KAIBIGAN ERMITA OUTREACH FOUNDATION, INC. Founded in 1986, Kaibigan has more than 2 decades of experience in caring for disadvantaged children.

KEOFI envisions "communities in which poor children & their families are empowered, productive and responsible members of society". By the start of the new millennium, Kaibigan, recognizing that development and social programs worldwide were beginning to change, began to examine and assess in a much more in-depth fashion its existing programs and services, and some major changes were implemented after informal program assessments took effect. After questioning and testing its former practices and approaches – and the effects they were having on client children – a view emerged among key stakeholders that Kaibigan’s programs should be strengthened and realigned more directly with the families and the communities, and not exclusively targeted at the children themselves. Kaibigan staff and management began to fully recognize that it was the problematic families and communities which were creating problematic children, often leaving them with no option but to go out into the streets and lives of high risk and low expectation. Stemming from this realization, new community-based programs and services were designed and developmental activities began to be rooted in the communities themselves. At the same time, and in tandem with these new approaches, Kaibigan’s more traditional programs – including outreach work, teaching/educational activities, and a range of recreational and health-related services – continued. Finally, in 2005, after two decades in development work, Kaibigan undertook a major and comprehensive strategic planning exercise, involving the Board of Directors, management, staff, mothers from the community, and, most significantly, representatives of the client children themselves. By looking closely at and critically reviewing its past experience, Kaibigan was now in a position to chart a new course for the future – and to ensure that future reviews would keep the processes of growth and evolution in motion. Changes in Kaibigan’s orientation:
Whereas previously Kaibigan programs and services had been exclusively child-centered (i.e., focused only on the development of the child) they would now be built around the concept that assistance given to a child is more effective, long term, and sustainable if it is contextualized in the child’s family and community. Under this new orientation, Kaibigan’s programs and services were strengthened, made more comprehensive, and broadened – no longer would they be aimed at the child alone; henceforth they would address key issues facing his or her family and community as well. The relationship between Kaibigan and families/communities thus fundamentally changed. From beneficiaries (receivers of services), they now became active and equal partners of Kaibigan. This transformation meant that not only would individuals become empowered – they would in turn be able empower others. A ripple effect was born, with Kaibigan acting as the instigator and generator of new ideas and practices throughout the communities it served. Communities would now be encouraged to identify problems and take action to make the changes necessary to improve their own lives and the lives of their children. Fully subscribing to the dictum that prevention is better than cure, Kaibigan’s new strategy was essentially preventive in approach, identifying and nailing down problems before and where they start, rather than reacting after problems had spilled into the streets. From the start of the new community-organizing approach, the mothers of Kaibigan’s client children helped out in various ways, notably protecting the interests of children (ie, monitoring their studies, health issues, mobilizing the children to participate in various recreational activities, and so on). Many of Kaibigan’s community activities are today assigned to the Kaibigan community leaders (parents of child beneficiaries, 99% of whom are women), under the guidance and assistance of Kaibigan’s own community workers. This organizing of Kaibigan’s community-based women has now really taken hold and plays a significant part in the life of the foundation. Today, these women’s groups are sufficiently well organized and trained to initiate and manage a broad range of community activities. In short, the people are organizing themselves, addressing serious issues, and working to overcome their own problems. Kaibigan also ensures that its community leaders are trained in human rights and the rights of their children. From all this, Kaibigan’s new orientation has been distilled: organizing poor communities in the 5th district of Manila. Community organizing – and the partnership between Kaibigan and its community groups -- is now a central feature of Kaibigan’s work in the six areas in which it operates. Local leaders (today there are 48 of them, eight in each community) are given opportunities to take charge of their own communities and to examine the needs and available resources. From there they form plans as how best to respond, and assist in their implementation. They have learned to network with the barangays (local government units) and other individuals or organizations that can help them, as well as undertake other activities such as fund raising, etc. In the wake of this basic shift in Kaibigan’s thinking, philosophy and approach to helping poor children, a new Vision, Mission and Goal (VMG) were all formulated and approved by the Board of Directors:

📣 YEAR-END EVALUATION, PLANNING, AND THANKSGIVING 💚✨

As we wrap up the year, we recognize and celebrate the commitment and passion of our child-rights advocates, composed of the Theater Group and the Youth Leaders’ Group (DIWA). Through reflection, planning, and shared appreciation, we honor their contributions and dedication to KEOFI’s advocacy work.

🗓️ November 30 – December 1
The KEOFI Theater Group conducted a Year-End Evaluation Session, reflecting on their performances, experiences, and accomplishments throughout the year. This activity provided space to assess their strengths, identify areas for improvement, and recognize their vital role as advocacy performers in advancing child-rights awareness. As a token of gratitude for their hard work and dedication, the group also enjoyed a rest and relaxation incentive through a swimming activity in Pansol, Laguna — a simple way of saying thank you for a job well done. 🎭🌿

🗓️ December 18 – 19
Meanwhile, the DIWA Youth Leaders’ Group held a capacity-building and planning activity entitled “Youth Group End-Year Visioning: Panibagong Yugto ng Pag-oorganisa, Pagpapalakas, at Pagsasama-sama.” The activity focused on firming up KEOFI’s direction and plans from the perspective of the youth, strengthening their collective vision, and preparing for programs and advocacy initiatives for the coming year. To recognize their leadership, energy, and commitment, the youth group was given a Tagaytay escapade as part of their year-end thanksgiving and incentive. 🧑‍🤝‍🧑🌄

In general, these activities served as a collective Year-End Evaluation, Planning, and Thanksgiving for both groups — acknowledging their efforts, celebrating their contributions, and expressing KEOFI’s appreciation for their meaningful work throughout the year.

Congratulations on the successful 76th General Assembly of the National Council of Social Development (NCSD) held on December 11, 2025, at the Asilo de San Vicente de Paul.
Guided by KEOFI’s mission to share and promote best practices in child protection–focused initiatives through women empowerment and community organizing strategies, KEOFI remains committed to contributing meaningful knowledge and experience to networks that advance the welfare of children and communities.

NCSD has long been one of KEOFI’s valued partners in pursuing shared advocacies and capacity-building activities at the network level, making this gathering even more meaningful.

We also extend our warmest congratulations to our Director, Ma’am Susan Biteng, for being chosen as one of the resource speakers for the session “Unmasking Depression, Fostering Care and Resilience to Self, Families, and Communities.” Her expertise as a community organizer, social worker, and academician greatly enriched the discussion and contributed significantly to the learning of the participants.

The assembly was indeed a productive and enriching gathering, providing member organizations with the opportunity to reconnect, exchange updates, and strengthen their knowledge and skills in becoming more effective advocates within their respective organizations and communities.
As shared during the session, it truly takes a village to raise a child—and more importantly, it takes an entire community to protect children and ensure their welfare. Through continued collaboration, shared learning, and collective action, we move closer to building safer, more caring communities for every child.

On December 12, 2025, KEOFI held its yearly Christmas celebration and tribute in honor of our dedicated Community Leaders at Orchid Garden Suites Manila. The gathering was simple yet deeply meaningful, made more festive with a fun denim-themed celebration. Our Community Leaders serve as a guiding light in their respective communities, providing consistent leadership, encouragement, and support. This annual celebration is KEOFI’s heartfelt way of expressing gratitude for their unwavering commitment and faithful service.

The event brought together Community Leaders, KEOFI staff, alumni, friends, and supporters to share moments of joy, fellowship, and appreciation. The program featured well-prepared presentations by the Community Leaders, lively and engaging games, and an energetic dance competition that added excitement and laughter to the celebration. Festive highlights such as the raffle and the Best in Denim Costume further brought color and cheer to the occasion.

We also extend our sincerest gratitude to our generous KEOFI alumni, friends, and supporters who made this celebration possible through their donations and support:

𝐒𝐚𝐟𝐞 𝐒𝐩𝐚𝐜𝐞𝐬, 𝐒𝐭𝐫𝐨𝐧𝐠 𝐕𝐨𝐢𝐜𝐞𝐬: 𝐀 𝐍𝐞𝐭𝐰𝐨𝐫𝐤 𝐂𝐞𝐥𝐞𝐛𝐫𝐚𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐂𝐡𝐢𝐥𝐝𝐫𝐞𝐧

On November 22, 2025, the Network Level Children’s Month Celebration was held at the Conrado Benitez Hall, Philippine Women’s University—led by KEOFI in collaboration with NCSD and 15 partner organizations. With a combined total of 250 children and staff in attendance, the event stood united under this year’s theme: “End OSAEC-CSAEM: Fight for Safety and Rights of the Child.”

The celebration was filled with inspirational and creative performances from participating organizations, showcasing ballet, interpretative and freestyle dances, along with theater and singing presentations that highlighted the talent, courage, and voice of every child. These activities also played a key role in fulfilling the event’s objectives—raising awareness on OSAEC and CSAEM, empowering children to express the issues that affect them through artistic and meaningful presentations, and encouraging stronger community participation and support in protecting children.

A key feature of the event was the KEOFI Theater Group’s powerful play depicting the harsh realities and forms of abuse faced by children connected to Online Sexual Abuse and Exploitation of Children (OSAEC) and Child Sexual Abuse or Exploitation Materials (CSAEM). This was followed by an engaging learning session facilitated by the KEOFI Youth Group, empowering children with knowledge and awareness to protect themselves from abuse and exploitation.

KEOFI collaborated with the Sangguniang Kabataan and Barangay Council - partners together once again for this year’s Children’s Month Celebration with the theme “End OSAEC-Csaem: Fight for Safety and Rights of the Child.”
Despite the rain, the two-day community-based advocacy pushed through, with morning and afternoon events held on both November 08 and 09, 2025 across the communities ff:

November 08, 2025 – BARANGAY 649 (9:00 AM) and BARANGAY 780, 781, 792, 793 (1:30 PM)
November 09, 2025 – BARANGAY 775, 765, 766, 767(8:00 AM) and BARANGAY 770, 772, 777, 779 (2:00 PM)

The KEOFI Theater Group delivered a powerful street play focused on OSAEC and CSAEM, portraying the harsh realities faced by children who suffer sexual abuse and exploitation. The performance moved audiences deeply, bringing urgency and clarity to these critical issues. Each session was followed by an open forum to raise awareness, address concerns, and strengthen collective responsibility for child protection.

Barangay and SK councils offered messages of support, mobilized barangay personnel, logistics, and provided venue, and tokens, while local government partners and police personnel ensured safe and coordinated activities. With the active involvement of KEOFI’s PO partners - BINHI, OPENA, PAFACOWA, STEP-UP, and TOPNA, the two-day celebration concluded with strengthened unity and commitment to protecting every child.
Together, we continue the fight—because every child deserves to live free from abuse and exploitation.
