended by members of the BADAC, the Barangay Council, the Barangay Peace and Order Council, and various non-governmental organizations (NGOs).
Barangay Chairman, Honorable Ralf A. Tolosa, delivered the welcome remarks, emphasizing the importance of unity, cooperation, and commitment among all council members in addressing the persistent issue of illegal drugs. He highlighted the collective responsibility of the community in ensuring a drug-free environment and encouraged all stakeholders to actively participate in monitoring and reporting drug-related activities. Chairman Tolosa reiterated the barangay’s unwavering support for the government’s anti-drug initiatives and its dedication to fostering a safe and secure community for all residents.
PCMS Ernesto T. Lomeda delivered a lecture on Malay Revitalized Thru Enhanced Safety and Security (MARITESS), highlighting the critical role of strengthened community monitoring in ensuring safety and security. He emphasized the need for proactive measures in addressing illegal drug-related activities and enhancing the collaborative efforts between law enforcement and the community.
MADAC focal person, Dr. Athena C. Magdamit from the Malay Health Office, underscored the importance of vigilance among BADAC members to prevent the proliferation of illegal drugs within the barangay. She stressed that sustained community awareness, engagement, and immediate reporting of suspicious activities are key strategies in combatting drug-related issues.
The meeting served as a platform for discussing current anti-drug initiatives and enhancing coordination among stakeholders to foster a safer and drug-free community. The participants reaffirmed their positive response to strengthening partnerships and implementing more effective interventions to address drug-related concerns in the barangay.

ACCOMPLISHMENT REPORT (From July 2024 - February 2025)

The Barangay Anti-Drug Abuse Council (BADAC) successfully conducted a series of activities aimed at strengthening drug awareness, rehabilitation, and community involvement.

On September 5, 2024, BADAC organized an Orientation and Symposium to enhance the community’s anti-drug efforts. PCMS Ernesto T. Lomeda delivered a lecture on intelligence gathering and personal development for Anti-Drug Abuse Council members, while Balay Silangan Focal Person Jo-an T. Victoriano, RN, discussed the harmful effects of drug abuse. The event was well-attended, with over 75 active participants.

On October 16, 2024, the PWUDs' Livelihood and Kamustahan event was held at the Caticlan Barangay Hall, where 10 PWUDs received 25 kilograms of rice each as part of the livelihood assistance program. PDEA personnel and the regional director were present, sharing valuable insights and reminding the PWUDs of the dangers of illegal drugs while encouraging them to stay on the path of recovery and reintegration.

On November 21, 2024, BADAC conducted an Information, Education, and Communication (IEC) session at Caticlan Elementary School, educating 158 students on the harmful effects of drug abuse. To appreciate their participation, snacks were distributed to all students. The activity was a resounding success in raising awareness and instilling preventive measures at an early age.

On November 23, 2024, to further ensure public safety and a drug-free environment, BADAC conducted a random drug testing for 29 barangay staff. This initiative aimed to uphold integrity within the barangay workforce and reinforce the importance of maintaining a drug-free community.

On November 23, 2025, the DAPC Week Celebration featured a Nativity Scene Making Contest for PWUDs, with cash prizes of PHP 6,000 for the champion, PHP 5,000 for second place, PHP 4,000 for third place, and PHP 2,500 for consolation winners. Additionally, a Photography and Poster Making Contest was held, awarding PHP 4,000 for the champion, PHP 2,500 for second place, and PHP 1,500 for third place. A total of 47 participants showcased their creativity, reinforcing the message of rehabilitation and recovery.

On February 21, 2025, your BADAC officer attended a regular meeting with MADAC, and on February 27, 2025, he participated in the Malay Peace and Order Council meeting as part of the ongoing effort to strengthen anti-drug initiatives and promote a drug-free community.

Through these activities, BADAC reinforced its advocacy against drug abuse, promoted rehabilitation efforts, and deepened community involvement. The celebration underscored the collective commitment of various stakeholders in advancing drug prevention and rehabilitation initiatives, moving towards a safer and drug-free society.

Despite these accomplishments, challenges remain and so we ask for your collaborative support for the betterment of our Barangay.

The week-long celebration of Drug Abuse Prevention and Control Week has officially concluded this afternoon, and what an incredible journey it has been!

The event was filled with inspiring activities, including Nativity Making, Photography, and Poster Making Contests, where our talented BADAC beneficiaries showcased their creativity and resourcefulness:

🎨 In Nativity Making, participants amazed us with their craftsmanship and innovative use of materials.
📸 Our Photography contestants expressed powerful messages of awareness against illegal drugs through their stunning visuals.
🖌️ The Poster Making Contest left us in awe of the contestants’ artistic skills and impactful designs.

We were privileged to have guest speakers namely, Ptr. Jonathan U. Altes and Hermie Talamisan, RN, who educated and inspired us with insightful discussions on the harmful effects of illegal drugs and the importance of resisting temptation. Their wisdom has left a lasting impression on all attendees.

A huge thank you to our judges – Jo- An Victoriano, RN, Brgy. Secretary Niña Mavel Cahilig, Hermie Talamisan, RN, and Karen Villanueva, LPT – for your fair and thoughtful assessments of the contestants' work. Your expertise was invaluable to the success of this event.

Special thanks to Edan Rovien dela Cruz and Kaye Mapisa, whose heartfelt musical performances uplifted our spirits and added a warm touch to the celebration.

We would also like to express our gratitude to our distinguished guests from the Malay PNP, particularly PCMS Ernesto Lomeda, and Balay Silangan Administrator Jo-an Victoriano, for your support and presence throughout the event.

Together with us is our resource speaker Meah Gel R. Vergara, RN, also with us are the dedicated teachers of CES namely, Lily Orencio, Eden De la Cruz, Vivina Dela Torre, Mark Anthony Aparicio, Jenifie Salibio, Jose Rudy Loraña, and most especially our suportive CES Principal Ligaya C.
