Specialized in providing Technical Assistance, our focus is reaching the underprivileged people in the community by bridging the gap through the networks among the NGOs, Faith-Based Organizations (FBOs) and Local Government Units (LGUs) in support of the National Tuberculosis Control Program (NTP) to improve the access to quality DOTS implementation. The Research Institute of Tuberculosis/ Japan Anti-Tuberculosis Association, Philippines Inc. as commissioned by PBSP-IMPACT conducted a Training of Community Based Organization Volunteers as “ TB Educators and Interpersonal Communication” on the following schedules:
1. Baliwag; 2 batches (July 27 and 31, 2015),
2. Paombong; 3 batches (July 28, 29 and August 1, 2015),
3. San Miguel; 3 batches (July 30, August 6 and 11, 2015),
4. Plaridel; 2 batches (August 5 and 7, 2015),
5. Calumpit; 3 batches (August 10, 12 and 17, 2015),
6. San Ildefonso; 2 batches (August 25 and 26, 2015)

There were 15 batches of training conducted among CBOs with 524 participants. This is a one-day training conducted for the CBOs per batch per municipality. Trainings were co-facilitated by either the municipal health officer or RHU nurse to build at its earliest a sense of ownership and sustainability mechanism for this project.

Orientation of Health Staff on Referral, Recording, Reporting process and the Monitoring and Evaluation Scheme of CBOs’ TB Control Activities

The Research Institute of Tuberculosis/ Japan Anti-Tuberculosis Association, Philippines Inc. conducted an Orientation of Health Staff in the 6 municipalities (project sites) of Bulacan on the following schedules:
1.Baliwag; (July 15, 2015),
2. San Miguel; (July 23, 2015),
3.Plaridel; (July 23, 2015),
4. Paombong; (August 4, 2015),
5. Calumpit; August 4, 2015),
6.San Ildefonso; (August 28, 2015)

The Health Staff was oriented on Referral, Recording, Reporting process and the Monitoring and Evaluation Scheme in overseeing the CBOs’ TB Control Activities.

The engagement of Community- Based Organizations (CBOs) in TB Control Program has been embraced by the Provincial Health Office, Municipal Health Office, however; there’s an expressed need among the health staff to get oriented to this project to set clear-cut functions for smooth implementation; to effectively link CBOs with Rural health Units or Barangay Health Stations; and to establish referral, recording, reporting and monitoring mechanisms.
This is a half day orientation conducted among selected health staff per municipality. This was co-facilitated by either the municipal health officer or RHU nurse.
The following topics were discussed: Project Orientation by Ms. Leveriza Coprada and Ms. Evanisa Lopez who handled San Ildefonso, Referral, Recording and Reporting Process and Monitoring and Evaluation Scheme by Ms. Aurora G. Querri, Deputy Executive Director of RJPI.

The Research Institute of Tuberculosis/ Japan Anti Tuberculosis Association, Philippines Inc (RJPI) conducted an orientation of the PBSP/IMPACT Project to the Barangay Captains in the 6 municipalities (project sites) of Bulacan namely: Baliwag, Calumpit, Paombong, Plaridel, San Ildefonso and San Miguel. With the guidance and permission of Mr. Darwin David, LGOO VIII – Provincial Director of DILG and assistance of the Local Government Operations Officers in each municipality, the PBSP/IMPACT project orientation was included in the agendum of the Liga ng Barangay meeting.

RJPI has been introduced as the technical arm of PBSP/IMPACT to accomplish the task mainly in engaging the CBOs to the rural health units. Likewise, the framework of the project and how the project will go about was discussed. The local TB situation and concise information about TB was also presented to the Barangay Captains for them to understand the needs of their community and how they can intervene. In the presentation, the creation of municipal ordinance or barangay resolution was also emphasized to sustain the linkage between the CBOs and rural health units when the project has ended.

The Research Institute of Tuberculosis/ Japan Anti-Tuberculosis Association, Philippines Inc. conducted a Joint Meeting of stakeholders for a Unified Community-Based TB Control Interventions held at Mariano Ponce Hall – Hiyas ng Bulacan, Malolos City on June 3, 2015. This was attended by the following participants from Baliwag, Calumpit, Paombong, Plaridel, San Ildefonso and San Miguel, Bulacan: Dr. Jocelyn Gomez -Bulacan Provincial Health Officer); Mr. Brian Alfonso – Bulacan Program Health Coordinator; Dr. Orpha - Municipal Health Officer (MHO) of Baliwag; Dr. Dr. Rizalie - MHO of Calumpit; Dr. Julio Garvida – MHO of Paombong; Dr. Macario Manicad – MHO of Plaridel; Dr. Galvez – MHO of San Ildefonso; Dr. Dr. Edgar Ernie –MHO of San Miguel; and representatives from Community-Based Organizations (CBOs) and other government organizations.

During this activity the following were discussed: draft memorandum of understanding between CBOs and the RHUs, the process of referral mechanism, and the concept of municipal ordinance (LGU support to TB control activities in each municipality).
A total of 61 participants attended the said orientation meeting.

As commissioned by PBSP/IMPACT, the Research Institute of Tuberculosis/ Japan Anti-Tuberculosis Association, Philippines Inc. identified existing Community-Based Organizations (CBOs) in its project sites in Bulacan ( Baliwag, Calumpit, Paombong, Plaridel, San Ildefonso and San Miguel) as potential partners of RHUs in TB control activities. The expected tasks of CBOs are to help in TB case finding and case holding activities of RHUs. By using a structured- questionnaire, the current program thrusts, extent of services offered and the readiness of CBOs to implement the TB control activities were assessed. The CBOs were interviewed and oriented on the project. Their commitment to the National Tuberculosis Control Program (NTP) was likewise solicited.

This activity was conducted in coordination with the Provincial and Municipal Health Offices.

• The Research Institute of Tuberculosis/ Japan Anti-Tuberculosis Association, Philippines Inc. attended the Lung Month Celebration on August 18, 2015. This was organized by the Bulacan Multisectoral Alliance. The theme of the celebration was “STOP TB: Reach, Treat, and Cure .” The following activities were conducted: Fun walk and ceremonial signing of the Memorandum of Understanding ( CBOS in the six project sites of the PBSP IMPACT project by RIT/ JATA ).

The RIT/JATA along with representatives from partner CBOs a attended the health summit on TB/HIV collaboration. This was held on August 19-20, 2015 at Holiday Inn, Clark Freeport Zone, and Pampanga.

The TB-HIV Program launch spearheaded by the Regional Health Office 3 is in line with the Administrative Order 2014-0005: Revised Policies and Guidelines in the Collaborative Approach of TB and HIV .

The RIT/JATA participated in Bulacan Stakeholders Forum on TB DOTS Referral Network. This was organized by Provincial Health Office, Department of Health-Regional Office 3 (DOH-RO3) and Innovation and Multisectoral Partnerships to Achieve Control of TB (IMPACT). The output of this activity is a draft policy on TB DOTS referral in Bulacan. As agreed, another meeting will be set to finalize the said policy.
