The Association of Volunteer Fire Chiefs and Firefighters of the Philippines Inc. was founded in 1987 with an initial membership of seven fire brigades. Though its primary objective was to engage in firefighting operations, the association was also involved in water distribution during shortages. Even if our area of operations was centered in Metro Manila, the association also assisted during the aftermath of an earthquake happened at Baguio City and Cabanatuan City. Pinatubo was also an opportunity for us to assist in cleaning the metropolis, including the runway in Manila international Airport. We have also conducted dental and medical missions in various depressed areas in Metro Manila. We have participated in numerous rescue operations, including the transport of victims of the sea accident of the ill-fated MV San Nicolas to medical facilities. On the average, we respond to more than 800 fires and emergencies a year. We were the first organization to be granted an emergency reporting hotline (16-0-16) by PLDT in 1996. Through the efforts of Manila Mayor Lito Atienza, the Association was able to erect its own headquarters on a 1,000 sq.m. lot within Manila Harbour Centre in Tondo, Manila. We are also the first Filipino-Chinese civic organization to be invited as a participant in the parade commemorating the Philippine Independence at the Luneta Park. Up to this day we now have a membership roster of 35 volunteer fire brigades. These brigades have a complement of around 100 Firetrucks, Water tankers and Rscue units. These are manned by 1,500 brave and dedicated firefighters and paramedics. Our headquarters are staffed with radio and telephone operators to monitor calls for assistance on a 24/7 basis.

Fighter Group 16016 would like to express it’s sincere gratitude to the Office of Civil Defense- Civil Defense Training Institute (CDTI) for extending an invitation to participate in the recently concluded Integrated Planning in Incident Command System Training Course. (ICS Level 2)

The Assn is deeply thankful for this valuable opportunity to enhance our capabilities and strengthen our operational readiness. The comprehensive training provided has significantly contributed to capacitating our members with essential skills and knowledge in Incident Command Systems, which will greatly benefit our mission and service to the community.

The professionalism, expertise and dedication demonstrated by the OCD National Instructors have been exemplary. This training initiative reflects CDTI’s commitment to building stronger, more capable emergency response units across our networks.

Assn. President Arvin Sy hosted an appreciation dinner, recoginizing the dedication, compassion and efforts of fighter firefghters during the 24 hours straight HADR operations in Region 1, helping victims of TS Emong. Firefighter Group 16016 through the leadership of our President, Mr Arvin Sy, headed by the Assn Fire Marshal Gladwin So, and together with members from our affiliated brigades successfully conducted a “Humanitarian Assistance and Disaster Relief Operations”, travelling 265 kms from Manila to Region 1.

The team paid courtesy calls to RDRRMC Regional 1 office and the Provincial Government of La Union, demonstrating our commitment to coordinated disaster response efforts. During this mission, the assn also turned over relief assistance consisting of both food and non-food items to OCD Region 1 personnel and also to support the affected communities of San Fernando La Union.

This operation exemplifies our organizations’ dedication to serving the communities beyond our regular firefighting duties and commitment to disaster preparedness and response throughout the Philippines.

Firefighter Group 16016 thru the efforts of our affilated brigade, Raha Volunteer assisted a woman in labor upon the request from the Communication Chairman of the Association of Philippine Volunteer Fire Brigade Inc around 11:54 of July 21, 2025. The patient was brought to Fabella Hospital, onboard the amphibious vehicle (RAHA GATOR) for her medical needs.

This is partnership with the Philippine Heart Association, and through the initiatives of our medical director and Dr. Richard Young Chan, Our Fire Marshal Gladwin So, both of which are PHA Instructors as well, ESD Chief Judith Reyes, with the collaborative efforts and participation from our affiliated brigades. This video highlights the capabilities of our members to perform CPR to save lives during critical incidents.
