For the past 19 years, PBSP has served as one of the key players in TB control management in the Philippines, having cemented its solid experience and expertise in managing projects as subcontractor and later as principal recipient through funding from major donors like the United States Agency for International Development, United Way Worldwide and The Global Fund. PBSP ACCESS TB provides diagnostics and treatment services to both drug-susceptible and multidrug-resistant TB cases, expanded access to hundreds of MDRTB diagnostic and treatment centers across the country, engaged thousands of private doctors, trained thousands of healthcare providers to strategically reach out more communities nationwide, established TB in the Workplace policies and programs, and cured thousands of patients through this project. In an effort to strengthen the campaign and initiatives to end TB, The Global Fund allocated another grant to PBSP, through its COVID-19 Response Mechanism (C19RM) to support major interventions in COVID-19 control and containment and mitigation of COVID-19 effects to the TB program. To this day, PBSP ACCESS TB continuously strives to find the missing TB cases in the public and private sectors, as part of its goal to contribute to the National TB Control Program’s mission to end TB in the country.

As laboratories adapt to the increasing demands of the healthcare system, the COVID-19 Response Mechanism (C19RM) grant has recently supported the implementation of a Laboratory Quality Management System (LQMS) workshop in various regional Centers for Health Development (CHDs), National Reference Laboratories, and Department of Health (DOH) hospitals nationwide.

This comprehensive five-day workshop was designed to enhance the capabilities of 60 medical health professionals in effectively implementing and improving LQMS within their respective facilities, using internationally recognized guidance tools such as the World Health Organization’s LQMS Handbook.

Through a structured, competency-based learning approach, participants gained practical knowledge on key quality management principles, including risk management, internal audits, document control, and continuous quality improvement. This initiative aligns with the long-term objective of enhancing laboratory performance, ensuring accurate and timely diagnostics, and ultimately promoting patient safety throughout the healthcare system.

The Global Fund invested US$65.8 million in the Philippines to support the COVID-19 response.

Since then, these investments have continued to strengthen health systems. Within three years, the Philippines returned to pre-COVID-19 levels for tuberculosis case finding. The country is also now better prepared to respond to future health threats, keeping everyone, everywhere safer.

As part of the Community-Based Surveillance (CBS) initiative, the C19RM grant conducted a monitoring and evaluation activity across several cities and municipalities in Bulacan province.

The assessment included six barangays from Calumpit, Malolos, and San Jose del Monte City, which aimed to review the implementation of health epidemic reporting in the region.

PBSP ACCESS TB, in collaboration with the Department of Health – Epidemic Bureau (DOH-EB) and The Task Force for Global Health (TFGH), seeks to equip local health workers and community leaders with the necessary skills and knowledge to effectively monitor and report health issues. This initiative ultimately aims to create a more resilient and proactive public health system in Central Luzon.

PBSP ACCESS TB, through its COVID-19 Response Mechanism grant, has recently rolled out the 7-1-7 framework for outbreak detection, reporting, and response in 52 municipalities across Central Luzon.

This initiative has allowed the Department of Health – Center for Health Development (DOH-CHD) in Central Luzon to evaluate the implementation of the revised Event-Based Surveillance and Response (ESR) core processes and Community-Based Surveillance (CBS) systems in each locality throughout the region.

The 7-1-7 framework establishes a standard for identifying public health threats within 7 days of their emergence, reporting these threats to national authorities within 1 day of detection, and initiating response measures within 7 days of notification.

This activity was organized by the Department of Health's Epidemiology Bureau, in collaboration with the Regional Epidemiology and Surveillance Unit (RESU) in Central Luzon and technical experts from the U.S. Centers for Disease Control and Prevention (US CDC).

PBSP ACCESS TB, in collaboration with the Research Institute for Tropical Medicine (RITM), recently conducted laboratory outbreak response training for 32 registered medical technologists. The training focused on key infectious diseases, including diphtheria, cholera, and typhoid/paratyphoid fever.

The primary goal of this initiative is to strengthen the capabilities of selected Department of Health (DOH)-retained tertiary laboratories by improving diagnostic workflows, upgrading serological methods, and equipping laboratory personnel with effective outbreak response strategies.

This effort is part of the COVID-19 Response Mechanism (C19RM) grant, which supports the enhancement of national laboratory preparedness and outbreak response. The Research Institute for Tropical Medicine (RITM) recently held the Stakeholders Meeting in establishing the regional bacteriology and fungal network nationwide at Crimson Hotel in Alabang, Muntinlupa City.

The two-day event gathered 185 representatives from the Department of Health (DOH), National Reference Laboratories (NRL), regional laboratories, hospital administrators, and partners to discuss policy directions and sustainability frameworks for strengthening regional laboratory systems.

PBSP ACCESS TB, in partnership with the Department of Health's Epidemiology Bureau (DOH-EB),has officially launched the first batch of Community Event-Based Surveillance and Response (CESR)training in Coron, Palawan.

Funded through the COVID-19 Response Mechanism (C19RM) grant, this initiative marks a significant step toward strengthening local health systems in remote and underserved areas. Nearly 50 local health professionals from the municipalities of Busuanga, Coron, Culion, and Linapacan participated in the initial Training of Trainers (TOT) program designed to enhance disease surveillance and response mechanisms at the community level.

Throughout three intensive days, participants received hands-on training on early detection, verification, reporting, and coordinated response to emerging health threats. The training also emphasized a multi-sectoral approach to public health by including not only healthcare workers, but also representatives from the agricultural and environmental sectors. This cross-sectoral participation reflects a growing recognition that effective public health surveillance requires an integrated response that considers environmental and socio-economic determinants in health.

The trained health workers will serve as community-based trainers, expected to cascade their learnings to over 1,000 registered and accredited Barangay Health Workers (BHWs) across the four municipalities in the coming months. This will significantly expand the reach of the CESR and build the capacity of grassroots health responders to detect and manage public health concerns in real time.

Through this partnership, PBSP ACCESS TB and DOH-EB continue to champion inclusive and sustainable health solutions that empower communities and strengthen local health governance across the province of Palawan.

The Advancing Client-centered Care and Expanding Sustainable Services for TB (ACCESS TB) is a three-year project (2018-2020) by the Philippine Business for Social Progress (PBSP) that complements and augments the programs and activities of the National TB Control Program (NTP) of the Department of Health.

Funded by The Global Fund, ACCESS TB aims to contribute to the goal of the NTP to reduce mortality by 50 percent, incidence rate by 24 percent and achieve zero TB-affected families facing catastrophic costs all by 2022.
